Nghe An: Commune officials warned for causing a disturbance at the commune office.
(Baonghean.vn) - Mr. Le Ngoc Anh was found to have "been behaving improperly, obstructing the work of the police...", according to the conclusion of the inspection agency.
On the morning of November 2nd, in an interview with a reporter from Nghe An Newspaper, Mr. Nguyen Thanh Bich, Chairman of the People's Committee of Nghia Binh commune (Tan Ky district), stated that the commune is considering imposing administrative penalties on Mr. Le Ngoc Anh after the Tan Ky District Party Committee's Inspection Committee concluded its disciplinary action against him within the Party.
Mr. Anh is the Deputy Secretary and Chairman of the Party Committee's Inspection Committee of Nghia Binh commune.
Previously, as reported by Nghe An Newspaper, Mr. Nguyen Van Tuan (32 years old, residing in Hamlet 7, Nghia Binh Commune) rented a combine harvester from Yen Thanh District to Nghia Binh Commune to harvest crops for local people at a price of 180,000 VND per sao (approximately 1000 square meters). Later, some people from Ha Tinh Province also brought two more combine harvesters to Nghia Binh to work. However, this group from Ha Tinh only charged the locals 160,000 VND per sao.
On the afternoon of September 20th, believing that this group of people were trying to undercut prices, Tuan started a fight and then attacked them, causing three men from Ha Tinh to be hospitalized. The Tan Ky District Police subsequently took Tuan and the harvesting machine he had rented to the Nghia Binh commune headquarters to clarify the intentional infliction of injury case. Nguyen Van Tuan is the nephew of the Deputy Secretary of Nghia Binh commune.

According to the conclusion of the Tan Ky District Party Committee's Inspection Committee, on the evening of the same day, after drinking alcohol, Mr. Le Ngoc Anh arbitrarily entered the area where police officers were working with a traffic offender.
“While the commune police were drawing up a report with the offender, Comrade Le Ngoc Anh exhibited several inappropriate behaviors that obstructed the police's work,” the inspection team concluded. “Specifically, Mr. Anh spoke loudly, slammed his hand on the table causing a disturbance, and arbitrarily took the police report with the offender outside. When the police tried to stop him and retrieve the report, Comrade Le Ngoc Anh punched Comrade Hoang Dinh Tam – the head of the commune police – in the chest.”
The following morning, Mr. Le Ngoc Anh returned to the commune office to return the report to the police.
According to the Tan Ky District Party Committee's Inspection Committee, Mr. Le Ngoc Anh's actions did not cause any injury to the commune police chief and resulted in minor consequences. The reason for this violation was that the Deputy Secretary of the commune was related to the offender and had consumed a large amount of alcohol, thus losing control of his actions and speech. The committee determined that this behavior did not warrant criminal prosecution.
Mr. Le Ngoc Anh's behavior was deemed to have disrupted public order, hindered the performance of duties by the commune police, and negatively impacted the image, moral character, and lifestyle of officials and Party members. Due to these violations, the Deputy Secretary of Nghia Binh commune was disciplined with a warning.
In addition, the inspection agency also recommended that the commune authorities impose administrative penalties on Mr. Le Ngoc Anh for the aforementioned violations.
