Russia accuses Kyiv of using ballistic missiles to target civilians.
According to the Russian Investigative Committee, Ukrainian forces are deploying Tochka-U (SS-21 Scarab) ballistic missiles that are killing civilians in eastern Ukraine.
According to Sputnik news agency, the Russian Investigative Committee announced on February 13 that it had received evidence indicating that Ukrainian forces were deploying Tochka-U (SS-21 Scarab) ballistic missiles targeting civilian areas in eastern Ukraine.

On February 10, Russia's special envoy to the Organization for Security and Cooperation in Europe (OSCE), Alexander Lukashevich, stated that they had observed the Kiev authorities redeploying heavy weapons, tanks, and Tochka-U systems amid renewed escalation of tensions in eastern Ukraine.
"This is irrefutable evidence that the Ukrainian Armed Forces used weapons of mass destruction, specifically the Tochka-U ballistic missile system, targeting civilians during this armed conflict. All evidence has been recorded," said Svetlana Petrenko, spokeswoman for the Russian Investigative Committee.
