Today, in the atmosphere of the entire Party, the entire army, and the entire people of the province striving to achieve results to welcome the success of the 18th Provincial Party Congress, term 2015 - 2020; towards the 12th National Congress of the Party, the People's Council of Nghe An province, term XVI, solemnly organized the 15th session. I, on behalf of the Provincial People's Council, warmly welcome the comrades in the Standing Committee of the Provincial Party Committee, the Standing Committee of the People's Council, the People's Committee, the Provincial Fatherland Front Committee, and the 82 delegates of the Provincial People's Council who have all attended. I would like to send to all voters and people of the province my respectful greetings and wishes for health, happiness, and success!

In 2015, the world and regional economic and financial situation continued to develop complicatedly, the situation in the East Sea continued to develop unpredictably, negatively affecting the domestic economy. In addition, in our province, the prolonged hot weather and complicated epidemics have greatly affected the socio-economic development of the province. However, with the efforts of the entire political system, all levels, sectors, people and business community, the socio-economic situation of the province has remained stable and achieved quite comprehensive results in all areas: the economy has shown signs of recovery higher than in recent years; the economic structure has shifted positively; agricultural production has continued to remain stable; investment promotion and foreign economic relations have continued to achieve some important results; the socio-cultural field has made much progress; social security has been ensured; people's lives have continued to improve; national defense and security have been strengthened; The work of preventing corruption, waste and handling complaints and denunciations has received attention and direction and continues to make positive changes.

However, the socio-economic situation still has many limitations and weaknesses: economic restructuring is slow and has not met the set plan; production and business activities of many enterprises continue to face difficulties; market management is still inadequate, environmental pollution has not improved much, the progress of building national standard schools has not met the plan...

Faced with that situation, we need to have a full and objective assessment, have solutions to overcome difficulties and weaknesses, promote potential and advantages to strive to better perform the tasks of 2016, creating momentum for the following years.

At this session, the Provincial People's Council will consider and decide on important contents including: reviewing reports of the Provincial People's Committee: economic, social, defense and security situation in 2015, tasks and solutions in 2016; finalizing the budget in 2014, the implementation of the budget revenue and expenditure estimates in 2015, the budget estimates and allocation in 2016; results of implementing the basic construction programs in 2015, tasks in 2016 and the following years; on the work of preventing and combating corruption, practicing thrift, fighting waste, law violations, crimes, social order and safety, traffic safety; handling complaints and denunciations of citizens... Reviewing work reports of the Standing Committee, Delegation Groups, Provincial People's Council delegates, Committees of the Provincial People's Council, Provincial People's Court, Provincial People's Procuracy; listen to the Provincial Fatherland Front Committee report on the activities of participating in government building and opinions and recommendations to the Provincial People's Council, People's Committee and Provincial People's Council delegates; review and discuss the Reports of the Standing Committee of the Provincial People's Council and the Provincial People's Committee submitted to the session to pass Resolutions on policies and mechanisms, issues under the authority of the Provincial People's Council and some other important contents; carry out the work of organizing cadres under the authority of the Provincial People's Council; carry out the work of commending individuals who are Provincial People's Council delegates with many outstanding achievements. The Provincial People's Council will take appropriate time to question the Provincial People's Committee and the specialized agencies of the Provincial People's Committee on key, prominent and urgent issues that are of interest to voters and public opinion.

During the session, the Provincial People's Council continues to maintain online telephone lines to receive voters' opinions, recommendations and proposals for the session.

The 15th session of the 16th Provincial People's Council has a large workload and many important contents. This is the time when the whole province is striving to complete the socio-economic development tasks in 2015 and the 5-year period of 2011 - 2015, implementing the Resolution of the Party Congresses at all levels, term 2015 - 2020, preparing the necessary conditions to successfully organize the election of deputies to the 14th National Assembly and People's Council deputies at all levels for the term 2016 - 2021 in 2016.
