(Baonghean.vn) - In order to create conditions for people to fully enjoy their rights as forest users, in 2018, the Provincial People's Committee approved Project 4213/QD.UB, according to which, from 2018 to 2021, the province will carry out forest allocation, associated with the allocation of forestry land and issuance of land use right certificates to households, individuals, and residential communities in the area.

Specifically, in 2019, Nghe An province planned to allocate 109,609 hectares of forest, mostly natural forest, to local people for protection and management. The area with the largest planned forest allocation was Tuong Duong with 32,106 hectares; followed by Que Phong district with 18,476 hectares, Ky Son with 14,072 hectares, Quy Chau with 12,800 hectares, Con Cuong with 10,000 hectares, Quy Hop with 7,592 hectares, Anh Son with 3,496 hectares, and the remaining districts and towns with areas ranging from 198 hectares to 2,797 hectares.

By the end of July, the entire province had completed the handover of nearly 43,000 hectares of forest land to local people for management. Tuong Duong district achieved the highest rate with 32,000 hectares out of a planned 32,160 hectares; Con Cuong district had 4,000 hectares out of 10,000 hectares; Quy Hop district had 2,700 hectares out of 7,592 hectares; Que Phong district had 2,000 hectares out of 18,476 hectares; and Quy Chau district had 2,000 hectares out of 12,800 hectares. Other districts and towns have not yet handed over any land to the people.

According to Mr. Nguyen Anh Tuan, Head of the Forest Protection Management Department of the Provincial Forest Protection Sub-Department, the progress of handing over the forest land to the people is slower than planned. The main reason is due to obstacles related to the previous process of allocating forest land and arranging resettlement for the people, which had many shortcomings, and now the files are being reviewed again.

According to the plan, from 2018 to 2021, Nghe An province plans to allocate 265,771 hectares of forest land in conjunction with the allocation of forestry land and the issuance of land use right certificates to households, individuals, and communities. This includes allocating 108,234 hectares of forest land already allocated and certified, comprising 100,885 hectares of natural forest and 7,349 hectares of planted forest; and allocating 157,537 hectares of forest land simultaneously with the allocation of land and the issuance of forestry land use right certificates (initial allocation), comprising 150,676 hectares of natural forest and 6,861 hectares of planted forest.

Furthermore, based on a review of the current land use status, the province will consider allocating areas of non-forested land interspersed within forested land areas of some households that have been allocated forest land, along with the allocation of forestry land.

To complete the plan for forest allocation associated with the allocation of forestry land to people in 2019, the Forest Protection Department is currently advising the Department of Agriculture and Rural Development to organize inspections and supervision; at the same time, it is organizing working groups to go to key districts to resolve difficulties and obstacles that arise.
