This May, visiting Kim Lien commune (Nam Dan district), the atmosphere and scenery seem to brighten even more. Among the pilgrims returning to President Ho Chi Minh's birthplace, each person carries within them special feelings. Coming to Kim Lien is not just about sightseeing, but about getting closer to President Ho Chi Minh and deeply understanding his thoughts, reminding themselves to live in a way that makes their hearts purer with love for him.

For the people of Kim Lien, the sacred pride of living, studying, and working in the homeland of President Ho Chi Minh is crystallized into a sense of responsibility to build their homeland into a model as President Ho Chi Minh wished during his lifetime. Ms. Hoang Thi Bich, a resident of Sen 2 hamlet, shared: “Not only have we actively donated land, contributed money and labor to expand and build concrete and asphalt roads, create flower-lined and green streets, and plant flags, but the awareness of maintaining hygiene and beautifying the rural landscape of President Ho Chi Minh's hometown to be 'bright, green, clean, and beautiful' has become a voluntary and conscious action in each family and each citizen, for the sake of President Ho Chi Minh's homeland and for the self-respect of being a person from President Ho Chi Minh's hometown.”

Throughout his revolutionary life, despite the many national affairs he was involved in, President Ho Chi Minh always held a deep concern for his homeland. He consistently wished for Nam Lien commune (now Kim Lien commune) to become a model commune.

In a letter to the people and cadres of Nam Lien commune dated February 13, 1962, Uncle Ho instructed: “Conservative thinking is like ropes binding people’s hands and feet; we must cast it aside. To progress, we must have a bold spirit, daring to think and daring to act. In this matter as in all others, if cadres, Party members, and Youth Union members take the lead, the people will follow.” Uncle Ho also frequently reminded the cadres and Party members to uphold democracy, put the people first, “actively practice democracy with the people even more,” and take utmost care of the people’s lives…

President Ho Chi Minh's concerns and aspirations for his homeland have always been regarded by generations of cadres, Party members, and people of Kim Lien commune as his personal testament to his homeland, inspiring them to persistently strive to realize his wish: to become a model commune.

Proof of this is the movement to build new rural areas, advanced new rural areas, and model rural areas with 19 comprehensive criteria covering socio-economic development, national defense and security, and the construction of the political system, etc. Kim Lien commune has always been the first unit to achieve the goals in Nam Dan district and Nghe An province.

After being recognized as a model new rural area in 2023, officials, Party members, and people of Kim Lien continue to improve the quality of the model criteria, ensuring uniformity and modernity, and building their homeland into an increasingly civilized and prosperous place.

Comrade Le Van Sy, Secretary of the Party Committee of Kim Lien commune, said: From a purely agricultural commune, solely focused on rice cultivation, the people of Kim Lien have now dynamically developed a diverse structure of crops, livestock, and industries and services. For rice cultivation, model fields have been established with high-value commercial varieties; the area for lotus cultivation has been expanded, creating beautiful rural landscapes and producing consumer products from lotus, with 10 OCOP-certified products bearing the brand "Lotus from Uncle Ho's Homeland"; the area for growing flowers, fruit trees, high-quality vegetables, and diverse livestock such as black snails, eels, frogs, fish, pigs, chickens, and cattle has also been expanded…

The trade and service sector has developed in the direction of serving tourists, with a total of more than 120 establishments providing accommodation, restaurants, souvenir shops, etc. The commune has 23 OCOP products ranging from 3 to 4 stars, which both create jobs and increase income for the people, while also creating a line of quality products to serve tourists.

The average income of people in Kim Lien commune in 2024 reached 68.5 million VND/person, an increase of 18.8 million VND/person compared to 2020. The school system, health stations, and cultural and sports facilities have been invested in comprehensively, meeting the requirements of sustainable development. Of the 5 schools that meet national standards, 4 schools have achieved level 2 standards; the commune has achieved national health standards at stage 3…

During his two visits to his hometown and through his letters home, President Ho Chi Minh always offered encouragement and expressed his wish for Nam Dan to organize a vibrant, widespread, practical, and sustained patriotic emulation movement, making it a model district. This is considered the guiding principle for the Party Committee and people of Nam Dan district in their journey to develop their homeland.

Comrade Nguyen Hong Son - Deputy Secretary of the District Party Committee and Chairman of the People's Committee of Nam Dan District, shared: The advantage of Nam Dan District in aiming to become a model locality is the Prime Minister's Decision No. 17, dated January 4, 2019, approving the pilot project "Building Nam Dan District, Nghe An Province into a model new rural district in the direction of cultural development associated with tourism, giai đoạn 2018 – 2025" and the active support and cooperation of the province.

Based on closely adhering to the specific goals, targets, and tasks of the project, Nam Dan district has organized many emulation movements and innovative models to mobilize the participation of all officials, Party members, and people; no agency, unit, organization, or individual is left out; and at the same time, ensuring the construction of a truly sustainable model new rural area.

Specifically, every year, the district organizes competitions linked to recognizing, commending, and spreading the model of: "bright, green, clean, and beautiful hamlets and neighborhoods"; building "bright, green, clean, and beautiful" offices, agencies, and units; "green, clean, beautiful, safe, and friendly" schools; building model roads, model residential areas, model farmer gardens, and model new rural gardens…

In its leadership, Nam Dan district prioritizes tasks, assigning specific responsibilities to each organization and individual for implementation, guided by the principle of "respecting the people, being close to the people, understanding the people, and being responsible to the people."

Therefore, in the process of leading, directing, managing, and organizing the implementation of local political movements and tasks, officials at all levels should focus on transparency in policies, tasks, and methods so that the people know, understand, participate in discussions, implement, monitor, and ultimately benefit from them, thereby comprehensively improving the quality of life for the people.

Along with creative leadership, according to Comrade Bien Van Trung - Member of the Standing Committee, Head of the Propaganda and Mass Mobilization Department of the Nam Dan District Party Committee, the study and emulation of Ho Chi Minh's ideology, ethics, and style are linked by Party committees, agencies, and units at all levels with building a strong Party, political system, agencies, and units; building ethics, lifestyle, exemplary awareness, and a scientific working style and methods for the common good of the collective among cadres and Party members.

In particular, in 2021, the district launched the "Following Uncle Ho's Example" emulation campaign, linked to the implementation of contents and criteria for building advanced new rural areas, model new rural areas, and civilized urban areas, realizing the goal of building Nam Dan district into a model district.

To date, Nam Dan district leads the entire province in the number of communes meeting advanced new rural standards with 15 out of 18 communes; the number of communes meeting model new rural standards is 7.; leading the province in the number of productsmeet standardsOCOP includes 81 products.

Nam Dan is the first districtNghe An province was recognized as achieving the advanced rural district standard in 2024.

Currently, the district has completed 40 out of 42 criteria for a model new rural district focusing on cultural development linked with tourism, as stipulated in Decision No. 17 of the Prime Minister.

The results of perseverance, effort, and creativity in realizing President Ho Chi Minh's wishes for his homeland are an extremely meaningful gift that the Party Committee and people of Nam Dan district respectfully offer to President Ho Chi Minh on the occasion of the 135th anniversary of his birth (May 19, 1890 - May 19, 2025). This also serves as the foundation and motivation for the communes in the Nam Dan region in general, and Kim Lien commune in particular, to continue moving forward, worthy of being the homeland of the great President Ho Chi Minh.
