The Nghe An Department of Justice deserves to be called the province's "legal gatekeeper".

In 2025, amidst the implementation of a two-tiered local government system, the Nghe An Justice Department proactively, creatively, and unitedly overcame difficulties and challenges to complete a large volume of work, including many difficult and new tasks, achieving comprehensive results, with many areas showing clear positive changes.

In particular, the legislative drafting work has completed the largest volume of advisory work ever; contributing to resolving many bottlenecks and obstacles caused by legal regulations, unlocking resources for development; promptly ensuring the legal basis for implementing the province's major policy of reorganizing the political system's organizational structure; implementing a two-tiered local government; and implementing a series of Laws, Decrees, and Circulars issued by the Central Government in 2025 such as: the Land Law, the Law on Organization of Local Government, the Investment Law, etc.

In 2025, the entire province issued 335 legal documents, of which 166 were issued at the provincial level, ensuring compliance with procedures, authority, constitutionality, legality, and feasibility. Quarterly, the Department of Justice coordinated with the Department of Culture, Sports and Tourism to widely publicize and disseminate new legal documents and policies of the province.

In addition, the Department of Justice has also coordinated with departments, agencies, and localities to review 308 provincial and district-level legal documents affected by organizational restructuring; reviewed 850 provincial, district, and commune-level legal documents and proposed amendments and additions to legal documents in accordance with the direction of amending and supplementing the 2013 Constitution; reviewed 37 contents in 37 legal documents and proposed solutions to improve the law to remove difficulties and obstacles caused by legal regulations, as per Official Letter No. 352-CV/DU dated June 26, 2025, from the Party Committee of the Ministry of Justice...

In addition, the Department of Justice also participated in researching and providing legal opinions on 57 complex cases in the province in the fields of land, investment, resources, minerals, etc.

However, in the context of reorganizing the administrative apparatus and implementing a two-tiered local government system, the large number of legal documents issued by the central government, their constant changes, and their lack of stability have led to the frequent changes required for local legal documents as well.

Furthermore, in 2025, the volume of tasks related to advising on and reviewing legal documents increased dramatically compared to the previous period, putting significant pressure on the progress and quality of advisory and review work...

During the conference, representatives from several sectors and localities also presented some difficulties and challenges facing the Justice sector after the implementation of the two-tiered local government system. These included the large volume of work related to the Justice sector and the fact that some guiding documents on Justice work are outdated but have not yet been adjusted or amended.

In some localities, the quality of internet connection and the software used to process documents related to the judicial field are sometimes not smooth, affecting the processing of administrative procedures for the public.

Delivering a keynote address at the conference, Comrade Phung Thanh Vinh - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee - highly appreciated the efforts of the Justice sector in the past period, rightfully deserving to be the "legal gatekeeper" for the province.

Looking ahead to 2026, Comrade Phung Thanh Vinh emphasized that the Justice sector needs to continue to closely follow and effectively implement the tasks and solutions identified in Resolution No. 66-NQ/TW of the Politburo and the implementation plans of the Provincial Party Committee and the Provincial People's Committee; strengthen the review and handling of obstacles and inadequacies in the institutional framework and the system of legal documents, contributing to the implementation of one of the three breakthroughs identified in the Resolution of the 20th Provincial Party Congress, term 2025 - 2030.

The Department of Justice also needs to promptly advise the Provincial People's Committee and the Provincial People's Council on the orientations and tasks of lawmaking in the 2026-2031 term based on the following principles: Comprehensive coverage of all aspects of socio-economic life; Full and timely institutionalization of the Party's guidelines and policies, especially the Resolution of the Provincial Party Congress; and Meeting the requirements of building and perfecting the socialist rule of law state of Vietnam.

In addition, the organization will implement a law-making process consistent with the innovative thinking in lawmaking and the orientation towards perfecting the structure of the legal system; focusing on building a team of officials and civil servants in the Justice sector with political qualities, capabilities, and qualifications to meet the requirements of the tasks in the new period...

On this occasion, the Prime Minister awarded a Certificate of Merit to the Nghe An Department of Justice for its outstanding achievements in lawmaking and institutional improvement during the 2021-2025 period. The Minister of Justice awarded Certificates of Merit to 5 collectives and individuals for their outstanding achievements. The Provincial People's Committee awarded Certificates of Merit to 3 collectives and 5 individuals from the Department of Justice for their outstanding achievements.
