Nghe An Health Sector: 10 Outstanding Activities in 2016
(Baonghean) - In 2016, overcoming difficulties and obstacles, the Nghe An Health sector achieved high results. The following are the 10 most outstanding activities of the sector in 2016.
1. Advising on the development and submission to the Provincial People's Council and Provincial People's Committee for approval: Resolution on regulations on the level of support for health insurance contributions for people belonging to near-poor households in the province for the period 2016 - 2020; Project "Improving the capacity of health education and communication in Nghe An province for the period 2016 - 2020"; Project "Pilot expansion of the school milk program in Nghe An province for the school year 2016 - 2017"; Project "Socialization of health care in Nghe An province for the period 2016 - 2020"...

2. Actively and proactively preventing and controlling infectious diseases; the disease situation in the province is stable, with no major outbreaks occurring. The operation of 12 Methadone treatment facilities continues, and the construction of 16 Methadone dispensing points is underway in the province.
3. Developed 155 new medical examination and treatment techniques; Continued to implement the "Innovation in the style and attitude of healthcare workers towards patient satisfaction"; Trained 5 doctoral candidates, 8 specialists (Level II), 21 master's degree holders, 37 specialists (Level I), 11 pharmacists (Level II), and 3 pharmacists (Level I).
4. The rate of full immunization for children under 1 year old reached over 95%; the birth rate decreased by 0.33%; the rate of health stations with doctors working reached 90%; the rate of communes meeting the National Criteria for Health reached 82.7% (exceeding the plan target by 3.1%).

5. Strong administrative reforms in medical examination and treatment for the benefit of patients; Deployment of medical examination, treatment, and health insurance payment software for 12/12 provincial-level hospitals, 17/17 district-level hospitals, 2 medical centers with inpatient beds, and 10/10 private hospitals; 480/480 commune, ward, and town health stations connected medical examination, treatment, and health insurance payment data to the health insurance claims portal.
6. Effectively complete projects using foreign capital: the “North Central Region Health Support” project (WB loan); the Provincial Health System Strengthening Project (GIZ); the Primary Healthcare Capacity Building Project (GAVI)... and continue to implement several new projects.
7. Organize key inspections and monitoring of the implementation of projects, programs, and plans for the development of the health sector, such as: the Action Program to implement Resolution No. 26-NQ-TW of the Politburo; Resolution No. 10-NQ/TU dated April 4, 2014, of the Standing Committee of the Provincial Party Committee; the Project for the Development of Health in the Western Region of Nghe An Province; the Project to build Vinh City into a High-Tech Medical Center in the North Central Region; and the Project to improve the quality of medical examination and treatment in Nghe An Province.

8. Advised the Provincial People's Committee to issue Decision No. 46/2016 stipulating the functions, tasks, and powers of the Nghe An Department of Health; Decision No. 4765 dated September 30, 2016, on approving the Project to establish district and town health centers based on the merger of Grade III general hospitals with district and town health centers...
9. Organize and implement the mechanism of autonomy and self-responsibility in performing tasks, organizational structure, personnel, and finance for public service units to ensure recurrent expenditures for 5 provincial-level hospitals and Vinh City General Hospital according to Government Decree No. 16/2015/ND-CP.
10. Successfully organized numerous national conferences on healthcare (Urology - Nephrology Scientific Conference, Conference of Hospital Directors' Club of Northern Provinces, Conference of Preventive Medicine Center Directors' Club of Northern Provinces, etc.), attracting many leading experts in each field.
