Vietnam's E10 gasoline blending capacity has exceeded 1.1 million cubic meters per month.
The Ministry of Industry and Trade affirms that the infrastructure and ethanol supply system basically meet the biofuel roadmap, with the blending capacity of enterprises reaching 1,178,600 m3.
At a meeting on the roadmap for applying biofuel blending ratios, the Ministry of Industry and Trade stated that Vietnam has proactively secured the supply and infrastructure to deploy E10 gasoline nationwide. This is an important step towards implementing the policy of developing a green economy, reducing carbon emissions, and ensuring national energy security.
Blending capacity exceeds consumption demand.
According to reports from major fuel distributors, as of April 23, 2026, the blending capacity of large enterprises has reached an impressive level. With nationwide fuel consumption at approximately 1 million cubic meters per month, the current system is fully capable of meeting demand and even has surplus capacity.
| Businesses | Mixing capacity (m3/month) | Note |
|---|---|---|
| Petrolimex | 455,000 - 550,000 | The system is continuing to expand. |
| PVOil | 320,000 | Deployed across the entire system. |
| Saigon Petro | 120,000 | Serving the Southern region |
| 10 other businesses | 297,600 | Awaiting additional permits. |
| Total | 1,178,600 | Exceeding demand by 1 million m3/month |
In addition, the Binh Son refinery can contribute an additional 70,000 to 90,000 m3/month from June 2026 when market demand is met. Regarding ethanol (E100) supply, businesses have proactively combined domestic production (25,000 m3/month) and imports (75,000 m3/month) to ensure the necessary 100,000 m3 for blending at a 10% ratio.
The distribution system is ready to operate.
The Ministry of Industry and Trade assessed that the transition from RON95 gasoline to E10 mainly focused on upgrading and cleaning storage tanks and adjusting operations at retail outlets. Since the entire system already had experience selling E5RON92 gasoline, the adoption of E10 did not encounter major technical obstacles.
Notably, the two companies that account for 70-75% of the retail market share, PVOil and Petrolimex, officially began distributing E10 gasoline throughout their systems from May 2026. PVOil operates nearly 1,000 gas stations nationwide, while Petrolimex has been aggressively expanding in Ho Chi Minh City and Vung Tau before nationwide coverage.

An inevitable trend of the world.
Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan emphasized that currently more than 60 countries are using E10 gasoline and higher proportions such as E15. In the US, E10 gasoline accounts for more than 95% of the market share, while the European Union (EU) also considers it a common standard for achieving carbon neutrality goals.
In Southeast Asia, Thailand has completely replaced RON 91 gasoline with E10 gasoline, while the Philippines has mandated this ratio since 2011. Technical data and operational experience show that E10 gasoline is perfectly suitable for current cars and motorcycles without affecting engine performance or lifespan.
In the coming period, the Ministry of Industry and Trade will coordinate with the Ministry of Science and Technology to strengthen quality control at blending facilities and retail stores, and develop detailed guidance documents for consumers.
