Nghe An province issues plan for implementing the Law on Identity Cards.
(Baonghean.vn) - The People's Committee of Nghe An province has just issued Plan No. 173/KH-UBND dated March 8, 2024, on the implementation of the Law on Identity Cards in the province.
Accordingly, the Provincial People's Committee requests that provincial departments, agencies, district-level People's Committees, and relevant organizations coordinate closely, develop a specific roadmap, and ensure that the Law on Identity Cards is implemented uniformly and consistently throughout the province from July 1, 2024. They are also required to regularly inspect, supervise, and promptly resolve difficulties and obstacles during the implementation of the Law.

The Provincial People's Committee also requested relevant departments, agencies, and localities to coordinate with media outlets to disseminate and thoroughly explain the basic contents of the Law on Identity Cards and its implementing guidelines to all officials, civil servants, public employees, armed forces personnel, and people of all walks of life in the province.
The Provincial People's Committee has assigned the Provincial Police to coordinate with departments, agencies, and the People's Committees of districts, cities, and towns:
- Organize intensive training and professional development courses for leaders of agencies and organizations, and those directly involved in identity card management.
- Review relevant legal documents related to the Law on Identity Cards under the assigned state management authority; implement, within their authority, or recommend to competent authorities, timely amendments, supplements, replacements, repeals, or the issuance of new legal documents to ensure compliance with the provisions of the Law on Identity Cards and related legal documents detailing and guiding its implementation.
- Participate in providing input for the drafting of legal documents detailing the assigned contents in the Identity Card Law.
- The organization issues identity cards to citizens in accordance with the Law on Identity Cards and its implementing regulations.
- Organize inspections to monitor the implementation of the Identity Card Law and other legal documents detailing and guiding its implementation.
The Provincial People's Committee also requested provincial departments, agencies, and the People's Committees of districts, cities, and towns to organize the connection and sharing of specialized databases with the national population database and the identity card database; ensuring information security and safety and protecting personal data.

Based on this Plan, relevant provincial departments, agencies, and the People's Committees of districts, cities, and towns shall organize and implement it according to schedule, ensuring timeliness, consistency, uniformity, effectiveness, and efficiency.
The Law on Identity Cards was passed by the 15th National Assembly at its 6th session on November 27, 2023, and came into effect on July 1, 2024.
The law comprises 7 chapters and 46 articles, regulating the National Population Database, the Identity Card Database; identity cards, electronic identity cards; identity card certificates; and the rights, obligations, and responsibilities of relevant agencies, organizations, and individuals.
