Upgrading the urban flood control system in Truong Vinh, Thanh Vinh, Vinh Hung, Vinh Phu, Vinh Loc, and Cua Lo wards.
On the morning of March 20th, the Provincial People's Committee held a meeting to hear reports on the plan to upgrade the urban flood control system in the following wards: Truong Vinh, Thanh Vinh, Vinh Hung, Vinh Phu, Vinh Loc, and Cua Lo.
Comrade Hoang Phu Hien – Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee – chaired the meeting. Leaders from various departments, agencies, and localities attended the meeting.

According to a report by the Department of Construction, the former Vinh city is operating a semi-separate drainage system; rainwater and wastewater are still shared in many areas. The system has 4 main drainage basins; 6 main first-level canals and ditches; approximately 47 km of second-level sewers; 147 km of third-level sewers/canals; 7 large regulating lakes; and 3 main drainage pumping stations.

However, many secondary and tertiary drainage systems are silted up and lack dredging; some drainage channels, rivers, and ditches have narrowed flow; and the effectiveness of some pumping stations has not been fully realized due to reservoirs, canals, and sluices not meeting requirements.
The report identified 12 frequently flooded areas requiring priority attention; the main causes being a lack of connections, improperly designed catch basins, degraded drainage ditches, blockages due to mud, debris, and tree roots, and the absence of integrated drainage systems in some sections. Simultaneously, the flooding situation has worsened significantly during recent heavy rains. In particular, the rains from 2019-2020 caused widespread and deep flooding, resulting in significant damage to people's lives and infrastructure.

Regarding wastewater drainage, the existing system includes the Hung Hoa wastewater treatment plant with a capacity of 23,000-25,000 m³.3Although investments have been made in drainage systems and collection pumping stations, the service rate is only about 35-40%, and many residential areas still lack complete drainage systems, discharging directly into the environment.

After listening to the opinions of departments, localities, and consulting units, in his concluding remarks at the meeting, Vice Chairman of the Provincial People's Committee Hoang Phu Hien emphasized that flood control in the wards of the former Vinh city is a very important issue that needs to be considered comprehensively, synchronously, and with a focus on key areas; prioritizing the handling of frequently flooded areas and key infrastructure projects that determine the drainage capacity of the entire system; and simultaneously, gradually improving the wastewater collection and treatment system, linked with urban beautification and sustainable development.

The Vice Chairman of the Provincial People's Committee assigned the Department of Construction to take the lead, in coordination with the People's Committees of the relevant wards and infrastructure management agencies and units, to review and classify flood-prone areas specifically according to the level of impact, direct causes, and corresponding technical solutions.
Clearly identify which areas can be addressed immediately through dredging, replacing catch basins, clearing waterways, and supplementary connections; and which areas require investment in the construction and renovation of sewer lines and ditches. Develop an implementation plan in order of priority, striving to complete the most urgent projects by 2026. Review the order of priority for investment in the construction and renovation of key pumping stations; clarify the scale, capacity, and effectiveness of flood control for each drainage basin.

Besides investing in infrastructure projects, the Department of Construction and urban infrastructure management units are tasked with urgently developing plans for the periodic maintenance and dredging of sewer, ditch, and canal systems; inspecting and clearing manholes, inlets, and outlets; strengthening the management and operation of pumping stations and regulating reservoirs; and updating and maintaining hydraulic drainage models to serve forecasting, management, and investment planning.
Deputy Chairman of the Provincial People's Committee Hoang Phu Hien also requested a review of the current status of the wastewater collection and treatment system; an accurate assessment of the service rate, areas without collection, and locations where wastewater is directly discharged into the environment; and based on that, a list of urgent investments for 2026 and the 2027-2030 period to gradually complete the wastewater drainage system in sync with the rainwater drainage system, reducing environmental pollution…
The Vice Chairman of the Provincial People's Committee instructed the Department of Construction to fully incorporate all opinions expressed at the meeting, and to promptly review and finalize the report for submission to the upcoming meeting of the Provincial People's Committee.
