Nghe An Construction Sector summarizes its work for 2024.

Comrade Le Hong Vinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee - attended and delivered a speech at the conference. Also present were representatives from relevant departments and agencies; affiliated units; and representatives from the People's Committees of districts, cities, and towns.

Strengthen the work of adjusting planning

Following the approval of the provincial planning, and in conjunction with the implementation of Resolution No. 06-NQ/TW dated January 24, 2022, of the Politburo on the planning, construction, management, and sustainable development of Vietnamese cities until 2030, with a vision to 2045, the Construction sector has coordinated with other sectors and taken the lead in developing an action program to implement Resolution No. 06-NQ/TW of the Politburo. It advised the Provincial People's Committee to submit to the Provincial Party Committee for the issuance of Action Program No. 80-CTr/TU dated March 22, 2024; implemented the development of a province-wide urban development program; and coordinated with other sectors to issue plans for implementing Resolutions No. 39 and No. 37.

Focus on directing localities to prepare and adjust general planning for a number of key urban areas (Vinh, Hoang Mai, Thai Hoa, Do Luong, Dien Chau) and a number of urban areas subject to administrative unit reorganization in the 2023-2025 period (Con Cuong, Yen Thanh, Anh Son, Quynh Luu, Thanh Chuong). The general urban planning for Do Luong and Dien Chau (expanded) has been approved.

The Ministry of Construction has reviewed and provided feedback on the adjustment of the Hoang Mai urban master plan; the Prime Minister has approved the principle of revising the Vinh city master plan. Regarding district-level planning, to date, 6 out of 17 districts (Nam Dan, Yen Thanh, Do Luong, Dien Chau, Quynh Luu, Hung Nguyen) have been submitted for approval.

In 2024, the Construction sector advised on the issuance of many legal documents related to the state management of the sector; and promptly advised the Provincial People's Committee to issue legal documents detailing the Land Law and the Housing Law.

The quality of planning appraisal has been improved; the inspection and management of construction of technical infrastructure projects according to the plan have been strengthened. Construction management according to urban planning, and the management and implementation of construction investment according to approved urban and construction plans have been enhanced. Administrative reform and digital transformation have been focused on and have seen many positive changes. Inspection and supervision have contributed to improving investment efficiency, rectifying shortcomings, and enhancing the capacity of specialized construction agencies at the local level, as well as investors and organizations participating in construction activities in the province.

The management of construction materials activities in the province basically meets the requirements and adheres closely to the objectives of the Construction Materials Development Strategy.

However, some urban planning projects are still of low quality; urban infrastructure, while improved, is not yet synchronized; urban transportation has been invested in and upgraded but still does not meet development requirements, and traffic congestion remains a problem. The centralized clean water supply system in some urban areas still does not meet the requirements, and localized flooding in urban areas still occurs.

Strive to successfully complete the assigned targets and tasks.

Delivering a directive speech at the conference, Standing Vice Chairman of the Provincial People's Committee Le Hong Vinh acknowledged and praised the efforts of the Construction sector in 2024; and basically agreed with the objectives and groups of tasks and solutions mentioned by the Department of Construction at the conference.

To successfully achieve the set goals and tasks, the Standing Vice Chairman of the Provincial People's Committee suggested that in the coming period, focus should be placed on thoroughly understanding the content, orientation, plan, and progress of the organizational restructuring and streamlining process as required by the Central Steering Committee, the Provincial Steering Committee, and the Provincial Party Standing Committee. Good political and ideological work should be carried out, and timely attention should be paid to resolving the entitlements and policies for officials, civil servants, and employees during the merger of departments in accordance with the policies of the Central Government and the province.

Review the assigned goals and targets to advise on the completion of targets for the 2021-2025 period; regularly monitor the progress of key projects in the province to promptly advise on resolving procedures and obstacles, and accelerate the progress of bringing projects into operation.

Urge the People's Committees of the remaining districts to complete the preparation of district-level construction plans, urban plans, rural plans, and plans for functional areas; complete the Provincial Urban Development Program and the Urban Classification Scheme according to the approved Provincial Planning orientation.

Complete key programs and projects such as: the project "Building a database and management system for urban planning in Nghe An province, giai đoạn 2023-2025"; and the Housing Development Program.

Strengthening efforts to combat waste in the construction sector, focusing on improving skills and expertise; enhancing the quality of planning and project appraisal, and the quality of construction works…

Strengthening control over the real estate market and construction materials market to prevent abnormal fluctuations, contributing to promoting growth, stability, and sustainability; promptly handling cases of legal violations. Promoting administrative reform; improving the quality of information technology application and digital transformation in state management in the construction sector...

On this occasion, Comrade Le Hong Vinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee, on behalf of the Provincial People's Committee, presented Certificates of Commendation from the Chairman of the Provincial People's Committee to 5 individuals who have achieved outstanding results in their work from 2023-2024.

Comrade Hoang Sy Kien - Director of the Department of Construction - presented Certificates of Commendation to 14 collectives and 46 individuals who achieved many accomplishments in 2024.
