Nghe An: 30 prisoners granted amnesty on the occasion of National Day September 2
On the morning of September 1, Nghe An Provincial Police Detention Center held a ceremony to announce the President's decision on special amnesty in 2025 (phase 2) for 30 prisoners.
Attending the ceremony were representatives of the Criminal Enforcement Agency of the Provincial Police, the People's Procuracy and the People's Court of Nghe An province.
The prisoners granted amnesty this time were sentenced to between 8 months and 4 years for the crimes of: Intentionally causing injury; Gambling; Theft of property; Trading in prohibited goods; Using fake documents of agencies and organizations; Disturbing public order...

Accordingly, to be granted amnesty, prisoners must meet the following conditions: Have a good rehabilitation process, have served at least 1/3 of the prison term (or 1/4 of the term in some special cases). In addition, prisoners must fully perform related civil obligations such as civil compensation and court fees. In particular, prisoners being granted amnesty must not affect the security and order situation in the locality.

Speaking at the ceremony, Lieutenant Colonel Nguyen Xuan Tra - Deputy Warden of Nghe An Provincial Police Detention Center said that this amnesty took place at a special time - the 80th anniversary of the National Day of the Socialist Republic of Vietnam. This is not only an event of legal significance, but also a vivid demonstration of the humane and lenient policy of the Party and State, always creating conditions for those who have made mistakes to have the opportunity to rebuild their lives and soon reintegrate into the community.
Strictly implementing the direction of the President and the guidance of the Central Amnesty Advisory Council, Nghe An Provincial Police has issued a specific plan, directing its subordinate units to organize the review and approval of records with a cautious, strict, objective and legal spirit. The Provincial Police Amnesty Steering Committee has carefully inspected and evaluated each case, ensuring transparency and fairness throughout the entire process.
The leaders of the Detention Camp expressed their hope that after being pardoned, the prisoners will continue to strive to improve themselves, live a useful life, promote the knowledge and skills they have acquired during the rehabilitation process, contribute to building a prosperous and happy family and make positive contributions to the development of the locality.

Previously, in order to help prisoners prepare to reintegrate into society after being pardoned, Nghe An Provincial Police Detention Center organized many counseling classes on law, life skills, career orientation, etc. Thereby, helping them equip themselves with knowledge, mindset and clear orientation for life after returning to their locality.
According to Decision No. 1693/QD-CTN dated August 29, 2025 of the President on amnesty in 2025 (phase 2), there are 13,915 prisoners serving prison sentences and 5 people whose prison sentences are temporarily suspended, who are eligible for amnesty.
Also on the morning of September 1, Prison No. 3, the Police Department of Prison Management, Compulsory Education Facilities and Reformatory Schools - Ministry of Public Security held a ceremony to announce the President's decision to grant amnesty to 127 prisoners.
These are prisoners who have made great efforts, made progress, truly repented, actively studied and worked during the rehabilitation process, and fully met the conditions and criteria for early release from prison as prescribed by law.

Prisoners pardoned this time will receive a special pardon decision from the President, a citizen identification card and a Mobiphone sim card.
Immediately after the announcement ceremony, the officers of Prison No. 3 carried out the necessary procedures for those who were pardoned according to regulations. For those who were pardoned without family to pick them up and the elderly, the unit arranged vehicles to take them back to their place of residence.
