Nghe An terminates CIENCO4's Cau Cau Tea Island Tourist Area project.
Following the direction of the Provincial Party Standing Committee, the People's Committee of Nghe An province recently issued a document instructing the Department of Finance to issue a decision terminating the activities of the Cau Cau Mixed-Use Tourism, Service and Resort Project of CIENCO4 Group Joint Stock Company.
On May 28, 2026, the Provincial People's Committee issued Official Letter No. 6019/UBND-CN regarding the plan for handling the Cau Cau Mixed-Use Tourism, Service and Resort Project, addressed to the Departments of Finance, Construction, Agriculture and Environment, Culture, Sports and Tourism; the People's Committee of Hoa Quan Commune; and CIENCO4 Group Joint Stock Company.

In Official Letter No. 6019/UBND-CN dated May 28, 2026, the Provincial People's Committee requested CIENCO4 Group Joint Stock Company to cease all activities related to the project and to liquidate the investment project itself in accordance with the law on asset liquidation (if any) when the investment project ceases operation.
The Provincial People's Committee assigns the Department of Finance to issue a decision to terminate the project's operation and revoke the Investment Registration Certificate in accordance with Clauses 3 and 6, Article 48 of the 2020 Investment Law; Point C, Clause 2, Article 57 of Government Decree No. 31/2021/ND-CP; and to advise the Provincial People's Committee on terminating, revoking, or canceling legal documents related to the aforementioned project in accordance with the law.
The Department of Construction is tasked with advising the Provincial People's Committee on a plan to address the Provincial People's Committee's Decision No. 5868/QD-UBND dated December 5, 2017, approving the detailed construction plan at a scale of 1/2000.

At the same time, the Provincial People's Committee assigned the Hoa Quan Commune People's Committee to continue monitoring and managing land use, ensuring security and safety in the area.
Recently, Nghe An's newspapers, radio, and television have published several articles reflecting on the shortcomings and problems in the area where the Cau Cau Mixed-Use Tourism, Service, and Resort Project is being implemented in Hoa Quan commune.
Because CIENCO4 Group Joint Stock Company has not implemented the project for many years.Cau Cau Mixed-Use Tourist, Service and Resort AreaThe People's Committee of Thanh Chuong district (formerly) and later Hoa Quan commune (later the People's Committee of Hoa Quan commune) have repeatedly petitioned the competent authorities to direct the inspection and definitive handling of this project in accordance with the law.

At the end of 2025, assigned by the Provincial People's Committee, the Department of Finance coordinated with relevant departments and agencies, along with the Hoa Quan commune government, to inspect the site for the implementation of the Cau Cau Mixed-Use Tourism, Service and Resort Project.
At the subsequent meeting, the Department of Finance agreed with the relevant parties to report and recommend that the competent authority consider and decide to terminate the operation of the Cau Cau Mixed-Use Tourism, Service and Resort Project of CIENCO4 Group Joint Stock Company.
