Nghe An Tax Department makes breakthroughs in digital transformation, serving taxpayers.

In the context of the nationwide acceleration of the National Digital Transformation Strategy and the Tax System Reform Strategy until 2030, as stipulated in Decision 508/QD-TTg of the Prime Minister, the Nghe An Tax Department has emerged as a pioneering bright spot. Not only has it excellently fulfilled its annual budget revenue collection targets, but the Nghe An Provincial Tax Department has also proactively concretized the digital transformation goals of the Ministry of Finance and the Provincial Tax Department with the aim of providing the best possible service to citizens and businesses.

100% of businesses and household businesses in the area have switched to using electronic invoices.

The Nghe An Tax Department has determined that digital transformation is not just about applying information technology, but about redesigning the entire business process, with taxpayers at the center. All services – from registration, declaration, payment, and refund to compliance checks – are intelligently integrated, saving time and costs, and shifting the tax authority's role from "management" to "service."

Following the directives of the Ministry of Finance and the Tax Department, Nghe An Provincial Tax Department has implemented a comprehensive set of specific solutions: digitizing all tax management data, widely applying electronic invoices, expanding electronic tax declaration and payment via eTax and eTax Mobile, and connecting data with departments, agencies, banks, and business registration authorities. To date, 100% of businesses and households in the province have used electronic invoices; eTax and eTax Mobile services allow taxpayers to declare, search, and pay taxes anytime, anywhere. Value-added tax refunds are processed quickly and transparently, and the big data analysis system combined with risk management helps detect and prevent fraud in a timely manner.

In particular, the Nghe An Provincial Tax Department has put into operation a digital map application for managing business households, publicly disclosing information on more than 50,000 households, contributing to transparency in operations and improving management efficiency. Along with that, the province has standardized data on 594 mineral mines on the digital map, helping to monitor resources and prevent revenue loss. To date, the tax sector has assisted more than 50,000 individuals in installing the eTax Mobile application, maximizing convenience in fulfilling their tax obligations.

During the 2020-2025 period, Nghe An's Tax Department achieved many outstanding results: in 2020, budget revenue reached VND 16,658 billion (124% of the target, an increase of 13%); in 2021, it reached VND 18,340 billion (143%, an increase of 10%); in 2022, it reached VND 21,160 billion (154%, an increase of 15%); in 2023, it reached VND 20,073 billion (138%); and in 2024, it reached VND 23,734 billion (163%, an increase of 19%), raising domestic revenue by 43% compared to 2020. In the first 10 months of 2025 alone, total revenue is estimated at over VND 22,000 billion, an increase of approximately 30% compared to the same period, contributing to the province's socio-economic growth.

Taxpayer-centric approach

Recognizing that administrative reform coupled with digital transformation is the "golden key" to best serving businesses and citizens, the Nghe An Tax Department is implementing the overall program for state administrative reform for the period 2021-2030.

The implementation has been synchronized, from institutional reform and procedure simplification to the development of a digital tax system. "To date, 100% of businesses use electronic invoices; 100% of transactions, from tax declaration and payment to tax refunds, are conducted electronically; applications such as eTax Mobile, electronic invoices generated from cash registers, and lucky invoices have been promoted, contributing to building a transparent, modern digital tax ecosystem that saves time and costs for citizens and businesses. The outstanding achievements of the 2020-2025 term are a solid foundation for the Nghe An Provincial Tax Department to continue fulfilling its tasks in the new 2025-2030 term," emphasized Mr. Nguyen Bang Thang, Head of the Nghe An Provincial Tax Department.

Alongside traditional support channels, the tax sector has implemented a 24/7 online Q&A system on its electronic portal and eTax Mobile application, enabling taxpayers to easily look up their obligations, declare, and pay taxes electronically quickly. Quarterly, the tax authorities hold dialogues with businesses to listen to their concerns and resolve difficulties; they also publicize hotlines and email addresses, and deploy mobile support teams in industrial parks and commercial centers during tax settlement seasons. Public awareness campaigns are also intensified through newspapers, social media, and specialized training courses; cashless payments are encouraged. As a result, taxpayer satisfaction levels have steadily improved, contributing to the creation of a transparent and favorable business environment.

Ms. Nguyen Thu Thuy, Chief Accountant of Nghe An Agricultural Materials Joint Stock Company, said that when they encountered difficulties or problems, they received thorough and careful answers from tax officials, with accurate written responses. In addition to dialogues, recording opinions, and providing direct answers, the Nghe An Provincial Tax Department has also established a Q&A section on tax policies and laws to promptly support and resolve taxpayers' concerns. This aims to strengthen dialogue between taxpayers and the tax authorities, helping taxpayers fulfill their tax obligations more easily, while building a professional and transparent image for the tax agency.

In 2025, many outstanding achievements continued to be recorded: Nghe An province's tax department processed value-added tax refunds totaling over VND 4,476 billion; refunded personal income tax for 4,109 applications totaling VND 53.2 billion; reviewed over 180,000 individual tax codes and 4,000 organizational tax codes; installed the eTax Mobile application for over 50,000 individual accounts; publicly disclosed information on over 50,000 business households and standardized data on 594 mineral mines on digital maps.

Alongside digital transformation, administrative reform throughout the entire sector has been implemented systematically. Nghe An Provincial Tax Department has issued and seriously implemented guiding documents such as Resolution No. 05-NQ/TU, Directive 08/CT-UBND, and Directive No. 38/CT-UBND of the Provincial People's Committee, aiming to promote administrative reform in the 2021-2030 period. The Steering Committee for Administrative Reform of the Provincial Tax Department's Party Committee has been established, promptly reorganized when personnel changes occur, and has issued working regulations, assigning specific tasks to each member to monitor, advise, and effectively implement reform work. Annually, Nghe An Provincial Tax Department directs its subordinate units to develop specific administrative reform plans and promote implementation across all areas of tax work. The entire sector recognizes that taxpayer satisfaction is the most important measure of the success of reform and digital transformation.

Towards a digital tax system.

According to the leaders of the Nghe An Tax Department: Looking towards 2030, the Vietnamese tax sector in general and Nghe An in particular will continue to aim to lead the country in digital transformation and administrative reform, with three major focuses: building a comprehensive digital government in tax management; applying artificial intelligence (AI) and big data to forecast revenue sources, detect risks and combat tax evasion; and simultaneously enhancing the capacity of staff, providing in-depth training in digital technology, and ensuring the provision of high-quality public services.

Regarding the eTax Mobile application, the Nghe An tax department is striving to achieve 80% of businesses in disadvantaged areas and 100% of businesses in other areas installing and using it. To date, more than 5,000 businesses have installed and used eTax Mobile. Nearly 150 businesses with revenue of 1 billion VND or more have switched to the tax declaration method. In addition, the department is focusing on guiding businesses that are required to register to use electronic invoices generated from cash registers.

With a pioneering spirit, creativity, and dedication, the Nghe An Tax Department is gradually realizing its goal of building a "professional, honest, innovative, and modern" tax agency, focusing on the satisfaction of citizens and businesses. Digital transformation not only helps save costs and makes it more convenient for people to fulfill their tax obligations, but also helps the government manage revenue sources tightly and transparently, contributing to the development of the digital economy.
