Nghe An Province issues plan for electricity saving and rooftop solar power development in 2026.

In order to ensure energy security and achieve sustainable development goals in the context of increasing electricity demand, on April 24, 2026, the Provincial People's Committee issued Plan No. 315/KH-UBND on electricity saving and development of rooftop solar power in the province in 2026.

Accordingly, the Provincial People's Committee has set specific targets: Striving to save at least 3.0% of total electricity consumption throughout the province. During the hot months (April, May, June, July), agencies and units are required to save at least 10%; and striving to reduce electricity loss across the entire provincial power system to below 6%.

In addition, implement synchronized demand management (DSM) and demand response (DR) programs to reduce peak power during peak hours.

The Provincial People's Committee encourages the "self-production, self-consumption" rooftop solar power model combined with energy storage systems (BESS). The goal is to have approximately 10% of government agencies and 10% of households in the province install and use rooftop solar power annually. The aim is for the total developed capacity to reach 20% of the installed rooftop solar power capacity in the 2026-2030 plan (the total planned allocation for the province is 286 MW).

The Provincial People's Committee has instructed agencies and offices to issue quarterly electricity saving plans, review and replace low-efficiency equipment, and apply digital technology in management. The results of these efforts will be included in the performance evaluation criteria for heads of agencies. A minimum 30% reduction in total electricity consumption is required. Restaurants, hotels, and buildings must switch off or reduce outdoor advertising lighting by at least 50% during peak evening hours.

For manufacturing businesses: Facilities consuming 500,000 kWh/year or more must save at least 3% of electricity per unit of product or total annual electricity consumption. Businesses are encouraged to proactively secure backup power sources and adjust production shifts to avoid peak hours.

The Southeast Economic Zone Management Board, in coordination with relevant agencies and units, is implementing a comprehensive set of solutions to promote awareness among the community about the efficient and economical use of electricity; strengthening communication with key energy-consuming facilities and large electricity consumers in the economic zone and industrial parks regarding electricity saving and participation in electricity load management programs...

The Provincial People's Committee assigns the Department of Industry and Trade to preside over, coordinate, monitor, and urge the implementation of this Plan. At the same time, the Department of Industry and Trade, in coordination with the Department of Finance, will research and propose policies to support households in installing rooftop solar power systems and electricity storage systems, and report the results by May 2026.

Nghe An Power Company is responsible for ensuring safe operation of the power grid, reducing incidents, and guiding and facilitating connection procedures for households installing rooftop solar power systems.

Agencies, units, and localities are responsible for submitting reports on implementation results to the Department of Industry and Trade before December 25, 2026, for compilation and submission to competent authorities.
