"With respect to sanctions we have two packages. One is with respect to Crimea. I think Permanent Representative Haley has been very clear at the United Nations that until Russia leaves Crimea, there is no need to talk about sanctions," Spicer said.

He also declined to comment on a bill recently introduced in Congress that would require any sanctions to be lifted only with congressional approval.

Previously, a group of US Senators introduced a bill requiring Congress to have veto power in case the administration of US President Donald Trump passes a resolution to lift sanctions against Russia.

The bill's sponsors are Senators Lindsey Graham and Ben Cardin; John McCain, Marco Rubio and several other Senators also support the bill.
