World Bank works with Provincial People's Committee on Vinh Urban Sub-project
(Baonghean.vn) - On the afternoon of April 27, a World Bank delegation led by Ms. Phan Thi Phuong Huyen - Urban Expert, Head of the delegation had a working session with the People's Committee of Nghe An province on the Vinh Urban Development Sub-project. Receiving and working with the delegation was Mr. Dinh Viet Hong - Vice Chairman of the Provincial People's Committee.
The Vinh urban development project funded by the World Bank has a total investment of 168.484 million USD. Of which, the loan capital from the World Bank is 98 million USD; the counterpart capital of Vietnam is 1,269 billion VND. Up to now, the total capital disbursed from the ODA loan of the World Bank is 71.13 million USD, reaching 82.7% of the total current project capital. The counterpart capital has provided 1,112 billion VND.

Currently, the project is implementing 7 construction packages including: Construction of a regulating lake; Upgrading and renovating the ditch around Vinh Citadel; Construction of Hung Tay - Vinh road; Construction of a road connecting National Highway 46 with the Lam River road.
At the meeting, the representative of the World Bank delegation assessed that the project implementation time is almost over, but there are still problems in 7 construction packages, of which 3 packages are at risk of breaking the schedule, including the Vinh - Hung Tay road construction package (section through Nam Phuc Long hamlet, Hung Nguyen district); the upgrading and renovation package of the canal around the Vinh ancient citadel moat and the construction package of the regulating lake.

Although Vinh city has made many efforts in the past, the slow site clearance work, especially in Hung Nguyen district, has affected the overall progress of the project, reducing the progress of capital disbursement. In the first 6 months of the year, the disbursement progress was the lowest compared to the past years. In addition, the operation and maintenance of completed packages has not received attention.

Receiving the opinions of the World Bank delegation, Mr. Dinh Viet Hong - Vice Chairman of the Provincial People's Committee committed that immediately after the meeting, he would direct Vinh City and related departments and branches to focus on completing site clearance before May 10, 2018. At the same time, he urged contractors to speed up the progress and strive to complete the construction packages of the Vinh Urban Sub-project on schedule.
