Russia accuses Kiev of using ballistic missiles to target civilians
According to the Russian Investigative Committee, Ukrainian forces are deploying Tochka-U (SS-21 Scarab) ballistic missiles to kill civilians in eastern Ukraine.
According to Sputnik news agency, the Russian Investigative Committee said on February 13 that it had received evidence showing that Ukrainian forces were deploying Tochka-U (SS-21 Scarab) ballistic missiles targeting targets with many civilians in eastern Ukraine.

Russia's special envoy to the Organization for Security and Cooperation in Europe (OSCE) Alexander Lukashevich said on February 10 that they had recorded the redeployment of heavy weapons, tanks and Tochka-U systems by the Kiev government amid the escalating situation in eastern Ukraine.
“This is irrefutable evidence that the Armed Forces of Ukraine used weapons of mass destruction, the Tochka-U ballistic missile system, against civilians during the armed conflict. All the evidence has been documented,” said Svetlana Petrenko, spokeswoman for the Russian Investigative Committee.
