Nghe An province issues directive on organizing the Spring Tree Planting Festival 2024 (Year of the Dragon).
(Baonghean.vn) - The Provincial People's Committee has just issued Directive No. 1/CT-UBND to organize the "Tree Planting Festival in memory of President Ho Chi Minh" on the occasion of the Year of the Dragon and to strengthen the management, protection, and development of forests from the beginning of 2024.
Following President Ho Chi Minh's teaching, "Spring is the time for planting trees, making the country ever more vibrant," in recent years, ministries, departments, Party committees, local governments, and the people of Nghe An have actively participated in the tree planting and reforestation movement, achieving many important and practical results. This has contributed to socio-economic development, environmental improvement, disaster mitigation, adaptation to climate change, and ensuring national defense and security.
In 2023, with the decisive and close guidance of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee; along with the efforts, creativity, and collective spirit of millions of farmers and the business community in overcoming difficulties, the management, protection, and development of forests throughout the province achieved remarkable results.
The entire province has planted over 22,000 hectares of concentrated forest plantations and more than 8.1 million scattered trees, and harvested over 1.7 million cubic meters of timber.3 Timber from planted forests ensures a stable supply of raw materials for the timber processing industry; effectively protects the existing 962,230 hectares of forest; and ensures forest cover is maintained above 58%.
In order to build upon the achievements already made, overcome difficulties and limitations, and actively prepare for the successful organization of the event."Tree planting festival to forever remember President Ho Chi Minh"On the occasion of the Lunar New Year 2024 (Year of the Dragon), from the very beginning of the year, the Provincial People's Committee requested the Directors of provincial departments and agencies, and the Chairmen of the People's Committees of districts, cities, and towns, as well as forest owners, to strengthen propaganda, education, and encouragement of all levels, sectors, and the people to actively participate in tree planting and reforestation; and to effectively implement the legal regulations on forest and wildlife management and protection.
At the same time, we will promote intensive forest planting, planting of large timber forests, and improving forest productivity and quality in accordance with Directive No. 10-CT/TU dated October 5, 2021, of the Provincial Party Committee on promoting the development of high-quality intensive forest plantation areas associated with sustainable forest management certification and forest product processing industry in the 2021-2025 period; contributing to protecting the ecological environment, mitigating natural disasters, and adapting to climate change.
In addition, continue to effectively implement forestry laws and guiding documents for the implementation of the Forestry Law; strictly implement Conclusion No. 61-KL/TW dated August 17, 2023 of the Party Central Committee on continuing to implement Directive No. 13-CT/TW dated January 12, 2017 of the Party Central Committee on strengthening the Party's leadership over the management, protection and development of forests. Combat, crack down on, detect and strictly handle according to regulations organizations and individuals violating the law in the forestry sector.
Agencies and units should implement forestry mechanisms and policies in a synchronized and effective manner. They should develop plans and organize effective implementation, striving to achieve the targets and plans for 2024 in the forestry sector. They should direct the effective implementation of forest protection, forest fire prevention and control, and combating illegal logging and exploitation before, during, and after the Lunar New Year of the Year of the Dragon 2024.
Develop a plan for organizing the "Tree Planting Festival" in the Spring of the Year of the Dragon 2024, ensuring it is practical, safe, economical, and in line with the civilized lifestyle, cultural traditions of the nation, and the good customs and practices of each locality; creating conditions for agencies, organizations, associations, schools, armed forces, and all sectors of the population to actively participate in planting trees and forests.
The best time to organize the "Tree Planting Festival" in the Spring of the Year of the Dragon 2024 is during the first days of the new year. After planting, it is necessary to properly care for and protect the planted trees and existing forests to ensure their healthy growth and development; organize inspections and evaluations of the "Tree Planting Festival" and forest planting and protection work in the locality, draw lessons learned, and promptly commend and reward exemplary organizations and individuals who have performed well. Compile a report on the organizational plan and implementation results and submit it to the Provincial People's Committee as prescribed.
In addition, it is necessary to strengthen the management of the quality of forestry plant varieties, select suitable tree species, prepare high-quality seedlings, and increase the rate of using tissue culture and cuttings; take advantage of favorable seasons and weather conditions to plant forests to ensure a high survival rate; apply advanced techniques in planting large timber forests, improving the productivity, quality, and value of planted forests; implement forest care, management, and protection, and assign specific management responsibilities to ensure the healthy development of planted trees and forests.
