Nghe An province has issued a plan to establish a new Party Committee for Vinh City.
The Executive Committee of the Nghe An Provincial Party Committee has just issued Project No. 39-DA/TU on merging the Party Committee of Cua Lo town and some grassroots Party organizations under the Nghi Loc district Party Committee into the Vinh City Party Committee to form the (new) Vinh City Party Committee.

The basic content of the proposal is as follows:
Merger perspective:
The merger of the Cua Lo Town Party Committee and several Party branches under the Nghi Loc District Party Committee into the Vinh City Party Committee to form the (new) Vinh City Party Committee must comply with the regulations of the Party Charter, the regulations and guidelines of the Central Committee on the implementation of the Party Charter, and be placed under the unified leadership and direction of the Provincial Party Committee.
Party committees and subordinate Party organizations should lead and direct the effective implementation of ideological work, creating unity in awareness and action among cadres and Party members. They should adhere strictly to principles and regulations in the arrangement of organizational structures and personnel.
Maintain political stability, discipline, and order within the Party; enhance the capacity and effectiveness of the merged Party committees, ensuring the normal functioning of all grassroots Party organizations, localities, agencies, and subordinate units.
Merger principles:
For grassroots-level Party committees:The Party Committee of Cua Lo town will be merged into the Party Committee of Vinh city in its current state.
For grassroots Party committees and branches:Party grassroots organizations at the ward and commune level: Maintain the current number of Party grassroots organizations directly under the Vinh City Party Committee and the Cua Lo Town Party Committee.(after the merger of commune-level administrative units)and 4 Party branches at the commune level under the Nghi Loc District Party Committee that are subject to merger into the Vinh City Party Committee (new); Party branches in the block of agencies and units: Consider merging and consolidating Party organizations with similar functions and tasks according to the merger of administrative agencies and units.
For the (new) Vinh City Party Committee:The two existing Party Committee Executive Boards and two existing Party Standing Committees of the Vinh City Party Committee and the Cua Lo Town Party Committee will be merged.
For specialized advisory and support agencies, units under the Party Committee; the Fatherland Front and political and social organizations with similar functions and tasks, and with the same name:Merge the above agencies and units, from 2 agencies and units into 1 agency or unit.
Regarding staffing:The existing staffing levels of the two units will be merged; adjustments to staffing levels will be considered after the merger.
Regarding personnel arrangements:Officials currently working in a particular agency, unit, or department will essentially be assigned and reassigned within that agency, unit, or department. For heads of organizations, agencies, and units, one official will be selected as the head, prioritizing Party committee members in areas with Party committee membership as outlined in the approved personnel plan for the 2020-2025 Party Congress. The remaining official will be assigned as a deputy or given other duties. The maximum number of deputy heads in organizations, agencies, and units after reorganization shall not exceed the total number of deputy heads existing at the time of the merger before reorganization, plus the number of heads who will be transferred to deputy positions, minus those who retire, resign, or transfer to other positions.
Regarding the plan for merging Party organizations, the proposed personnel for the executive committee, standing committee, and key leadership positions of the (new) Vinh City Party Committee are as follows:
Merger plan: The entire Party Committee of Cua Lo town will be merged, including:48The Party Committees of Nghi Loc District, including 7 Party Committees directly under the Nghi Loc District Party Committee and 77 Party Committees directly under the Vinh City Party Committee, are incorporated into the (new) Vinh City Party Committee..After the merger, the Vinh City Party Committee has132Party organizations directly under the Party, including:54 grassroots party committee,78grassroots party branches and847Party branches directly under the grassroots Party committee, with31,238party member.
The Vinh City Party Committee is a Party organization directly under the Nghe An Provincial Party Committee, possessing legal personality, its own seal and bank account, and equipped with facilities and working equipment as prescribed.
The term of office for the (new) Vinh City Party Committee is 2020-2025.
The office is the current headquarters of the Vinh City Party Committee (No. 25, Le Mao Street, Le Mao Ward, Vinh City).
The (new) Vinh City Party Committee officially commences operations.from January 1, 2025.
The Party Committee of Cua Lo town has now ceased operations.from December 31, 2024.
After the transfer and merger of 7 grassroots Party organizations into the Vinh City Party Committee, the Nghi Loc District Party Committee now has 58 grassroots Party organizations remaining, including 32 grassroots Party committees and 26 grassroots Party branches; a total of 423 Party branches directly under the grassroots Party committees; and 9,125 Party members.
Regarding the proposed personnel for the executive committee, standing committee, and key leadership positions of the (new) Vinh City Party Committee.
The number of Party committee members, standing committee members, deputy secretaries, members of the Party committee's inspection committee, and deputy chairmen of the Party committee's inspection committee at the time of consolidation or merger may be greater than the general regulations, but shall not exceed the total number of existing Party committees before the consolidation, minus the number of comrades who retire, leave their jobs, or transfer to other positions. No later than 5 years from the date of establishment of the new Party committee, the number must comply with the general regulations, specifically:
The new Executive Committee of the Vinh City Party Committee includes:69comrade, including the city of Vinh (old)41 Comrade, Cua Lo town28Comrade.
The new Standing Committee of the Vinh City Party Committee includes: 20 comrade, in which the old city of Vinh had13Comrade, Cua Lo town has7Comrade.
Structural orientation: Secretary, Deputy Secretary; Chairman and Vice-Chairmen of the People's Council; Chairman and Vice-Chairmen of the People's Committee; Head of the City Party Committee's Inspection Committee and heads of the following departments: Organization, Propaganda, and Mass Mobilization; Chairman of the Fatherland Front; Commander of the City Military Command, Head of the City Police; heads of some important localities and sectors requiring focused leadership from the City Party Committee Standing Committee.
Based on the structural guidelines, the new Standing Committee of the Vinh City Party Committee will assign and allocate tasks in accordance with the current number of members.
Regarding the orientation for organizing the structure and personnel of agencies within the Party, the Fatherland Front, and political and social organizations:
The Party, Fatherland Front, and socio-political organizations of the two Party committees will be merged in their current state into units directly under the (new) Vinh City Party Committee, and the staff of cadres, civil servants, public employees, and workers of these organizations, agencies, and units will be reassigned and reorganized according to regulations.
No later than five years from the date of merger, the number of personnel must comply with general regulations.
The Standing Committee of the Vinh City Party Committee (new) is tasked with reviewing and making a decision.
Regarding the roadmap for arranging the replacement of redundant leaders, managers, and civil servants on a yearly basis after the merger:
- Based on regulations from the Central Government and the province, the Standing Committee of the Vinh City Party Committee (new) developed a plan for job positions and restructuring of the staff of cadres, civil servants, and public employees; determined the roadmap for arranging the leadership and management staff and streamlining the staff of cadres, civil servants, and public employees on an annual basis, at the latest by the following time...31/12/2029The number of Party committee members, standing committee members, city Party inspection committee members, deputy heads, and specialists of organizations, agencies, and units must comply with general regulations.
During the process of reorganizing the staff of officials and public employees: For cases where the number of officials and public employees exceeds the prescribed limit, does not meet the standards and conditions, and cannot be assigned or reassigned, the Standing Committee of the Vinh City Party Committee will lead and direct relevant agencies to effectively carry out ideological work, encourage officials and public employees to resign or retire, and receive support benefits and policies as prescribed by the Central Government and the province. For officials and public employees who wish to retire early, their benefits and policies will be promptly addressed according to the law.
