As the country enters a new era, with digital transformation spreading rapidly and demands for transparency and efficiency increasing, the Nghe An Tax Department has affirmed its pioneering role in advising the Party Committee and government, and boldly implementing breakthrough solutions in tax management. The outstanding achievements of the 2020-2025 term have created a solid foundation for the new 2025-2030 term.
The 2020-2025 term was a challenging period, especially the years heavily impacted by the Covid-19 pandemic and global economic fluctuations, which greatly affected the implementation of revenue collection tasks according to the Resolution of the 19th Congress of the Nghe An Provincial Party Committee, 2020-2025 term.
However, under the decisive direction of the Ministry of Finance, the General Department of Taxation (now the Provincial Tax Department), the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee; with the agreement and support of the people and businesses; and with the unity, solidarity, and determination of the collective of civil servants and workers, the Nghe An Provincial Tax Department has excellently fulfilled the tasks set forth in the Resolution of the 19th Congress of the Nghe An Provincial Party Committee, term 2020-2025, making an important contribution to the resources for socio-economic development and ensuring national defense and security in the province.
Total budget revenue for the period 2020-2025 is projected to grow at an average rate of 13-14% per year. In 2022, Nghe An province achieved domestic revenue exceeding 20,000 billion VND for the first time, ranking among the top 14 provinces and cities with the highest revenue nationwide. Notably, the structure of budget revenue is becoming increasingly sustainable, with a growing proportion of revenue from domestic businesses, clearly demonstrating the development of the business community and the supportive role of the Tax Department.
The Nghe An Provincial Tax Department has pioneered the application of information technology in tax management: 100% of businesses use electronic invoices. 100% of transactions, from tax declaration and payment to tax refunds, are conducted electronically.
Modern applications such as eTax Mobile, electronic invoices generated from cash registers, lucky invoices, etc., continue to be promoted, contributing to building a transparent and modern digital tax ecosystem, saving time and costs for people and businesses. Many initiatives to improve administrative procedures have been implemented, helping Nghe An become one of the leading localities nationwide in improving the business environment in the tax sector.
With the motto "Putting taxpayers at the center of service," the Nghe An Tax Department has realized this through many specific activities: regular dialogues with businesses, timely consultation and resolution of difficulties, 24/7 online support... Through these, the Tax Department is not only a management agency but also becomes a partner, proactively and responsibly sharing difficulties and promoting the development of production and business for the business community. The department consistently performs well in combating tax evasion and conducting tax audits.
The Tax Department has implemented numerous solutions to combat revenue loss; focusing on inspection and auditing work in a risk-based approach, concentrating on areas with high revenue potential and high risks. In parallel with the development trend of the digital society, the Nghe An Tax Department is gradually applying artificial intelligence (AI) and big data in invoice management, tax refunds, and debt management – aiming for a professional, modern, and transparent e-tax model. In response to the strong growth of e-commerce, the Nghe An Tax Department has proactively reviewed thousands of businesses operating on digital platforms to bring them under tax management, contributing to creating a fair, equal, and transparent business environment.
Building upon the achievements of the previous term, the Nghe An Tax Department today is filled with pride and renewed enthusiasm, ready to conquer new heights on its journey of innovation, integration, and development. The entire department is determined to enter the era of digital transformation, working alongside all levels of government and the business community to contribute to the province's strong growth and jointly build a prosperous Vietnam.
