From 2015 to the present, the industrymedicalNghe An province has recruited 697 doctors and pharmacists. Of these, 127 doctors and pharmacists are assigned to work in specialized units, in difficult areas, and mountainous regions. The sector has also sent 112 people (98 doctors and 14 pharmacists) to pursue doctoral and specialist training (level II); 433 people (394 doctors and 39 pharmacists) to pursue master's and specialist training (level I); and 323 people (176 doctors and 9 pharmacists) to pursue university degrees through bridging programs.

As of September 2020, Nghe An province had 3,942 doctors (both public and private), achieving a ratio of 8.5 doctors per 10,000 people. 90% of commune/ward/town health stations in the province have doctors working there (of which 20% are doctors seconded from district/city/town health centers). The Nghe An health sector aims to increase the ratio of doctors per 10,000 people to 13 doctors per 10,000 people (equivalent to 4,690 doctors) by 2025; and ensure that 90% of commune/ward/town health stations have doctors working there long-term...

According to this target, Nghe An needs to recruit an additional 1,188 doctors between now and 2025. In addition, 104 doctors will retire during the same period. Therefore, the entire province needs to recruit at least 1,200 more doctors. During this time, medical assistants will pursue further university degrees to become doctors, thus filling the remaining shortage.

Regarding recruitment and personnel matters in the health sector, at the online conference to implement tasks for the last three months of the year, held on the afternoon of September 28, 2020, Assoc. Prof. Dr. Duong Dinh Chinh, Director of the Department of Health, clearly stated:hospitalFinancially autonomous and non-financially autonomous medical centers should prioritize recruiting doctors, especially doctors to work at commune health stations.

“Currently, according to the decentralization of authority, the Director of the Department of Health has delegated recruitment authority to the directors of various units. However, this does not mean that unit directors can recruit however they want; they need to reserve staffing quotas for recruiting doctors. It's not acceptable to recruit en masse during their term of office, only to leave behind problems for their successors upon retirement. From now until 2025, a large number of young doctors will graduate, so there's no need to worry about not being able to recruit them. The Department of Health will strictly control this issue,” the Director of the Department of Health stated.

Alongside new recruitment, the Nghe An Department of Health requires district-level health units to proactively develop plans and strengthen training and human resource development.
