Nam Dan needs to reduce outstanding debts in rural development projects.

(Baonghean.vn) – Focusing on reviewing and identifying difficult criteria to prioritize; balancing resources to repay debts and avoid outstanding debts in new rural construction... These were the directives of Comrade Hoang Viet Duong – Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council, at a working session with the People's Committee of Nam Dan district on the afternoon of September 27th.

Also participating were representatives from the Provincial Fatherland Front and the Provincial Office for Coordinating the Construction of New Rural Areas.

The movement for all citizens to join hands in building new rural areas in Nam Dan district has been directed quite systematically, decisively, and with many innovations. As a result, the New Rural Development program in Nam Dan has achieved high results, averaging 17.13 criteria per commune. To date, 10 out of 22 communes in the district have completed the new rural development program, reaching over 45%.Eight communes are close to achieving the target, and none have met fewer than 10 criteria.

During the process of building new rural areas, the district has diversified its resources. Over the past five years, the entire district has mobilized nearly 1,239 billion VND, with the average budget per commune reaching 7.3 billion VND.

Comrade Tran Kim Loc, Chief of the Provincial People's Council Office, stated that the criteria for income generated through economic models in many localities are not yet clearly defined.

Besides the achievements, some members of the monitoring team also analyzed and clarified many issues related to ensuring the sustainability of new rural criteria in the area. Specifically, the development of rural economic models and changes in production organization methods to develop the economy in some areas have not been sustainable.

Furthermore, some localities have only focused on building transportation infrastructure and cultural facilities, but have not paid attention to developing rural landscapes. Awareness of protecting and maintaining rural environmental hygiene and food safety is still low.

Currently, there are still instances of officials and Party members violating family planning policies and engaging in gambling-related activities... These are issues that affect the sustainability of the political and social organizational system and public security and order...

In particular, outstanding debt in the new rural development program remains high, exceeding 56 billion VND.

Concluding the meeting, Mr. Hoang Viet Duong, Vice Chairman of the Provincial People's Council, requested the district to focus on maintaining and improving the criteria already achieved. He urged the district to strive to make Nam Dan a model new rural district nationwide.

The comrade also suggested that the district should review the criteria in communes that have not yet achieved the new rural development status, identify the difficult criteria, and focus on directing their implementation. It is necessary to review resources; avoid imposing restrictions in mobilizing public support; and limit prolonged debt that affects the direction and implementation of socio-economic development tasks in the locality.
