(Baonghean.vn) - The Department of Internal Affairs has just released a report on the situation regarding the use of seconded civil servants to the education and training departments. The report shows that many localities have accepted seconded civil servants in excess of the regulations.

Since 2012, in order to ensure sufficient staffing for the Departments of Education and Training, the Provincial People's Committee has allowed districts to second teachers to work as seconded civil servants. According to regulations, in addition to the number of permanent civil servants allowed to be recruited, each education department is permitted to receive 4-8 seconded civil servants from other educational and training institutions.

In addition to their professional duties, seconded officials directly act as instructors in professional training courses for education and training staff. They also participate in training gifted and talented students or teach some classes at affiliated educational institutions.

However, in reality, many localities are seconding officials beyond the permitted quota. A recent report from the Nghe An Department of Internal Affairs shows that, after reviewing 21 districts, cities, and towns, four districts – Con Cuong, Ky Son, Que Phong, and Tuong Duong – have a number of seconded officials exceeding the regulations, totaling 20 people. The highest numbers are in Ky Son (7 people) and Que Phong (5 people). The remaining two districts each exceed the limit by 4 people. These seconded officials are concentrated in schools in particularly difficult, remote, and border areas.

In light of this situation, the Department of Internal Affairs has advised the Provincial People's Committee to require localities to: Allocate sufficient civil servant positions and the correct number of seconded officials as stipulated in Document No. 6612/UBND-TH of the Provincial People's Committee.

In addition, it is necessary to select, review, and assign seconded officials who meet the criteria, standards, and professional expertise to fulfill the job requirements.

The Department of Education and Training also needs to take the lead and coordinate with the Department of Home Affairs, the Department of Finance, etc., to issue policies to support officials working in education and training departments, ensuring a comparable level of support for all staff members.
