The Justice sector reviews its work for the first six months of 2026.
On the morning of July 2nd, the Ministry of Justice held a conference to review the first six months of the year and plan for the last six months of 2026. Comrade Hoang Thanh Tung - Member of the Central Committee of the Party, Minister of Justice - attended and chaired the conference.
The conference was held online, connecting 34 provinces and cities nationwide. Attending and presiding at the Nghe An branch was Comrade Phung Thanh Vinh, Member of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee.
According to a report by the Ministry of Justice, in the first six months of 2026, the Justice sector proactively advised the Government and the National Assembly on many major orientations regarding the building and perfecting of the socialist rule of law in Vietnam; reformed the work of drafting and organizing the implementation of laws, and handled the backlog of legal documents through a "campaign" approach, thereby enhancing the responsibility of agencies and units in perfecting the institutional framework.


Simultaneously, the review and revision of legal documents have been strengthened; administrative procedures reform has been implemented synchronously, contributing to removing institutional bottlenecks and creating favorable conditions for citizens and businesses. Digital transformation continues to be promoted in many areas such as civil enforcement, judicial administration, judicial support, and state management.
However, the Ministry of Justice also acknowledges that some limitations remain, such as the delay in issuing detailed regulations that has not been completely resolved; the quality of policy-making documents in some areas is still limited; the results of civil enforcement have not met expectations; and violations still occur in the activities of lawyers and notaries in some areas. In addition, the human resources in the judicial sector, especially at the commune level, are still insufficient to meet the demands of the job.

In the last six months of 2026, the Ministry of Justice has identified the need to continue focusing on improving the institutional framework, effectively implementing the Central Committee's resolutions and conclusions on lawmaking; accelerating the progress of drafting laws, and thoroughly addressing the backlog of implementing guidelines.
The sector will also accelerate administrative procedure reforms towards digitalization, implement full-process online public services, upgrade legal, civil registry, and enforcement databases; and strengthen the application of artificial intelligence in lawmaking and law enforcement.
This also includes improving the efficiency of civil enforcement, strengthening inspection and handling of violations in areas supporting the judicial system; consolidating the organizational structure, and building a team of judicial officials to meet the requirements of the two-tiered local government model and the development requirements in the new phase.
The Ministry of Justice aims to continue innovating management methods, improving the effectiveness and efficiency of state management, promoting the role of the sector in perfecting institutions, reforming administration, reforming the judiciary, and better serving the people and businesses.
Speaking at the conference, Comrade Pham Quoc Nam - Head of the Civil Enforcement Department of Nghe An Province - emphasized that in the first six months of the year, the Civil Enforcement Department of Nghe An Province received 6,580 judgments and decisions from the Court; issued 8,753 enforcement decisions, including 7,522 proactive enforcement decisions and 1,231 enforcement decisions upon request. The verification of enforcement conditions was carried out promptly and in accordance with regulations, truthfully, objectively, and fully reflecting the enforcement conditions of the judgment debtor, serving as a basis for organizing enforcement and accurately classifying cases. The percentage of enforceable judgments accounted for 82.9% of cases and 53.4% of money out of the total number of cases and money to be enforced, which is 3% lower in terms of cases but 1.2% higher in terms of money compared to the same period in 2025. Enforcement agencies issued 160 decisions. To date, 134 enforcement decisions have been completed, involving 7,772 cases out of 12,582 enforceable cases, achieving a rate of 61.77%; and over 959 billion VND out of 2,615.3 billion VND that were enforceable have been collected, achieving a rate of 36.68%.
The Provincial Civil Enforcement Agency continues to effectively fulfill its role as the focal point, advising the Provincial People's Committee on the State management of enforcement work in the province; closely coordinating with the Provincial People's Procuracy, the Provincial People's Court, departments, agencies, and the People's Committees of wards and communes to effectively carry out administrative enforcement work. It advises the Provincial People's Committee on issuing documents regarding the acceptance of rights and obligations related to administrative procedures; rights and obligations in administrative enforcement; and strengthens coordination responsibilities in civil and administrative enforcement work.
