Improve the efficiency of import and export goods inspection

The Prime Minister has just approved the Project on Solutions to Improve the Effectiveness and Efficiency of Specialized Inspections for Export and Import Goods. The Project will synchronously implement solutions to improve the effectiveness and efficiency of specialized inspections for export and import goods at border gates to contribute to improving the business environment and enhancing national competitiveness.

Shorten customs clearance time, reduce costs for businesses

The general objective of the Project is to develop and perfect mechanisms, policies, state management measures, processes and regulations to improve the effectiveness and effectively implement specialized inspection activities for exported and imported goods in order to shorten customs clearance time, reduce costs for businesses and society, in accordance with international practices, create favorable conditions to encourage the export of Vietnamese goods, create technical barriers for imported goods, reasonably protect domestic production, protect the environment, rights and health of the community; contribute to protecting economic safety, national security, and improving the competitiveness of products, goods, businesses and the country.

The project will facilitate the export and import of goods at border gates in the direction of simplifying procedures, making them quick and convenient; reducing costs for businesses and the state budget; reducing customs clearance time for export and import goods to be on par with ASEAN-6 countries: (In 2016: less than 10 days for export goods and less than 12 days for import goods; by 2020, it will be less than 05 days for export and import goods).

Reasonable protection of domestic production

At the same time, the Project creates favorable conditions to encourage the export of Vietnamese goods; creates technical barriers for imported goods (especially goods that the State does not encourage to be imported); reasonably protects domestic production, protects the environment, public interests and health; improves the effectiveness and efficiency of specialized inspection activities to ensure strict management, in accordance with legal regulations, in accordance with international practices for exported and imported goods, contributing to ensuring national security and economic safety; and enhances national competitiveness.

To achieve the above objectives, the Project will build and perfect the legal basis system for specialized inspection activities; innovate specialized inspection methods in the direction of facilitating export and import activities, reducing costs, shortening customs clearance time for goods; invest in facilities and resources, improve the quality and efficiency of specialized inspection activities; strengthen communication, training and improve the capacity of specialized inspection activities for enterprises exporting and importing goods and units and organizations related to specialized inspection activities of exported and imported goods./.
