Nghe An Tax Department strives to overcome difficulties and create momentum for sustainable growth.

The year 2025 concluded with many outstanding achievements for the Nghe An Tax Department in the collection of state budget revenue. These achievements create a solid foundation for 2026 and the following years.

Positive growth

Last year, state budget revenue in Nghe An province reached a remarkable milestone, approaching 30 trillion VND - the highest figure ever recorded.

Specifically, the cumulative domestic revenue in Nghe An province in 2025 is projected to reach VND 27,155 billion, equivalent to 170% of the central government's budget estimate, 112% of the provincial People's Committee's target, and a 14% increase compared to the same period. On average, Nghe An collects approximately VND 2.4 trillion in budget revenue each month. Notably, revenue excluding land use fees, lottery, and dividends reached VND 16,557 billion, a 23% increase compared to 2024, reflecting a positive growth trend from the production and business sector.

Many businesses with large revenues have contributed to increasing budget revenue. Specifically, VSIP Nghe An Co., Ltd. paid 1,376.7 billion VND in taxes in 2025; Saigon Beer - Song Lam Joint Stock Company: 1,029.3 billion VND; Eurowindow Nghi Phu Real Estate Investment and Construction Co., Ltd.: 754.5 billion VND; Hung Son Investment and Trading Joint Stock Company: 743.4 billion VND; Eurowindow Sport City Real Estate Development Investment Co., Ltd.: 712.3 billion VND; Petrolimex Nghe An Co., Ltd.: 618.6 billion VND; TH Milk Food Joint Stock Company: 529.4 billion VND... These large-scale budget-paying businesses are not only leading in fulfilling tax obligations but also reflect investment trends and the return of some businesses.

The non-state economic sector continued to play a pivotal role with revenue of VND 7,805 billion, equivalent to 126% of the projected target. Revenue from land use fees reached VND 10,483 billion, equivalent to 233% of the legally mandated target, making a significant contribution to balancing the local budget.

To achieve these results, from the beginning of 2025, the Nghe An Tax Department proactively advised the Provincial People's Committee and local authorities to issue directives and solutions to strengthen budget revenue management; at the same time, it closely coordinated with departments, agencies, and local governments in managing revenue sources, combating revenue loss, and fostering sustainable revenue sources. Monitoring and analyzing revenue collection progress was carried out meticulously in each locality and for each tax category, thereby allowing for timely adjustments to management solutions to suit practical realities.

Many innovative approaches from the grassroots level.

At Tax Office No. 1 - the unit managing the area of ​​Vinh City (formerly), total budget revenue in 2025 reached VND 7,851 billion, equivalent to 286% of the legally mandated estimate and a 21% increase compared to the same period. This is a record revenue figure. Many key revenue sources increased significantly, such as personal income tax, registration fees, and revenue from non-state-owned industrial and commercial enterprises.

According to Mr. Bach Sy Tuong, Head of Tax Office 1, overcoming the immense pressure of revenue collection tasks in the context of administrative unit mergers, the unit has implemented many effective solutions: Strengthening the dissemination of new tax policies through electronic tax handbooks, videos, and social media; organizing policy dissemination conferences for thousands of business households. The unit has implemented an "electronic presence" model at the public administrative center through QR codes guiding tax procedures. In addition, 100% of tax files are processed electronically, contributing to increased transparency and convenience for taxpayers.

Many communes in Nghe An have overcome difficulties and innovated in revenue collection solutions, thereby achieving high results in 2025. Do Luong commune: Budget revenue in 2025 reached over 488,574 million VND, achieving 359% of the legally mandated budget estimate at the beginning of 2025; Van Hien commune: Budget revenue in 2025 reached over 99,906 million VND, achieving 170% of the legally mandated budget estimate at the beginning of 2025; Tan Phu commune: Budget revenue in 2025 reached over 28,810 million VND, achieving 198% of the legally mandated budget estimate at the beginning of 2025; Several other communes exceeded the legally mandated budget targets set at the beginning of 2025, such as Tan An commune at 292%, Giai Xuan commune at 223%, Nghia Hanh commune at 383%, and Tien Dong commune at 317%... In 2026, the communes are actively implementing the tasks set at the beginning of the year, advising on revenue sources, and fulfilling the targets set by higher authorities.

In Tax Department 3, which manages many communes after administrative reorganization, total revenue in 2025 reached 1,640 billion VND, equivalent to 208% of the legally mandated budget. Many areas achieved significantly higher revenue, making a positive contribution to the overall results of the entire province.

Along with increased revenue, the Nghe An Tax Department continues to focus on decisively managing tax debt. By the end of 2025, the total tax debt will be reduced to 2,879 billion VND, a decrease of 8.7% compared to the end of 2024. Inspection and auditing activities have been strengthened, with the amount of tax arrears, refunds, penalties, and late payment fees collected through inspections reaching over 231 billion VND, contributing to tightening tax discipline and order.

These results are clear evidence of the close guidance of the Ministry of Finance and the Tax Department; the decisive leadership and management of the Nghe An Provincial Party Committee and People's Committee; and the sense of responsibility, unity, and innovation of all tax officials and employees in the province.

Accelerate starting in early 2026.

Entering 2026, the Nghe An Tax Department has identified revenue collection as a key political task requiring the highest level of responsibility to create momentum for the new term. Based on this, the entire department has adopted a proactive, decisive, and coordinated approach, striving to complete and exceed the revenue target from the very first months of the year.

According to Ms. Nguyen Thi Trang, Head of the Tax Department's Operations and Budgeting Synthesis, the Tax Department has been and will continue to urgently advise the Provincial People's Committee to issue directives on managing budget revenue collection in 2026; assigning detailed budget estimates to each unit, linking the responsibility of the head of each unit to the results of implementation. At the same time, it will develop revenue collection scenarios for each quarter and each key revenue source, closely following the practical production and business activities in the area. Local tax units have also been involved since the beginning of the year, implementing solutions and issuing tax collection targets for each department and division.

In addition, the sector is focusing on thoroughly reviewing and analyzing revenue sources with remaining potential, such as real estate, e-commerce, and mineral resources; strengthening debt management and tax debt enforcement; continuing to promote administrative procedure reform, digital transformation, expanding the application of electronic invoices, and managing risks in tax work.

Sharing his vision for the 2026 budget revenue collection, the Standing Vice Chairman of the Provincial People's Committee, Bui Thanh An, expressed his hope that the Tax Department would continue to work alongside the province in attracting investment and creating significant improvements in the investment and business environment. The focus should be on putting taxpayers at the center of service, shifting strongly from a management mindset to a support one, considering taxpayer satisfaction and voluntary compliance as the measure of work efficiency. At the same time, the Tax Department should continue to strengthen coordination with departments, agencies, Party committees, and commune/ward governments in tax management according to the two-tiered local government model; continue to tighten administrative discipline, rectify working methods, and improve the quality and responsibility of tax officials.

With synchronized solutions and strong determination from the entire sector, Nghe An Tax Department aims to create significant changes right from the first month and first quarter of 2026, making an important contribution to budget stability and promoting socio-economic development of the province.

To date, the Nghe An Tax Department has assisted 984 business households with estimated revenue exceeding 200 million VND/year in transitioning to self-declaring households or enterprises, contributing to expanding the tax base and enhancing transparency in management.
