Disciplinary action taken against 504 party members.
In the first six months of 2019, Party committees at all levels inspected 1,020 organizations and 2,017 Party members regarding their adherence to working regulations and the principle of democratic centralism; the performance of assigned duties and responsibilities; the maintenance of moral character and lifestyle; and compliance with the rules prohibiting certain actions by Party members.
Party committees at all levels supervised 721 organizations and 1,385 party members regarding the implementation of Party resolutions and directives, and the fulfillment of their assigned responsibilities and duties.
Party committees at all levels have disciplined 4 party organizations and 415 party members. Among the disciplined party members are 81 members of party committees at various levels.
Party inspection committees at all levels inspected 235 organizations and 472 party members when there were signs of violations. These committees disciplined 89 party members. The main violations included irresponsibility and lax management; actions prohibited for party members; population policy and family planning; finance, investment, and construction; land; moral character and lifestyle; the principle of democratic centralism; and other areas.

At the conference, representatives from the Inspection Committees of districts and towns frankly discussed the advantages and difficulties in inspection and supervision work. Some opinions suggested that it is necessary to study and amend the regulations on the statute of limitations for disciplinary action against Party members and administrative disciplinary actions so that when applying the statute of limitations for considering disciplinary action against Party members who are officials and civil servants, there is consistency between the Party and the government, as there is currently a lack of consistency.
In most localities, inspection and supervision focus on sensitive areas prone to violations, such as land management; the principle of democratic centralism; and the implementation of austerity measures and anti-corruption efforts. However, many representatives believe that the most difficult task is inspecting for signs of violations by Party committee members at the same level, because the sensitive nature of the inspections leads to a lack of decisive action and hesitation in the inspection process.

Speaking at the briefing conference, the Chairman of the Provincial Party Committee's Inspection Commission, Bui Thanh An, highly appreciated and acknowledged the efforts of the Inspection Commissions at all levels in the first six months of the year; and affirmed that the conference was an opportunity for the Inspection Commissions of units in cluster number 3 to exchange experiences, draw lessons, and together resolve difficulties and obstacles in inspection and supervision work.

Emphasizing three key tasks for the coming period, Chairman of the Inspection Committee Bui Thanh An requested that inspection committees at all levels proactively advise Party committees on effectively carrying out inspection and supervision tasks, with a decisive spirit, and thoroughly handle complex cases that have attracted public attention.
The Party Inspection Committees at all levels need to prepare well for the tasks of the sector related to the Party congresses at all levels, leading up to the 13th National Party Congress; they must carefully prepare and proactively advise the Party committees on personnel for the Party Inspection Committees; coordinate the assessment of Party committee personnel, review the appointment of cadres; and have clear views and opinions when handling complaints, denunciations, as well as suggestions and feedback from citizens, especially those related to personnel matters.
Comrade Bui Thanh An emphasized that, in the immediate future, it is necessary to focus on thoroughly studying and effectively implementing Directive No. 35 of the Politburo on Party Congresses at all levels, leading up to the 13th National Congress of the Party.
The Chairman of the Provincial Party Committee's Inspection Commission requested that the Inspection Commissions at all levels consolidate their current organizational structure and prepare personnel for the new term; simultaneously, they should pay attention to and nurture the training and development of cadres working in inspection and supervision.
