Disciplinary action against 504 party members

In the first 6 months of 2019, Party committees at all levels inspected 1,020 organizations and 2,017 Party members on compliance with working regulations and the principle of democratic centralism; the performance of assigned duties and tasks; the maintenance of moral qualities and lifestyle; and the implementation of things Party members are not allowed to do.

Party committees at all levels supervised 721 organizations and 1,385 party members in implementing Party resolutions and directives and performing assigned duties and tasks.

Party committees at all levels disciplined 4 party organizations and 415 party members. Among the disciplined party members, there were 81 party committee members at all levels.

Inspection committees at all levels inspected 235 organizations and 472 party members when there were signs of violations. Inspection committees at all levels disciplined 89 party members. The main violations were lack of responsibility, lax management; things party members are not allowed to do; population policy, family planning; finance, investment, construction; land; moral qualities, lifestyle; democratic centralism; other fields.

At the conference, representatives of the Inspection Committees of districts and towns frankly discussed the advantages and difficulties in inspection and supervision work. Some opinions said that it is necessary to study and amend the regulations on the statute of limitations for handling party discipline and administrative discipline so that when applying the statute of limitations for considering and enforcing party discipline on cadres, civil servants and public employees, there will be synchronization between the Party and the government, because currently there is no synchronization.

In most localities, the inspection and supervision content focuses on a number of sensitive areas that are prone to violations, such as land handling; the principle of democratic centralism; implementing thrift and preventing corruption. However, many representatives said that the most difficult task is checking for signs of violations by Party committee members at the same level, because the inspection content is sensitive, causing the inspection process to be less drastic and hesitant.

Strengthening the apparatus and preparing personnel for the new course

Speaking at the meeting, Chairman of the Provincial Party Committee's Inspection Commission Bui Thanh An highly appreciated and acknowledged the efforts of the Inspection Commissions at all levels in the first 6 months of the year; at the same time, he affirmed that the conference was an opportunity for the Inspection Commissions of the units of Cluster 3 to exchange and draw experiences, and together remove difficulties and obstacles in inspection and supervision work.

Emphasizing three key tasks in the coming time, Chairman of the Inspection Committee Bui Thanh An requested that Inspection Committees at all levels proactively advise Party committees to effectively perform inspection and supervision tasks, with a resolute spirit, thoroughly handling complicated cases that the public is concerned about.

The Inspection Commissions at all levels need to prepare well for the tasks of the sector related to the Party Congresses at all levels, towards the 13th National Congress of the Party; must prepare carefully and proactively advise the Party Committee on the personnel of the Inspection Commission; coordinate the appraisal of Party Committee personnel, review the appointment of cadres; have clear viewpoints and opinions when handling complaints, denunciations as well as recommendations and reflections of citizens, especially those related to personnel work.

Comrade Bui Thanh An emphasized that in the immediate future, we must focus on careful research to effectively organize the implementation of Directive No. 35 of the Politburo on Party Congresses at all levels, towards the 13th National Congress of the Party.

The Chairman of the Provincial Party Committee's Inspection Commission requested that Inspection Commissions at all levels complete the current Inspection Commission apparatus and prepare personnel for the new term; at the same time, pay attention to, take care of, and train the team of cadres doing inspection and supervision work.
