By 2025, the tax sector aims to collect over 2 trillion VND in revenue.

On the afternoon of December 24th, the Tax Department held a conference to summarize tax work in 2025, evaluate the results of the "60-day intensive campaign to convert from lump-sum tax to declaration-based tax for business households" and implement tasks for 2026.

Attending the meeting at the Tax Department's location were: Mr. Nguyen Van Thang - Member of the Central Committee of the Communist Party of Vietnam, Minister of Finance, and representatives from relevant departments and agencies. At the Nghe An location were leaders of the Nghe An Tax Department along with representatives from various departments and affiliated units.

For the first time, budget revenue exceeded 2 trillion VND.

The report presented at the conference indicated that in 2025, state budget revenue managed by the Tax Department is estimated to reach VND 2,236,900 billion, exceeding the target by 30.1% and increasing by 27.6% compared to 2024. Of this, domestic revenue reached VND 2,189,600 billion, accounting for 98% of total revenue. This marks the first time that revenue managed by the Tax Department has exceeded VND 2 trillion; all 34 localities completed and exceeded their assigned targets.

For the period 2021–2025, total state budget revenue is estimated to reach 9,754 trillion VND, exceeding the target set by the National Assembly by 17.5%. The revenue structure continues to shift positively, with domestic revenue increasing rapidly and sustainably, accounting for 86.6% of total budget revenue.

Along with revenue collection results, tax management continues to show significant improvements. The rate of timely tax declaration filing reached 98.4%; value-added tax refunds for the period 2021–2025 reached over 770 trillion VND, ensuring compliance with regulations and timeliness, contributing to supporting businesses in maintaining cash flow and recovering production and business. In 2025 alone, revenue collected through inspections and audits is expected to increase by approximately 19,000 billion VND. Tax debt management and recovery efforts have been strengthened, with the amount of debt recovered in 2025 reaching 65,010 billion VND.

Notably, revenue from e-commerce and digital platform businesses is estimated to reach VND 208,800 billion in 2025, a 66.5% increase compared to the previous year. The management of household businesses continues to be reformed towards transparency, gradually eliminating lump-sum tax payments. Digital transformation in the tax sector is being accelerated, with 99% of businesses using electronic tax services; tax data is gradually being linked to individual identification, creating an important foundation for modern and efficient management in the future.

The tax collection results in Nghe An province are considered a bright spot. As of December 23, 2025, domestic revenue in the province reached VND 26,342 billion, equivalent to 164% of the statutory budget and 111% compared to the same period last year. Cumulative domestic revenue for the period 2021-2025 in Nghe An is expected to reach approximately VND 110 trillion, placing Nghe An among the top 9 localities with revenue exceeding VND 100 trillion. Tax debt management continues to be tightly controlled, with total tax debt as of December 31, 2025 estimated at VND 2,879 billion, a decrease of 8.7% compared to the end of 2024.

For the peak campaign to transform the tax management model for household businesses in Nghe An province, the basic targets were met and exceeded. During the campaign, the Tax Department updated data for 2,543 household businesses, bringing the total number of households whose databases have been updated to 63,544, reaching 100%. An additional 263 households registered for electronic invoices generated from cash registers, bringing the total to 1,757; of which 1,699 households have used electronic invoices, reaching 97% of registered households. The number of households using the eTax Mobile application increased by 5,921, bringing the total to 26,817 households, reaching 99%.

Notably, 100% of business households with estimated revenue of 1 billion VND or more have switched to the form of household-based tax declaration or enterprise registration. During the campaign, the entire province processed and recovered over 14.7 billion VND in outstanding debts, contributing to a reduction of approximately 23% in total tax debt compared to the debt settlement date of October 2025.

At the conference, representatives from various units and local tax authorities presented numerous papers, focusing on clarifying outstanding achievements, difficulties, and obstacles in tax management; they also shared experiences and effective methods in managing revenue collection from e-commerce, household businesses, digital transformation, debt management, and combating budget revenue losses.

Regarding the tasks for 2026, the conference identified this as the first year of implementing the Resolution of the 14th National Congress of the Party and the 5-year socio-economic development plan for 2026-2030, in the context of many difficulties and risks in the domestic and global economies. The National Assembly assigned the state budget revenue target for 2026 at VND 2,242,800 billion, of which domestic revenue is VND 2,199,800 billion.

Based on that, the Tax Department has identified its main objective as completing and striving to exceed the assigned budget, with a minimum revenue increase of 10% compared to the estimated actual revenue in 2025; ensuring accurate, complete, and timely collection, while simultaneously nurturing and developing sustainable revenue sources.

To achieve this goal, the Tax Department will focus on aggressively managing budget revenue collection from the beginning of the year; closely monitoring collection progress, analyzing risks for each tax type, sector, and locality; assigning revenue targets linked to the responsibility of the head of each agency, while strengthening inter-agency coordination. The department will continue to promote comprehensive digital transformation, applying big data and artificial intelligence in managing electronic invoices, tax refunds, debt management, inspection and auditing, and combating tax evasion. Along with this, it will strengthen tax management for e-commerce, digital platform businesses, and household businesses in a transparent manner, eliminating lump-sum taxes… contributing to the successful completion of budget revenue collection tasks in 2026 and subsequent years.

On this occasion, authorized by the President of Vietnam, Comrade Nguyen Van Thang - Member of the Central Committee of the Communist Party of Vietnam, Minister of Finance - awarded the Third-Class Labor Medal to the Tax Department. Outstanding collectives and individuals also received Certificates of Merit from the Ministry of Finance and the Tax Department.
