In 2016, the General Department of Taxation thoroughly implemented solutions in accordance with the Resolutions of the National Assembly and the Government. From the beginning of the year, the General Department of Taxation directed tax authorities at all levels to aggressively implement solutions to increase revenue, combat budget revenue losses, and urge the recovery of outstanding tax debts.
The estimated state budget revenue for 2016, managed by the Tax Department, reached VND 884,399 billion, equivalent to 109.3% of the legally mandated target and 109.9% compared to the same period last year. 59 out of 63 localities achieved or exceeded their targets, while 4 localities failed to meet their targets: Ba Ria Vung Tau, Quang Ngai, Kon Tum, and Ca Mau.

Speaking at the Nghe An branch, Mr. Nguyen Dinh Hoa, Director of the Nghe An Tax Department, said that as of December 31, 2016, the total state budget revenue in the province reached 11,005 billion VND, achieving 107% of the plan.
In addition to the general difficulties facing the whole country, in 2016 Nghe An province encountered severe drought affecting hydropower plants, resulting in revenue shortfalls of over 200 billion VND; and a marine environmental incident that impacted the tourism business.
However, thanks to the implementation of anti-loss measures in the petroleum business through the sealing of totalizer meters at gas stations in the area, the entire sales volume was controlled; the volume of petroleum products sold to dealers in 2016 increased by 24%; and environmental protection tax increased by over 200 billion VND. Thanks to this revenue, along with 260 billion VND collected through inspections and audits, the Nghe An Tax Department was able to complete its assigned budget.
The Nghe An Tax Department hopes that the General Department of Taxation will study and amend several provisions in tax collection work, especially regarding tax collection in the cement production and resource exploitation sectors; exemption from land use fees and land-use conversion fees for projects involving the renovation and reconstruction of apartment buildings; and retroactive tax collection on imported automobiles received as gifts, etc.
