Enhancing the role of Party organizations

(Baonghean) - The goal of making Nghe An a prosperous province by 2020 is placing great demands on the Party Committee of the Provincial Agencies Bloc - which comprises party organizations from provincial departments, agencies, and units. Baonghean newspaper had an interview with Comrade Nguyen Quang Tung - Standing Deputy Secretary of the Party Committee of the Provincial Agencies Bloc - regarding this issue.

PV:Comrade, in recent times, the Provincial Party Committee and the Party Committee of the Bloc have issued many resolutions, directives, and projects aimed at enhancing the leadership role and capacity of party organizations and the quality of cadres and party members. Could you share some of the results achieved by the Party Committee of the Bloc?

Comrade Nguyen Quang Tung:In response to practical demands and in order to enhance the leadership role and capacity of grassroots Party organizations and the quality of Party members, the Party Committee notably issued and implemented Resolution No. 01-NQ/DU on "Improving the leadership capacity and fighting strength of grassroots Party organizations and the quality of cadres and Party members." The implementation of this resolution was linked to the implementation of Resolution No. 4 of the Central Committee (11th term) "Some urgent issues concerning Party building today," Directive No. 03 of the Politburo on continuing to promote the study and emulation of Ho Chi Minh's moral example; Resolution No. 09-NQ/TU of the Provincial Party Committee on "Improving the leadership capacity and fighting strength of grassroots Party organizations in Nghe An province, 2011-2015"; and Project No. 07/DA-TU on "Improving exemplary conduct and combating conservative thinking, dependence, and reliance among cadres and Party members." Directive No. 17-CT/TU of the Standing Committee of the Provincial Party Committee on "Strengthening administrative discipline and order in agencies and units in the province".

As a result, the leadership capacity and fighting strength of Party organizations within the Party Committee have been enhanced, especially the capacity to lead in carrying out professional tasks. Notable achievements include mechanisms to attract investment, policies to develop key economic zones; development of transportation, irrigation, industrial park, and urban infrastructure; mechanisms and policies for agricultural development and rural development; job creation, poverty reduction; and solutions to improve the leadership capacity and fighting strength of Party organizations and the quality of the political system...

The awareness of complying with laws, regulations, and rules in management, administration, and the performance of assigned duties by cadres, Party members, civil servants, and public employees in agencies and departments has improved significantly; cadres and civil servants are more dedicated to their work; and administrative working hours are better maintained. The situation of arriving late, leaving early, and using state administrative working hours for personal matters has been rectified. For management cadres, there have been innovations in management style, clearly demonstrated in assigning more specific and decisive tasks and paying attention to urging subordinates to ensure that work is carried out on schedule.

PV:Overall, there have clearly been improvements. However, there are still shortcomings, especially regarding the effective enforcement of discipline and administrative orders, which is not yet as satisfactory as desired. Could you share your thoughts on this issue?

Comrade Nguyen Quang Tung:Clearly, compared to the requirements, the leadership capacity in carrying out political tasks, and the ability to apply, concretize, and organize the implementation of policies and tasks of some grassroots Party organizations are still limited. The quality of advice, development, and implementation of programs, projects, and policies is not high; some policies are not realistic, lack feasibility, and are difficult to implement.

There are still some officials and civil servants who work half-heartedly, choose tasks and avoid work; lack focus and dedication to their jobs; and even exhibit a power-abusing attitude and violate the law in handling administrative matters. Citizens and businesses still complain a lot about the progress and attitude of some departments, agencies, and officials in handling work. Forgetting tasks in some units still occurs.

PV:The Resolution of the 19th Party Congress of the Bloc sets out one of the two key tasks for the term as focusing on leading the effective implementation of political tasks in agencies and units. What solutions will the Bloc Party Committee focus on in the coming period?

Comrade Nguyen Quang Tung:Given the role of the Party Committee of the Bloc – which brings together provincial-level departments, agencies, and organizations with the function of advising and proposing programs and areas to create breakthroughs – the 19th Party Congress of the Bloc, based on the draft documents of the 18th Provincial Party Congress, term 2015-2020, has identified the need to promote the role of party organizations and focus on leading the effective implementation of political tasks in each department and agency.

In the action plan for implementing the Resolution of the Party Congress of the Bloc, the Party Committee will issue a resolution on improving the capacity of Party organizations in carrying out the political tasks of the units. Accordingly, the Party Committee of the Bloc will strengthen its role as a bridge between departments and agencies and the province by monitoring the situation of the implementation of political tasks of the units; identifying difficulties and obstacles to promptly report and advise the province on solutions, in order to promote overall development. Party organizations, for their part, need to clearly define their viewpoint: Party work must stem from the requirements of political tasks, and Party building work must effectively serve the assigned political tasks.

In the coming period, the Party Committee of the Bloc will thoroughly disseminate the province's guidelines so that each official and civil servant within the entire Party organization fully understands them, thereby clearly defining their responsibilities. At the same time, the Party Committee will also coordinate the organization of several activities to improve the professional skills, political theory, work skills, and especially the awareness, responsibility, and public service ethics of officials, civil servants, and public employees. It will lead the organization in effectively implementing mass mobilization work in state agencies. Emphasis will be placed on discipline in Party activities, strengthening the training and management of Party members, and enhancing awareness of administrative discipline and regulations for the overall development of the province during the 2015-2020 term.
