Nghe An province has banned all types of ships, boats, and transport vehicles from going out to sea starting at 10:00 AM on August 30th. Ships and boats currently operating at sea must return to shore and anchor to ensure safety before 3:00 PM on August 30th.
According to weather forecasts from the Nghe An Provincial Meteorological and Hydrological Station, at 04:00 on August 30th, the center of the tropical depression was located at approximately 17.7 degrees North latitude and 109.2 degrees East longitude, in the sea northwest of the Hoang Sa Special Zone, about 290km east-southeast of the northern part of Quang Tri province. The strongest winds near the center of the tropical depression were at level 7 (50-61 km/h), gusting to level 9, moving northwest at a speed of 20 km/h, with the potential to strengthen into a typhoon.
Due to the influence of the storm, the sea area of Nghe An province (including Hon Ngu island) is forecast to experience strong thunderstorms; winds will gradually strengthen to level 6-7, reaching level 8 with gusts up to level 10 in areas near the storm's center; waves will be 2.0-5.0m high, and the sea will be rough.
To ensure the safety of fishermen and vessels, on the morning of August 30th, in Official Dispatch No. 32/CD-UBND, the Chairman of the Provincial People's Committee - Head of the Provincial Civil Defense Command requested the Chairmen of the People's Committees - Heads of the Civil Defense Commands of coastal communes and wards; the Border Guard Command/Provincial Military Command; the Head of the Fisheries and Fisheries Inspection Sub-Department; and the heads of relevant units to urgently implement the following:

All vessels and transport vehicles are prohibited from going out to sea starting at 10:00 AM on August 30, 2025. Vessels currently operating at sea must return to shore and anchor safely before 3:00 PM on August 30, 2025.
Use all available means and methods to inform ships at sea about the storm's progress, guide and urge them to seek safe shelter or move out of the danger zone. Guide ships to anchor in safe shelters (including tourist ships and cargo ships); organize the relocation and anchoring of aquaculture cages and floating houses to ensure safety.
