Nghe An: The entire political system needs to focus on improving the Provincial Competitiveness Index (PCI).

(Baonghean.vn) - On the afternoon of April 5th, under the chairmanship of Mr. Nguyen Xuan Duong, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, the Provincial People's Committee held a meeting to hear and give opinions on several important issues. Also attending were the Vice Chairmen of the Provincial People's Committee and representatives from various departments and agencies.

A general overview of the working session.

At the beginning of the meeting, the Director of the Department of Internal Affairs reported on the Project to promote administrative reform and improve the quality of cadres, civil servants, and public employees in the period 2016-2020. Prior to this, in implementation of Resolution 30/NQ-CP, the People's Committee of Nghe An province issued Decision 74/QD-UBND dated January 9, 2012, on the program for state administrative reform in Nghe An province for the period 2012-2020.

To date, phase 1 (2011-2015) has concluded; for the 2016-2020 phase, the project aims to accelerate administrative reform, improve the quality of cadres, civil servants, and public employees, gradually enhance the effectiveness and efficiency of state management, improve the quality of service to the people and businesses, and increase the dynamism and friendliness of administrative agencies, contributing to the socio-economic development of the province.

After listening to the opinions of the delegates attending the meeting, concluding the discussion on this matter, Chairman of the Provincial People's Committee Nguyen Xuan Duong stated that the task of administrative reform is very important; however, the content of the project is not specific enough and needs to be supplemented with data and solutions to complete the project before submitting it to the Provincial Party Standing Committee in the near future.

Next, the Department of Planning and Investment reported on the implementation of the project to improve the provincial competitiveness index, and the tasks and solutions for the 2016-2020 period. Since 2006, the PCI has been implemented to assess the quality of economic governance of provinces and cities nationwide in building a favorable environment for the development of private enterprises. In 2010, Nghe An's PCI ranked 54th out of 63, and in 2011, Nghe An rose to 46th place, an increase of 5 positions compared to 2010, but still the lowest in the North Central region.

Based on the directives of the Provincial Party Committee's Standing Committee, on July 13, 2012, the Provincial People's Committee issued Decision No. 2595/QD-UBND approving the plan to improve and enhance the Provincial Competitiveness Index (PCI). After three years of implementation, the plan has achieved certain results; however, there are still indicators with declining scores and low rankings; the capacity index has not increased sustainably, rising to 28th place in 2014 but falling to 32nd place in 2015.

To develop the province's business system and enhance investment attraction, the plan sets a target for 2016, with a vision towards 2020, to improve the score and ranking of Nghe An province's competitiveness index, improve the business environment, and enhance the province's competitiveness in accordance with Resolution 19/NQ-CP dated March 12, 2015 of the Government. Specifically, it aims to improve the PCI score and ranking compared to the whole country and the North Central region by significantly improving the investment and business environment; by 2020, the province's PCI ranking should be in the top 20 nationwide.

Concluding this discussion, Comrade Nguyen Xuan Duong, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, emphasized that Nghe An has made progress in improving its PCI index, but this progress is not yet sustainable. Improving the PCI index essentially means improving Nghe An's investment and business environment; therefore, it must be considered a task for the entire political system and the business community, requiring close and decisive leadership from top officials.

To achieve the set goals, it is necessary to implement a synchronized approach involving various tasks and solutions, focusing on improving indicators that have not shown significant progress; while simultaneously maintaining and further improving those that have already improved. Immediately following this meeting, relevant departments and localities should get involved in improving the province's PCI index.
