Nghe An: The entire political system needs to focus on improving the PCI index.

(Baonghean.vn) - On the afternoon of April 5, under the chairmanship of comrade Nguyen Xuan Duong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, the Provincial People's Committee held a meeting to listen to and give opinions on a number of important contents. Also attending were the vice chairmen of the Provincial People's Committee, representatives of departments and branches.

At the beginning of the meeting, the Director of the Department of Home Affairs reported on the Project to promote administrative reform and improve the quality of cadres, civil servants and public employees in the period of 2016-2020. Previously, implementing Resolution 30/NQ-CP, the People's Committee of Nghe An province issued Decision 74/QD-UBND dated January 9, 2012 on the program of state administrative reform in Nghe An province in the period of 2012-2020.

Up to now, phase 1 (2011-2015) has ended; phase 2016-2020, the project sets the goal of promoting administrative reform, improving the quality of cadres, civil servants and public employees, gradually improving the effectiveness and efficiency of state management, improving the quality of service to people and businesses, the dynamism and friendliness of administrative agencies, contributing to promoting the socio-economic development of the province.

After listening to the opinions of the delegates attending the meeting, concluding this content, Chairman of the Provincial People's Committee Nguyen Xuan Duong said that the task of administrative reform is very important, however, the content of the project is not specific, it is necessary to supplement data, solutions, and complete the project to submit to the Provincial Party Committee in the coming time.

Next, the Department of Planning and Investment reported on the implementation of the project to improve the provincial competitiveness index, tasks and solutions for the period 2016-2020. Since 2006, PCI has been implemented to assess the quality of economic management of provinces and cities nationwide in building a favorable environment for the development of private enterprises. In 2010, Nghe An's PCI ranked 54/63, in 2011 Nghe An rose to 46th place, although it increased 5 places compared to 2010 but was still the lowest in the North Central region.

Based on the direction of the Provincial Party Committee, on July 13, 2012, the Provincial People's Committee issued Decision No. 2595/QD-UBND approving the project to improve and enhance the PCI index. After 3 years of implementation, the project has achieved certain results, however, there are still indicators that have decreased in score and low rankings; the capacity index has not increased sustainably, in 2014 Nghe An increased to position 28 but in 2015 it dropped to position 32.

In order to develop the business system and increase investment attraction of the province, the project sets the target of striving in 2016, aiming to 2020 to improve the score and ranking of the competitiveness index of Nghe An province, improve the business environment, and enhance the competitiveness of the province according to Resolution 19/NQ-CP dated March 12, 2015 of the Government. Specifically, to improve the score and PCI ranking compared to the whole country and the North Central region by strongly improving the investment and business environment; by 2020, raise the PCI ranking of the province to the top 20 of the country.

Concluding this content, Comrade Nguyen Xuan Duong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized that Nghe An has made progress in improving the PCI index but it is still not sustainable. Improving the PCI index is essentially improving the investment and business environment of Nghe An, therefore, it must be considered the task of the entire political system and business community and requires close and drastic direction from the leaders.

To achieve the set goals, it is necessary to synchronously implement groups of tasks and solutions, focusing on improving indicators that have not changed significantly; at the same time, continue to maintain and further improve the improved indicators. Immediately after this meeting, departments, branches and localities took action to improve the PCI index of the province.
