Improving the efficiency of import and export goods inspection.

The Prime Minister has just approved the Project on Solutions to Improve the Effectiveness and Efficiency of Specialized Inspection Activities for Export and Import Goods. The Project will implement a comprehensive set of solutions to enhance the effectiveness and efficiency of specialized inspections of export and import goods at border gates, contributing to improving the business environment and enhancing national competitiveness.

Shorten customs clearance time and reduce costs for businesses.

The overall objective of the Project is to develop and improve mechanisms, policies, state management measures, processes, and regulations to enhance the effectiveness and efficiency of specialized inspections of exported and imported goods, aiming to shorten customs clearance times, reduce costs for businesses and society, align with international practices, create favorable conditions to encourage the export of Vietnamese goods, create technical barriers to imported goods, reasonably protect domestic production, protect the environment, and safeguard public rights and health; contributing to the protection of economic security, national security, and enhancing the competitiveness of products, goods, businesses, and the nation.

The project will facilitate import and export activities at border gates by simplifying procedures, making them faster and more convenient; reducing costs for businesses and the state budget; and reducing customs clearance time for import and export goods to be on par with ASEAN-6 countries: (In 2016: less than 10 days for exports and less than 12 days for imports; by 2020, less than 5 days for both exports and imports).

Provide reasonable protection for domestic production.

At the same time, the Project aims to facilitate and encourage the export of Vietnamese goods; create technical barriers to imported goods (especially those that the state does not encourage importing); reasonably protect domestic production, protect the environment, public rights and health; improve the effectiveness and efficiency of specialized inspection activities to ensure strict management in accordance with the law and international practices for exported and imported goods, contributing to ensuring national security and economic safety; and enhance national competitiveness.

To achieve the above objectives, the Project will build and perfect the legal framework for specialized inspection activities; innovate specialized inspection methods to facilitate export and import activities, reduce costs, and shorten customs clearance time; invest in infrastructure and resources, improve the quality and efficiency of specialized inspection activities; strengthen communication, training, and capacity building for specialized inspection activities for export and import businesses and units and organizations involved in specialized inspection of export and import goods.
