Enhancing cooperation between Nghe An and Hanoi

On the morning of May 15th, a delegation of Hanoi city leaders, led by Mr. Dao Duc Toan - Deputy Secretary of the Hanoi City Party Committee, held a working session with the Standing Committee of Nghe An province to discuss the results of cooperation between Nghe An province and Hanoi city in the past period, and the orientation for the period up to 2020 and beyond.

Promoting comprehensive development

According to assessments, the implementation of cooperation between Nghe An province and Hanoi city has achieved many positive results in the past, contributing to promoting socio-economic development, leveraging the strengths of each locality, ensuring national defense and security, and social welfare.

To date, there are 76 production and business investment projects by Hanoi-based enterprises and investors in Nghe An with a total registered capital of 48,000 billion VND. Annually, these Hanoi-based businesses have received approximately 3,500-4,500 students from vocational education institutions in Nghe An for internships and employment.

Over the years, Hanoi has provided support from its budget to the Nghe An Provincial Poverty Eradication Fund with 7 billion VND; and disaster relief with 4 billion VND.

Besides the achievements, both sides acknowledged that cooperation has not been commensurate with the potential, advantages, geographical distance, and strengths of each locality.

During the meeting, Provincial Party Secretary Nguyen Dac Vinh reported on the socio-economic development results of Nghe An province in the past period; and affirmed that, in addition to the efforts of the Party Committee, government and people of the province, there has also been the attention and support of the Central Government and other localities in general, as well as the practical, effective support and cooperation of the Party Committee, government and people of Hanoi city.

Expressing gratitude for the attention of Hanoi city, Comrade Nguyen Dac Vinh affirmed that this working session with Hanoi leaders is of great importance, providing an opportunity for both sides to assess the results of cooperation in various fields; to exchange, discuss, and provide information so that the two localities can effectively exploit and develop their potential and advantages; to jointly build a clean and strong Party and political system that operates effectively and efficiently; and to promote socio-economic development and ensure national defense and security of the two provinces and cities.

The Secretary of the Nghe An Provincial Party Committee requested that Hanoi pay attention to cooperation and exchange experiences to help Nghe An in six areas: socio-economic development; administrative reform; building civilized and smart cities; national defense and security; ensuring social welfare; and cooperation in tourism development.

Elevating cooperation

Speaking at the meeting, Deputy Secretary of the Hanoi City Party Committee Dao Duc Toan expressed his admiration and congratulated the achievements that the Party Committee, government, and people of Nghe An province have made in recent times.

In 2018, Hanoi's Gross Regional Domestic Product (GRDP) growth rate reached 7.61%; in the first quarter of 2019, it reached 6.99%; foreign direct investment (FDI) attracted in 2018 reached US$7.5 billion; in the first quarter of 2019, it reached US$4.47 billion; Hanoi's budget revenue in 2018 reached VND 240 trillion; projected budget revenue for 2019 is VND 278 trillion. To date, 83.68% of Hanoi's communes have met the new rural development standards, and 4 districts have achieved new rural development status.The socio-cultural sector and social welfare have seen positive changes, and national defense and security are ensured.

To deepen and strengthen cooperation between the two localities, the Deputy Secretary of the Hanoi City Party Committee proposed signing a cooperation agreement between Hanoi City and Nghe An Province.

Through discussions at this working session, the two localities will assign the coordinating agency to review the contents and tasks in order to implement the signing of the cooperation agreement between Hanoi and Nghe An cities on the occasion of the 65th anniversary of the Liberation of Hanoi (October 10, 2019).

First and foremost, both sides need to immediately begin supporting the sharing of experiences in the fields of administrative reform, urban development and management, and ensuring national defense and security.

The leaders of the two localities also affirmed that they will strengthen meetings, exchanges, and sharing of experiences in areas that are strengths and interests of each locality to support each other's development.
