On the morning of May 22nd, the Standing Committee of the Provincial People's Council and the Provincial National Assembly Delegation held a working session with the Office of the Provincial National Assembly Delegation and People's Council to discuss the implementation of advisory and support work, and to promote digital transformation in elected activities.

Providing advice on many issues.
According to the report, since the beginning of the 2026-2031 term, the Office has proactively advised on the restructuring of the organizational apparatus and served the activities of the National Assembly Delegation and the Provincial People's Council.
The Office effectively served the first session of the 16th National Assembly; advised on the development of the work program and supervision program for 2026; and participated in providing feedback on 13 policy dossiers, draft laws, and 2 draft resolutions of the Standing Committee of the National Assembly.

Regarding the Provincial People's Council, the Office successfully advised on the organization of the first session of the 19th Provincial People's Council, term 2026-2031; advised on the consolidation of the Provincial People's Council Committees, the establishment of the Provincial People's Council delegate groups, and the development of the working regulations of the Provincial People's Council for the new term.

In addition, the Office advised on the development of a plan to improve the quality and effectiveness of the People's Councils at all levels for the 2026-2031 term; and served the monitoring and survey activities of the Standing Committee and the Committees of the Provincial People's Council in many fields such as supporting disaster relief, resettlement, issuing land use right certificates, and implementing national target programs.

In the area of citizen petitions, the Office advised on organizing meetings with voters and citizens, handling 84 complaints, denunciations, and petitions from citizens sent to the Standing Committee of the Provincial People's Council and the Provincial National Assembly Delegation; at the same time, it urged the resolution of voter petitions before and after sessions of the National Assembly and the Provincial People's Council.

Digital transformation and information dissemination efforts continue to be strengthened with the implementation of electronic work schedules, improved efficiency of the "People's Representatives of Nghe An Province" website, and coordination with VNPT Nghe An to pilot the "smart meeting" system for the People's Council in some communes and wards.

During the meeting, difficulties and limitations were also discussed, such as the increasing workload, high professional requirements, lack of specific support policies for the staff directly involved in the activities of the Provincial People's Council; and the lack of synchronization and effectiveness in some areas of coordination between units…
Continue to innovate and improve the quality of advisory and support services.
Speaking at the meeting, Comrade Duong Dinh Chinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Council - emphasized the need for the Office of the National Assembly Delegation and the Provincial People's Council to continue innovating its advisory and professional service work with the goal of improving the quality of the activities of elected bodies in the new term.

To achieve this, the Office's leadership needs to streamline its structure, reorganize its staff and specialists, maximize the capabilities, strengths, and roles of each individual; and improve the quality of advisory services by promoting proactiveness, high levels of consensus, flexibility, avoiding rigidity, and making positive contributions to the province's development.

On the other hand, the Office needs to strengthen effective coordination with agencies and units; promote digital transformation in all activities of elected bodies, meeting the requirements of the tasks in the 2026-2031 term.
Paying attention to citizen petitions, receiving, processing, and expediting the resolution of complaints, denunciations, and suggestions and feedback from voters and the public; foreign affairs and administrative activities of the Office.
