The World Bank is working with the People's Committee of Vinh province on the Vinh urban sub-project.
(Baonghean.vn) - On the afternoon of April 27th, a World Bank delegation led by Ms. Phan Thi Phuong Huyen - Urban Specialist and Head of the delegation - held a working session with the People's Committee of Nghe An province regarding the Vinh Urban Development Sub-project. Receiving and working with the delegation was Mr. Dinh Viet Hong - Vice Chairman of the People's Committee of Nghe An province.
The Vinh Urban Development Project, funded by the World Bank, has a total investment of US$168.484 million. This includes US$98 million in loans from the World Bank and VND 1.269 billion in counterpart funding from Vietnam. To date, the total disbursed ODA loan from the World Bank is US$71.13 million, reaching 82.7% of the total project capital. VND 1.112 billion in counterpart funding has been provided.

Currently, the project is implementing seven construction packages, including: Construction of a regulating reservoir; Upgrading and renovating the canals surrounding the ancient citadel of Vinh; Construction of the Hung Tay - Vinh road; and Construction of a road connecting National Highway 46 with the road along the Lam River.
During the meeting, representatives from the World Bank delegation assessed that the project's implementation period is nearing completion, but there are still obstacles in 7 construction packages, including 3 packages at risk of falling behind schedule: the Vinh - Hung Tay road construction package (the section through Nam Phuc Long hamlet, Hung Nguyen district); the package for upgrading and renovating the canal surrounding the ancient Vinh citadel moat; and the package for constructing the regulating reservoir.

Despite the city of Vinh's efforts in recent times, the slow progress of land clearance, especially in Hung Nguyen district, has affected the overall project progress and slowed down the disbursement of funds. In the first six months of the year, the disbursement rate was the lowest compared to previous years. Furthermore, the operation and maintenance of completed contract packages have not received sufficient attention.

Responding to the feedback from the World Bank delegation, Mr. Dinh Viet Hong, Vice Chairman of the Provincial People's Committee, pledged that immediately after the meeting, he would direct Vinh City and relevant departments and agencies to focus decisively on completing land clearance before May 10, 2018. He also urged contractors to accelerate progress and strive to complete the construction packages of the Vinh Urban Sub-project on schedule.
