On the morning of May 5, the Committee for Culture and Society, the Provincial People's Council had a meeting with the Department of Culture and Sports according to the program to monitor the implementation of policies and regimes on physical training and sports activities according to the Resolutions issued by the Provincial People's Council and to survey the implementation of the Committee's recommendations and proposals after monitoring the state management of historical and cultural relics carried out in 2014. According to the report of the Department of Culture and Sports, in recent times, the physical training and sports movement in the province has developed quite strongly in both breadth and depth; attracting all ages to participate in physical training following the example of great Uncle Ho.
High-performance sports training is focused on with 20 sports, including 515 athletes and 64 coaches. On average, the Department organizes 4-7 provincial high-performance sports tournaments annually, attracting 150-500 participants. Every year, the province participates in national and international tournaments and has prizes. In 2016 alone, the province participated in 62 national and international tournaments and won 304 medals of all kinds.
Besides the positive results, based on direct supervision of some localities before the meeting with the Department this morning, the issue that many members of the supervision team were concerned about was that the facilities for physical education and sports activities in many localities are still too difficult.

Acknowledging this situation, Ms. Nguyen Thi Thanh Huong - Deputy Director of the Department of Culture and Sports, affirmed that investment resources for physical education and sports activities are still limited, not ensuring investment in facilities and training equipment at high-performance physical education and sports training centers and even at the district level. Currently, the province still does not have a sports complex; at the district level, some sports facilities have degraded but have been slow to be upgraded, causing difficulties.
Ms. Huong also admitted that the management of businesses and individual businesses in the field of physical education and sports has not been tightened. Out of more than 70 businesses and individual businesses in this field in Vinh city, only 10 organizations and individual businesses have been licensed.
Regarding the implementation of recommendations and proposals of the Provincial People's Council's Committee on Culture and Society through the results of monitoring the state management of historical and cultural relics in the province carried out in 2014, the Department of Culture and Sports has paid attention to the work of inventory, assessment, appraisal, ranking as well as the restoration, renovation and rehabilitation of relics... However, at the meeting, some members of the monitoring delegation raised some concerns.

Pointing out the fact that some relics have been ranked but have not received appropriate investment, leading to some relics that, although ranked, are still shabby and dilapidated, Mr. Bui Dinh Long - Member of the Provincial Party Executive Committee, Secretary of Nam Dan District Party Committee, member of the monitoring delegation suggested that the Department should reconsider the issue of ranking and investment. Mr. Long also raised some concerns related to the ranking of relics of clan churches that need to be consistent with reality, avoiding public opinion.

At the end of the working session, on behalf of the monitoring delegation, Ms. Nguyen Thi Lan - Deputy Head of the Department of Culture and Social Affairs, Provincial People's Council requested the Department of Culture and Sports to review the shortcomings in policies and regimes in physical education and sports activities to propose to the Provincial People's Council to promptly supplement and amend. Pay attention to reviewing, making statistics and taking measures to manage sports service facilities, especially swimming pools, billiards, and children's playgrounds. Research to advise the Provincial People's Committee to decentralize the management of sports services; properly manage planned areas for physical education and sports activities in the province, avoiding planned areas becoming business activities.
Regarding the management of historical and cultural relics, Ms. Lan suggested that the Department have solutions to promote and promote the value of historical relics. Research has specific regulations on the management of service activities at relics as well as ensuring civilization and preserving traditional identity./.
