Complete the goals for the 2020-2025 term.

Na Ngoi commune was established by merging Na Ngoi and Nam Can communes of the former Ky Son district. The commune's Party Committee has 492 members, with 39 subordinate branches.

During the 2020-2025 term, the Party Committee, Government, and people of Na Ngoi and Nam Can (formerly) communes have strived to achieve many encouraging results. Socio-economic development has progressed significantly; national defense and security have been maintained. Party building work has been emphasized, with Party committees at all levels regularly organizing the thorough dissemination of directives and resolutions from higher levels regarding personnel and Party member work. During the term, 57 new Party members were admitted. Annually, 90% of Party branches were rated as having completed their tasks well or better... The goals of the 2020-2025 Party Congress have been basically achieved.

Over the next five years, Na Ngoi commune has identified many difficulties and challenges: Its large natural land area, long border, and numerous unofficial border crossings mean it will constantly face sabotage attempts by hostile forces; ethnic and religious issues present many complex challenges; and various types of crime are becoming increasingly sophisticated and audacious, especially transnational drug trafficking. In addition, non-traditional security threats remain constant, such as extreme weather events due to climate change, natural disasters, particularly flash floods, landslides, and forest fires.

Helping Na Ngoi escape poverty and achieve comprehensive development.

With strong political determination and the promotion of unity among the Party, the government, and the people of Na Ngoi, we are determined to fulfill the development targets and goals in the new term: Continuing to build and improve the organizational structure of the political system, effectively operating the two-tiered local government; enhancing the leadership capacity of the Party, the management and operational role of the State, building a government that is close to the people, responsive to their needs, and acts for the people. Promoting the supervisory and critical role of the Fatherland Front and other political and social organizations; building national unity, mobilizing the people to actively participate in labor and production to develop the economy, eradicate hunger and poverty, and improve people's lives.

Na Ngoi commune also identifies socio-economic development as the central task; Party building as key; building culture and developing human resources as the spiritual foundation and driving force for development; and strengthening national defense, security, and foreign relations as crucial and ongoing tasks.

The Party Committee, Government, and people of Na Ngoi commune have determined to maximize existing potential and advantages; effectively utilize resources to attract businesses to Na Ngoi commune to explore and invest, especially in areas where the locality has advantages such as agriculture, forestry, agricultural product processing, medicinal herbs, services, and tourism; and invest in building infrastructure in villages and hamlets...

Na Ngoi commune identifies its important task as ensuring harmony between economic, cultural, and social development, environmental protection, national defense, security, and foreign relations. Key objectives include maintaining unity and solidarity among ethnic groups; ensuring national defense, security, and border sovereignty; building a strong and clean organizational structure and cadre of officials, and strengthening the Party organization and political system. The commune will strive to develop trade and services through regional linkages with community and ecotourism; create jobs and income, ensure social security; and comprehensively improve the material and spiritual lives of its people.

Furthermore, Na Ngoi commune aims to preserve and promote the valuable cultural heritage of its people and land; to create breakthroughs in education and training to improve the cultural level, awareness, and understanding of the younger generation, thereby creating a workforce that meets development requirements. The goal is for Na Ngoi commune to essentially escape poverty by 2030.

Regarding key tasks in the coming period, Na Ngoi commune has identified the following priorities: continuing to thoroughly understand, study, and concretize the goals, tasks, and solutions of the resolutions; creating a fundamental breakthrough in transforming awareness and ideology; developing livelihoods linked to the potential and advantages of the locality; enhancing the leadership capacity and fighting strength of the Party organization; promoting the building and rectification of the Party and the political system; and resolutely directing the replication of exemplary models of "Four Good Party Branches" and "Four Good Party Committees" associated with improving the quality and effectiveness of legal dissemination and education for the people.

Furthermore, we must continue to improve the organizational structure and streamline the administrative apparatus, enhancing the effectiveness and efficiency of local government leadership, management, and administration. We must comprehensively innovate methods and improve the leadership capacity of the Party over the government, the Fatherland Front, the political system, and the entire society. We must strengthen the Party's inspection and supervision work; innovate and improve the quality of legal dissemination and education; and enhance the quality and effectiveness of social supervision and criticism by the Fatherland Front and other political and social organizations.

Effectively manage and utilize public investment funds; develop, introduce, and promote local OCOP products; allocate farmland, production land, and residential land to people in conjunction with planning and resettlement efforts to prevent landslides.

Creating favorable conditions for people to invest in economic development; gradually building cooperatives and neighborhood groups; focusing on effectively implementing education and training, human resource development, science, technology, information and communication, digital transformation, health, culture, and sports. Effectively implementing social policies and ensuring social security. Guaranteeing national defense, security, order, and social safety; paying attention to ethnic affairs, rural security, and maintaining political stability; and promoting the special friendship and cooperation with localities in neighboring Laos in the new phase.

Na Ngoi commune has also identified key breakthroughs for the new phase:The first:Thoroughly overcome the mentality of waiting, relying on others, avoiding difficulties, and being reluctant to innovate and be creative in thinking among cadres, Party members, and the people.

Monday:Prioritize investment in education, especially the construction of boarding schools for primary and secondary levels in border areas; improve the overall quality of education to contribute to raising the cultural level of the people.

Tuesday:Gradually eliminate outdated and costly customs that hinder socio-economic development, while simultaneously building prosperous and progressive families, contributing to improving the material and spiritual quality of life for the people.

Na Ngoi commune also determined to gradually complete the construction of socio-economic infrastructure, including: transportation infrastructure; tourism development infrastructure and technology infrastructure to serve economic and social development management and digital transformation; new spatial development planning; allocation of undisputed farmland and production land not located within protected forest areas or planned land areas for common use of the commune; promoting household economic development; creating all conditions and providing maximum support for individuals and businesses to start up and develop new production and business models associated with the potential and advantages of the locality...
