Nghe An's Agriculture and Environment Sector: Ready for Green and Sustainable Growth

The 2025-2030 term ushers in a new phase of development, requiring innovation in growth models towards green, sustainable practices and effective adaptation to climate change. The Nghe An Department of Agriculture and Environment has determined that implementing the resolutions of the Party Congress at all levels must stem from management thinking to practical results, using innovation as the foundation and effectiveness as the benchmark.

Implementing the Resolution of the 14th National Congress of the Communist Party of Vietnam and the Resolution of the 20th Congress of the Nghe An Provincial Party Committee, the Nghe An Department of Agriculture and Environment has concretized these into feasible programs, plans, projects, and schemes. The department has focused on advising the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee to issue many important long-term strategic policies such as: Action Program No. 12, dated February 5, 2026, implementing Resolution No. 19-NQ/TW on agriculture, farmers, and rural areas until 2030, with a vision to 2045; Resolution No. 05 on sustainable forestry development; Directive No. 08 on strengthening land clearance work for investment projects in the province...

Simultaneously, the sector has advised on the development and completion of many key projects: Sustainable forestry development; high-tech agricultural development; construction of high-tech agricultural zones; development of key crops and livestock according to ecological zones… and advised on the list of strategic investment projects for the term, including: Upgrading the Southern Nghe An Irrigation System; the Lam River Dam Project to regulate water resources and prevent and mitigate natural disasters; the Vinh urban area project adapting to climate change; Construction of a high-tech forestry zone in the North Central region and a modern forestry seed production center…

According to Comrade Hoang Quoc Viet, Member of the Standing Committee of the Provincial Party Committee and Director of the Department of Agriculture and Environment of Nghe An Province: "Institutionalizing resolutions through specific programs, plans, schemes, and projects is the way to create a 'foundation' for long-term development. The sector plays the role of creating mechanisms, paving the way for localities, businesses, and people to participate in development. From this approach, resolutions are no longer just general guidelines but become specific management tools, creating momentum for synchronized development throughout the province.".

If institutions are the "foundation," then the implementing organization is the measure of governance capacity. The Party Committee of the Department of Agriculture and Environment has issued an action program to implement the resolution with a strong spirit of innovation.

The entire sector has conducted a comprehensive review of all areas: agriculture, rural development, irrigation, forestry, fisheries, resources, and environment, in order to accurately identify the current situation and select the right breakthroughs. A notable point is the shift in management methods from "task-based management" to "goals-based management." Each task is linked to a responsible person, a timeline, and specific outputs. The overarching principle for the staff is: Innovate thinking, innovate working methods; dare to think, dare to act, dare to take responsibility, and dare to innovate for the common good.

Another significant step is the strong implementation of decentralization and delegation of authority. The sector has advised on the transfer of 11 groups of powers and tasks from the provincial level down to the commune-level government in the fields of agriculture and environment. This decentralization helps shorten processing times, enhance the proactive role of local authorities, and increase accountability in the performance of public duties. State management is therefore no longer top-down imposition but rather focuses on support, guidance, and supervision.

With a spirit of comprehensive innovation from management to action, the Agriculture and Environment sector has recently undertaken the task of reviewing and expanding raw material areas, especially for crops such as pineapples, tea, oranges, high-quality rice, and certified plantation forests, creating a foundation for large-scale commodity production.

To ensure the effective operation of the two-tiered government system in the fields of agriculture and environment, the Nghe An Department of Agriculture and Environment has advised on the transfer of 11 groups of powers and tasks from the provincial level down to the commune-level government.

In addition, the industry has implemented a comprehensive set of mechanisms and policies to directly support farmers, organizations, and individuals participating in the development of raw material areas; at the same time, it has removed "bottlenecks" related to land and administrative procedures, creating confidence for businesses to invest in processing, especially deep processing.

This approach not only expands the cultivated area but, more importantly, forms a production chain: the State creates the mechanism - businesses invest in processing - farmers ensure the raw material supply - the market determines the value. This is the most effective and practical way to put the resolution into practice.

The fisheries and livestock sectors have also been reviewed to maximize advantages, especially the development of coastal aquaculture areas, shifting strongly from extensive to intensive farming methods using high technology; at the same time, effectively controlling diseases, tightening management against illegal, unreported, and unregulated (IUU) fishing, upgrading fisheries infrastructure, and strengthening control of the marine environment.

Thanks to a synchronized approach, the value of production in coastal areas has increased by an average of over 8% per year; seafood production has exceeded 300,000 tons; the poverty rate in coastal areas has decreased to 0.54%; livestock farming has developed steadily; the forestry sector is oriented towards sustainable development linked to ecosystem restoration; economic development must go hand in hand with environmental protection…

Despite facing numerous challenges from climate change, market pressures, and increasing demands for green development, the Nghe An Department of Agriculture and Environment, guided by the principle of using institutions as a foundation, actions as a measure, and people as the central focus, is creating a solid foundation to implement the resolutions of the Party Congress at all levels, contributing to the realization of the goal of building ecological agriculture, modern rural areas, civilized farmers, and sustainable development.
