Typically, on the morning of November 27, 2019, at the People's Court of Nghe An province, the High People's Court in Hanoi sentenced Tran Van Hoa (35 years old), residing in Lien Minh commune, Duc Tho district (Ha Tinh) to 18 years in prison for the crime of "Murder". The indictment shows that Tran Van Hoa and his wife, along with his brother Tran Van Sinh and his wife from Duc Tho district, went by boat on the Lam River to catch seafood. When this group of people arrived at the alluvial area in hamlet 5, Hung Nhan commune, Hung Nguyen district, they had a conflict with Mr. Ho Duc Troi.

Thinking that this group had encroached on the alluvial area managed by his family, Mr. Troi took Mr. Sinh's fishing net and smashed it against the side of the boat, then threw it into the river. Seeing this, Hoa picked up a piece of wood and hit Mr. Troi twice in the back and chased him into the river. When Mr. Troi grabbed a wooden pole and hit him, Hoa picked up an electric fishing net and pressed the metal end of the pole against the victim. Mr. Troi was electrocuted, fell into the boat and died later. The next day, Tran Van Hoa went to the police to confess.

Also stemming from an immediate conflict leading to murder, on November 22, 2019, the Investigation Police Agency of Nghe An Province issued a decision to prosecute the case, prosecute the accused and detain Nguyen Van Long (born in 1967, residing in Xuan Lam hamlet, Nghia Hung commune, Nghia Dan district) for the act of Murder. Previously, on November 18, 2019, Long and Hoang Van Duc (born in 1985, a resident of the same hamlet) attended a great solidarity festival organized by the hamlet. After eating and drinking, Long and Duc, along with many others, went to the house of Nguyen Van Hai in the same hamlet to sing karaoke. Here, a conflict arose between Long and Duc. Thinking that Long had drunk a lot of alcohol and had many unfriendly words and actions, Duc slapped Long in the face and chased him away.

At around 10:30 p.m. the same day, Long took a 42-cm-long knife to Nguyen Van Hai's house and called Duc out to talk. Long used the knife he was carrying to stab Duc three times, one of which pierced his abdomen. After committing the crime, Long fled the scene, and although Duc was taken to the hospital by local people for emergency treatment, he later died due to severe injuries.

And most recently, Nghe An Provincial Police investigated and clarified the murder case that occurred on December 16, 2019 in Dien Loc Commune, Dien Chau District. After investigating and clarifying the cause of the case, many people could not help but sigh and regret that just because of a small conflict, 2 groups of young people fought, causing 2 deaths, 1 person in critical condition, and 2 young people falling into the law.

The cause originated from the fact that while drinking at a snail restaurant, although they did not know each other, Cao Thai Duong (born in 1997, residing in Hamlet 8, Dien Trung Commune), Le Van Anh (born in 2000) and Cao Van Chuyen (born in 1993, all residing in Hamlet 4, Dien An Commune) still invited Hoang Trung (born in 1999, residing in Hamlet 7, Dien Tho Commune, Dien Chau) to drink alcohol but was refused. Angry at being refused the drink, after the party ended, Cao Thai Duong, Le Van Anh and Cao Van Chuyen blocked the car of Hoang Trung and Trung's friend Nguyen Xuan Ngoc (born in 2001, residing in Hamlet 7, Dien Tho Commune, Dien Chau) and chased them to beat them. At this time, Nguyen Xuan Ngoc pulled out a knife hidden in his pocket and stabbed Duong, Anh and Chuyen repeatedly, causing Duong and Anh to die and Chuyen to be seriously injured. After committing the crime, Trung and Ngoc left their residence until they were persuaded to return and surrender.

It can be seen that most of these cases arise from immediate conflicts in behavioral relationships, not smoldering and lasting enough to be detected and prevented in time. There are cases where conflicts are very small but leave very painful consequences. In the end, people die, others go to jail, leaving many consequences for society, complicating the security and order situation in the locality. As painful as it is, for many reasons, the above situation has not been pushed back.

Strengthening legal education

According to the leader of the Criminal Police Department of Nghe An Province Police: Many serious crimes that have occurred in Nghe An in recent times have stemmed from small conflicts in daily life. Just because of lack of self-control, or outbursts of anger, not realizing the danger of words and actions, they have caused extremely serious consequences.

In 2019, there were 24 murders and 255 intentional injuries in the province, in which the Nghe An Provincial Police Investigation Agency handled many cases, the cause of which was mainly due to simple reasons, the perpetrators were often in a state of outburst, unable to control themselves. It is worth mentioning that there were cases that arose at the drinking table, when both the victim and the subject had alcohol in their bodies.

Murder cases stem from small, temporary conflicts, so prevention work still faces many difficulties. Because from the time the conflict arises to the crime is committed in just a few hours. Therefore, to gradually contribute to preventing, stopping, and reducing murders due to social causes, Nghe An Police force has been focusing on implementing many solutions.

In particular, coordinate with agencies and sectors to promote propaganda and education on law, ethics, lifestyle and crime prevention awareness; combine general propaganda and specific propaganda with groups of subjects at high risk of committing murder; develop forms of reception, consultation, legal support, advice on handling situations, and conflict mediation in the community; promote the effectiveness of social organizations, grassroots mediation models, and the role of prestigious people in conflict mediation, preventing crime from occurring.

The police force also recommends that parents should further raise their awareness of educating their children, promptly correcting them when they show signs of drinking, gambling, etc. From a social perspective, departments, branches, and organizations need to step up propaganda work on cultural behavior and tolerance among neighbors. And more than anyone else, each person, in addition to complying with the law, needs to stay calm, consider the pros and cons to restrain themselves before causing serious consequences./.
