According to the route outlined in the pre-feasibility report, the Vinh – Thanh Thuy expressway project passes through Kim Bang commune for nearly 22km. The total area of land expected to be acquired is approximately 190ha, of which 140ha is forest land, 15ha is agricultural land, and the remainder is residential and other land. As of January 15th, Kim Bang commune had been handed over 714 boundary markers on both sides of the route according to the basic design documents.

Mr. Dang Van Tuan, Vice Chairman of the People's Committee of Kim Bang commune, said:To date, the Department of Construction has handed over the boundary markers on the ground. The commune will continue to carry out the tasks of coordinating with relevant agencies, consulting units, and surveying units, while also assigning officials to directly visit households to conduct surveys and perform tasks to achieve the progress as assigned by the Provincial People's Committee.

According to the Nghe An Department of Construction, the demarcation of boundaries according to the basic design documents has been completed, and the department has handed over more than 2,800 boundary markers to localities so that the land clearance councils of the communes have a basis to proceed with the next steps.

Immediately after the Department of Construction handed over the boundary markers to the local authorities, the Provincial Land Registration Office also received them from the commune to proceed with surveying according to the contract.

During the discussion, Mr. Bui Van Long from the Land Surveying Technical Department of the Nghe An Provincial Land Registration Office added: The office will coordinate with local authorities, households, and village heads to measure and recalculate the area affected by the project. After the measurement is completed, the results will be sent, the extracts will be signed, and the information will be handed over to the local authorities to proceed with the next steps.

While Kim Bang commune has the longest route, Hoa Quan commune has the largest number of households affected by land acquisition. Along the nearly 5.6 km stretch, the commune anticipates relocating 43 households and moving 165 graves. Therefore, the handover of the land markers is crucial for the commune to immediately focus on the necessary steps for land clearance.

Mr. Nguyen The Cuong, Chairman of the Hoa Quan Commune People's Committee, stated: The commune is focusing on accurately identifying affected households and organizing public meetings to disclose the project. Based on this, the commune is coordinating with relevant levels and sectors to proceed with the next steps, accelerating construction and resettlement arrangements for affected households, contributing to the timely implementation of the Vinh - Thanh Thuy expressway project.

The total investment is approximately 23,940 billion VND, with implementation scheduled from 2025 to 2029.
The project comprises 10 sub-projects, including one main route construction project and nine compensation, support, and resettlement projects. Regarding land clearance, the entire route primarily affects agricultural land, forest land (including protective forests), residential land, as well as some areas of national defense land, production and business land, and water bodies. 210 households are affected by land acquisition, of which 113 households require resettlement in 10 resettlement areas across 6 communes; 3 communes do not have a need for resettlement.
