Nam Thanh mobilizes more than 206 billion VND to build new rural areas

(Baonghean) - Clearly identifying the great significance of the National Target Program on New Rural Construction, immediately after the program was implemented, the commune established a steering committee for new rural construction and stepped up propaganda work.

Economic development is a task that the Party Committee and the government of Nam Thanh commune pay great attention to. Along with organizing many training sessions and studying crop and livestock production models in other localities, Nam Thanh has a mechanism to encourage people to exploit land advantages, apply scientific advances in production; actively borrow capital from credit programs supporting agriculture and rural areas to develop the economy.

Efforts to complete the work of "Land consolidation, plot exchange and land conversion" according to Directive 08 of the Provincial Party Committee and Resolution No. 26 of the District Party Committee, creating favorable conditions for reasonable conversion of crop structure, the total annual planting area reaches from 2,000 - 2,060 hectares; the average annual food output reaches 5,443 tons; some production models bring economic efficiency such as winter-season vegetables, various beans in the summer-autumn season and high-quality rice in the spring season.

Building production and livestock models such as farms, integrated livestock farms, garden economy, hill gardens... Economic development helps people's lives to be constantly improved, the number of well-off and rich households is increasing, the number of poor households is significantly reduced from 17.6% in 2010 to 4.98% in 2016; economic growth rate in 2016 reached 7.5%, an increase of 14.5% compared to 2010; average income per capita increased from 18.2 million VND in 2010 to 27.3 million VND in 2016.

With efforts to mobilize all resources for the new rural construction program, over 5 years the commune has mobilized 206,569 billion VND, of which people contributed more than 29 billion VND, accounting for 14.1%.

In addition, 22 households voluntarily donated 860 m²land, of which garden land is 320 m², 14 households voluntarily dismantled 600 m² perimeter wall. From 2011 to present, the commune has concreted nearly 20 km of rural roads; hardened 7.5 km of canals; built and upgraded 1 new pumping station and installed hundreds of intra-field bridges and culverts, and dredged canals to proactively manage water resources.

Invest in building 2 new transformer stations, upgrading 5 transformer stations and more than 25 km of low-voltage lines to ensure meeting the electricity demand in the area... Build a new commune People's Committee headquarters, build a communal cultural house campus, upgrade 16 hamlet cultural houses; renovate, expand the campus and invest in many more facilities of schools.

The movement of the whole people uniting to build a cultural life, building a cultural village, and a cultural family has received positive responses from the people. The rate of cultural families reached 86.4%; 13/17 hamlets achieved the title of cultural hamlet. Policies for people with meritorious services and social security policies, poverty reduction, and job creation have achieved many results. Health care and primary health care for the people have been well implemented: 100% of households have sanitary facilities. National health programs have been well implemented. The commune has met national health standards since 2012. The rate of people participating in health insurance has reached 73.5%.

The education sector has many positive changes. The quality of teaching and learning has been increasingly improved; the rate of mobilizing 5-year-old children has reached 100%; the quality of universal primary education at the right age and universal secondary education has been maintained and improved. The socialization of education continues to be implemented effectively, the activities of community learning centers, education promotion funds, agencies and clans have been increasingly promoted, contributing to improving the quality of education.

The work of encouraging learning and talent is of interest, in hamlets and clans there are funds for encouraging learning. The commune also focuses on directing the implementation of environmental sanitation work well, with the issuance of a project for centralized waste collection and treatment, up to now the commune has basically ensured a green - clean - beautiful environment. Every month, the people are mobilized to clean up the environment, each organization undertakes 1 to 2 green, clean and beautiful roads. The Women's Union effectively implements the model of "5 no 3 clean"...

At the same time, Nam Thanh commune pays special attention to leading and directing the building of a strong political system. For many consecutive years, the Party Committee has been recognized as a strong political organization. The staff and civil servants have capacity, qualifications, and a high sense of responsibility, 100% of civil servants meet the prescribed standards, of which more than 90% have university degrees. The government is annually assessed to have fulfilled its tasks well, the Fatherland Front and its member organizations are continuously ranked as excellent.

With specific solutions developed and gradually implemented, the commune has completed 19/19 new rural criteria in 2016, creating an increasingly prosperous appearance for the homeland. The Party Committee and the government of Nam Thanh commune determined that the completion of new rural construction is only the starting point for a new development stage for cadres, party members and people of the commune to continue to strive to constantly improve the criteria in a sustainable and high-quality manner, meeting the development needs in the new stage; determined to maintain the achieved criteria./.
