Distinguished guests!
Distinguished members of the Provincial People's Council,
Dear voters and citizens of the province,
Ladies and gentlemen, distinguished delegates!
Today, amidst the atmosphere of the entire Party, army, and people of the province striving to achieve outstanding results to celebrate the successful 18th Provincial Party Congress, term 2015-2020; and moving towards the 12th National Congress of the Party, the 16th Provincial People's Council of Nghe An Province solemnly held its 15th session. On behalf of the Provincial People's Council, I would like to warmly welcome the comrades in the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial People's Council, the Provincial People's Committee, the Provincial Fatherland Front Committee, and the 82 delegates of the Provincial People's Council who are all present. I would like to extend my respectful greetings and best wishes for health, happiness, and success to all voters and people of the province!
Ladies and gentlemen, distinguished delegates!
In 2015, the global and regional economic and financial situation continued to be complex, and the situation in the East Sea remained unpredictable, negatively impacting the domestic economy. In addition, in our province, prolonged hot weather and complex disease outbreaks significantly affected socio-economic development. However, thanks to the efforts of the entire political system, all levels and sectors, the people, and the business community, the province's socio-economic situation remained stable and achieved fairly comprehensive results in various fields: the economy showed signs of recovery, higher than in recent years; the economic structure shifted positively; agricultural production remained stable; investment promotion and foreign trade continued to yield important results; the socio-cultural sector made significant progress; social security was ensured; people's lives continued to improve; national defense and security were strengthened. Efforts to combat corruption and waste, and to resolve complaints and denunciations, have received focused guidance and continue to show positive progress.
However, the socio-economic situation still has many limitations and weaknesses: the economic structure is shifting slowly and has not met the set plan; the production and business activities of many enterprises continue to face difficulties; market management is still inadequate; environmental pollution has not improved much; and the progress of building national standard schools has not met the plan…
Given this situation, it is necessary for us to conduct a thorough and objective assessment, find solutions to overcome difficulties and weaknesses, and leverage our potential and advantages to strive for better performance in 2016, creating momentum for the following years.

At this session, the Provincial People's Council will consider and decide on important issues including: reviewing reports from the Provincial People's Committee on the economic, social, national defense, and security situation in 2015, and tasks and solutions for 2016; the 2014 budget settlement, the implementation of the 2015 budget revenue and expenditure estimates, and the 2016 budget estimates and allocation; the results of the implementation of basic construction programs in 2015, and tasks for 2016 and subsequent years; the work on preventing and combating corruption, practicing thrift, combating waste, the situation of law violations, crime, social order and safety, and traffic safety; and resolving complaints and denunciations from citizens… Reviewing reports on the work of the Standing Committee, the Delegation of Delegates, the Provincial People's Council Delegates, the Committees of the Provincial People's Council, the Provincial People's Court, and the Provincial People's Procuracy. The Provincial People's Council will hear reports from the Provincial Fatherland Front Committee on its participation in government building and its opinions and recommendations to the Provincial People's Council, the Provincial People's Committee, and its members; consider and discuss submissions from the Standing Committee of the Provincial People's Council and the Provincial People's Committee to the session to approve resolutions on policies and mechanisms, issues within the authority of the Provincial People's Council, and other important matters; carry out personnel organization work within the authority of the Provincial People's Council; and award commendations to individuals who are members of the Provincial People's Council with outstanding achievements. The Provincial People's Council will allocate appropriate time to question the Provincial People's Committee and its specialized agencies on key, prominent, and pressing issues of concern to voters and the public.
During the session, the Provincial People's Council continued to maintain online telephone hotlines to receive opinions, suggestions, and proposals from voters regarding the session.

The 15th session of the 16th Provincial People's Council has a large workload and many important issues. This is a time when the entire province is striving to complete the socio-economic development tasks for 2015 and the five-year period of 2011-2015, implementing the Resolutions of the Party Congresses at all levels for the 2015-2020 term, and preparing the necessary conditions to successfully organize the election of deputies to the 14th National Assembly and deputies to the People's Councils at all levels for the 2016-2021 term in 2016.
Given its importance, the Standing Committee of the Provincial People's Council requests that all members of the People's Council and delegates attending the session uphold a high sense of responsibility, promote the spirit of teamwork, democracy, and wisdom, and contribute many high-quality and insightful opinions to ensure the successful outcome of the session, meeting the expectations of the voters and people of the province.
With that spirit, on behalf of the Standing Committee of the Provincial People's Council, I hereby declare the opening of the 15th session of the 16th Provincial People's Council.
