The US acknowledges it cannot force Russia to change its stance on Ukraine.
Kurt Volker, the U.S. State Department's special representative for Ukraine, believes that U.S. actions have failed to force Russia to change its stance toward Ukraine.

"What we have been unable to do is force Russia to change its position," Volker said, speaking at the Centre for European Policy Analysis Forum. According to him, "Russia still believes it has an interest in its presence there."
The U.S. State Department's special representative for Ukraine stated: "We have tried to demonstrate that Russia cannot achieve its primary strategic objectives, and that the best solution to achieve those objectives is to withdraw from the conflict, but they are not ready for that."
