Strengthening planning adjustment work

After the provincial planning was approved, along with the implementation of Resolution No. 06-NQ/TW dated January 24, 2022 of the Politburo on planning, construction, management and sustainable development of Vietnamese urban areas to 2030, with a vision to 2045, the Construction sector coordinated with other sectors and took the lead in developing an action program to implement Resolution No. 06-NQ/TW of the Politburo, advising the Provincial People's Committee to submit to the Provincial Party Committee to issue Action Program No. 80-CTr/TU dated March 22, 2024; deploying the development of the provincial urban development program; coordinating with other sectors to issue the Implementation Plan for Resolution No. 39 and Resolution No. 37.

Focus on directing localities to adjust the master plan for some dynamic urban areas (Vinh, Hoang Mai, Thai Hoa, Do Luong, Dien Chau) and some urban areas subject to administrative unit arrangement in the period 2023 - 2025 (Con Cuong, Yen Thanh, Anh Son, Quynh Luu, Thanh Chuong). Completed approval of the master plan for Do Luong and Dien Chau urban areas (expansion).

Appraised and asked for the opinion of the Ministry of Construction on the adjustment of the general urban planning of Hoang Mai; the Prime Minister approved the policy of establishing the adjustment of the general planning of Vinh city. Regarding the district planning, up to now, 6/17 districts (Nam Dan, Yen Thanh, Do Luong, Dien Chau, Quynh Luu, Hung Nguyen) have been submitted for approval.

In 2024, the Construction sector has advised on the promulgation of many legal documents related to the State management field of the sector; promptly advised the Provincial People's Committee to promulgate legal documents detailing the Land Law and Housing Law.

The quality of planning appraisal has been improved; the inspection and management of construction of technical infrastructure works according to planning has been strengthened. The management of construction according to urban planning, management and implementation of construction investment according to approved urban planning and construction planning has been strengthened. Administrative reform and digital transformation have been focused on and have had many positive changes. Inspection and examination work has contributed to improving investment efficiency, rectifying and enhancing the capacity of local construction professional agencies, investors and organizations participating in construction activities in the province.

Management of construction materials activities in the province basically meets the requirements of closely following the objectives of the Construction Materials Development Strategy.

However, there are still some planning projects of low quality, urban technical infrastructure has been improved but not synchronized; Urban traffic has been invested and renovated but has not met development requirements, traffic congestion has not been resolved. The centralized clean water supply system in some urban areas has not met requirements, localized flooding in urban areas still occurs.

Strive to complete assigned targets and tasks well

Speaking at the conference, Permanent Vice Chairman of the Provincial People's Committee Le Hong Vinh acknowledged and commended the efforts of the Construction sector in 2024; Basically agreed with the goals and groups of tasks and solutions mentioned by the Department of Construction at the conference.

In order to successfully complete the set goals and tasks, the Standing Vice Chairman of the Provincial People's Committee suggested that in the coming time, it is necessary to focus on thoroughly grasping the content, orientation, plan, and progress of the arrangement and streamlining of the apparatus according to the requirements of the Central Steering Committee, the Provincial Steering Committee, and the Provincial Party Standing Committee. Do a good job of political and ideological work, promptly pay attention to resolving the regime and policies for cadres, civil servants, public employees, and workers in the process of merging departments according to the policies of the Central and the province.

Review assigned goals and targets to advise on completing targets for the 2021-2025 period; regularly pay attention to the progress of implementing key projects in the province to promptly advise on resolving procedures and problems, speeding up the progress of putting projects into operation.

Urge the People's Committees of the remaining districts to complete the planning of district construction, urban planning, rural planning, and functional area planning; complete the Provincial Urban Development Program and the Urban Classification Project according to the approved Provincial Planning orientation.

Complete key programs and projects such as: Project "Building database and urban planning management system in Nghe An province, period 2023-2025; Housing development program.

Strengthening the fight against waste in the construction sector, focusing on improving qualifications and expertise; improving the quality of planning and project appraisal, construction quality, etc.

Strengthening attention to control of the real estate market and construction materials market, preventing unusual fluctuations, contributing to promoting growth, stability and sustainability; promptly handling violations of the law. Promoting administrative reform; Improving the quality of information technology application, digital transformation in State management of the construction sector...
