Nghe An province issues directive to proactively respond to Typhoon Toraji.

Accordingly, the dispatch was sent to: the Steering Committee for Disaster Prevention and Search and Rescue in coastal districts and towns; the Departments of Agriculture and Rural Development, Information and Communications, and Transport; the Provincial Border Guard Command; the North Central Region Meteorological and Hydrological Station; the Provincial Radio and Television Station, Nghe An Newspaper, and the Ben Thuy Coastal Information Station.

According to the National Center for Hydro-Meteorological Forecasting, Typhoon Toraji is currently active in the sea east of Luzon Island (Philippines); it is forecast that on November 12th, the typhoon will enter the East Sea with an intensity of level 9, gusting to level 11.
To proactively respond to the evolving storm situation, the Standing Office of the Provincial Steering Committee for Disaster Prevention, Search and Rescue and Civil Defense requests the Steering Committees for Disaster Prevention and Search and Rescue in coastal districts, cities, and towns; and relevant departments, agencies, and organizations to direct the implementation of the following:
Closely monitor the storm's progress; strictly manage vessels at sea; organize the counting of ships and boats; inform owners of vessels and captains of ships and boats operating at sea about the storm's location, direction of movement, and development so that they can proactively take preventive measures, evacuate, or avoid moving into dangerous areas.

Hazardous area in the next 24 hours: From latitude 16.5 - 21.0 degrees North, east of longitude 119.0 degrees East; in the next 48 hours
Towards: From latitude 15.0 - 21.0 degrees North, east of longitude 117.5 degrees East (danger zone will be adjusted in future forecasts).

Prepare personnel and equipment for rescue operations when required.
The provincial Radio and Television Station, Nghe An Newspaper, Ben Thuy Coastal Information Station, and other mass media agencies should strengthen measures to inform all levels of government, owners of vessels operating at sea, and the public about the storm's developments so that they can proactively prevent and respond to it.
Departments and agencies, according to their functions, responsibilities in state management, and assigned tasks, should proactively direct and coordinate with localities to respond to the evolving situation of the storm.
Maintain a strict duty roster and regularly report to the Standing Office of the Provincial Steering Committee for Disaster Prevention, Search and Rescue, and Civil Defense.
