Nghe An province takes care of people who have rendered meritorious services through concrete and practical actions.

Every July, in the revolutionary homeland of Nghe An, numerous activities are held to express gratitude to the families of those who rendered meritorious services to the nation. This year, in particular, the province has allocated an additional 38.6 billion VND from its budget to present gifts to all 77,318 people who rendered meritorious services throughout the province, demonstrating its appreciation through practical actions.

An additional 38.6 billion VND was given as gifts to people who rendered meritorious services.

Throughout history, Nghe An has always been a land rich in patriotic and revolutionary traditions; a place where generations of its people have dedicated their youth, blood, and lives to the independence and freedom of the Fatherland.

In Nghe An province, there are currently 77,318 people who have rendered meritorious services to the revolution, relatives of martyrs, and those who worship martyrs. Each person is a part of historical memory, reminding us of the value of peace and the responsibility to show gratitude. Therefore, for Nghe An, caring for those who have rendered meritorious services is a regular political task, demonstrating the principle of "drinking water, remembering the source" and the responsibility of the entire political system.

To commemorate the 79th anniversary of the Day of War Invalids and Martyrs on July 27th this year, the movement of gratitude and "repaying kindness" has spread widely with many initiatives.Specific, practical activities.

At the provincial and local levels, in addition to allocating budget and organizing delegations to directly visit and present gifts to Vietnamese Heroic Mothers, wounded soldiers, sick soldiers, policy beneficiary families, and meritorious individuals, they have actively connected social resources to organize many activities such as free medical examinations and medicine distribution; repairing and building houses of gratitude; organizing "Meals of Gratitude"...

The Department of Internal Affairs also directed localities to organize the payment of gifts from the President to Vietnamese Heroic Mothers, relatives of martyrs, wounded soldiers, sick soldiers, those receiving benefits similar to wounded soldiers, and those who participated in the resistance war and were exposed to chemical toxins, wounded soldiers receiving disability benefits, and those who worship martyrs (in cases where the martyrs have no surviving relatives), with a total amount exceeding 23.6 billion VND.

At the same time, from the budget allocated under Resolution No. 31, dated December 6, 2024, of the Provincial People's Council, gifts were given to 101 people who rendered meritorious services to the revolution but were not eligible for gifts from the President, including: veteran revolutionary cadres, pre-revolution cadres, Heroes of the People's Armed Forces, Labor Heroes, prisoners of war, and those who contributed to the revolution; gifts were also given to 260 exemplary people who rendered meritorious services to the revolution and relatives of martyrs; and to two units caring for, nurturing, and rehabilitating people who rendered meritorious services to the revolution and the Management Board of the Vietnam-Laos International Martyrs' Cemetery, with a total amount exceeding 700 million VND.

In particular, this year, the Standing Committee of the Nghe An Provincial Party Committee decided to allocate an additional 38.6 billion VND from the local budget to give gifts to all 77,318 people who have rendered meritorious services to the revolution, relatives of martyrs, and those who worship martyrs in the province, with each gift worth 500,000 VND.

According to Deputy Director of the Department of Internal Affairs Vi Ngoc Quynh: This is the first time Nghe An has allocated a large budget to give gifts to all those who have rendered meritorious services to the revolution. This is not simply material support; it is an act of gratitude towards those who have dedicated and sacrificed for the independence and freedom of the Fatherland. This policy reflects the province's consistent viewpoint: As the economy develops and resources are increased, the achievements of development must prioritize caring for the lives of the people, first and foremost those who have rendered meritorious services to the revolution.

Directing the delivery of gifts to beneficiaries before July 27th is also a way to ensure that gratitude goes beyond mere policy, and is concretized through timely, practical, and meaningful actions.

Expeditiously disburse payments promptly and to the correct recipients.

To ensure that the gifts of gratitude from the Party Committee, government, and people of the province reach the recipients in time for the War Invalids and Martyrs Day on July 27th, the Provincial People's Committee has directed localities to urgently organize the payment to the correct recipients, in a public and transparent manner, and to complete the process between now and July 27th.

In response to the province's request, many facilities are currently mobilizing manpower and advancing local resources to ensure timely payments to eligible beneficiaries.

LoveNguyen Minh Chau, a first-class soldier from Hung Tan 2 hamlet, Hung Nguyen Nam commune, shared: "Besides the gifts of gratitude from the Central Government and the commune on the occasion of July 27th, this year there are additional gifts from the province for all beneficiaries of preferential policies. This makes those eligible for preferential policies feel appreciated."What warms our hearts even more is not the monetary value of the gift, but the province's concrete act of care."

According to Ms. Hoang Thi Hoai Thanh, Vice Chairman of the People's Committee of Hung Nguyen Nam commune: The commune currently has 1,393 beneficiaries of social policies. To ensure timely payment of benefits to these beneficiaries, immediately after receiving the Provincial People's Committee's Decision on July 24, 2025, regarding the allocation and supplementary budget for communes and wards to pay gifts according to the Provincial Party Committee's Standing Committee's policy, Hung Nguyen Nam commune developed a plan and arranged personnel to carry out payments in each residential cluster in the former commune areas, determined to complete the process before July 27.

Besides fully distributing gifts from the President and the province, on this occasion, Hung Nguyen Nam commune actively mobilized over 200 million VND for the "Gratitude and Repayment" Fund; organized visits, gift-giving, and support for 147 people with meritorious services and relatives of martyrs; renovated memorial sites, and organized incense offerings at the Vietnam-Laos International Martyrs Cemetery, Truong Bon National Historical Site, and many other historical sites.

To ensure that the meaningful gifts from the province reach policy beneficiaries in a timely manner, the Standing Committee of the Kim Lien Commune Party Committee directed the Commune People's Committee to review the list and focus on disbursing the funds before July 27th.

On this July 27th, in the homeland of President Ho Chi Minh, the entire political system and community are organizing activities to visit and present gifts to those who have rendered meritorious service. Local authorities are implementing a campaign to collect DNA samples from relatives of unidentified martyrs, with results exceeding 80% of the plan to date, contributing to the effort to identify those who have sacrificed their lives.

According to Phan Van Canh, Deputy Secretary of the Party Committee of Kim Lien commune: Currently, the locality is also developing a plan to mobilize and allocate funds to carry out the repair and upgrading of memorials and martyrs' cemeteries in the area; continue to review, support, and complete the elimination of 100% of temporary and dilapidated houses of policy beneficiary families; digitize all records of meritorious people; and at the same time accelerate the completion of the campaign to collect DNA samples from relatives of martyrs. These actions not only address immediate needs but also lay the long-term foundation for commemorating war invalids and martyrs using digital data, in a more scientific and humane way. These are practical activities leading up to the 80th anniversary of the Day of War Invalids and Martyrs in 2027.

In Anh Son commune, Vice Chairman of the People's Committee Bui Thanh Dung said: On this July 27th occasion, in addition to fully and promptly paying gifts from the President and the province to 595 people with meritorious services in the area, the commune also allocated additional local budget to give gifts to hundreds of policy beneficiaries; at the same time, mobilizing social resources to care for families of people with meritorious services through specific activities, such as supporting house construction and repair; organizing "Meals of Gratitude," visiting and giving gifts to policy beneficiary families... Thousands of officials, union members, youth and people participated in beautifying local memorials and caring for each martyr's grave at the Vietnam-Laos International Martyrs' Cemetery; organizing journeys to the source, offering incense at martyrs' cemeteries inside and outside the province; inaugurating the "Drinking Water, Remembering the Source" festival, the "Vietnam-Laos Heroic Song" art program, the traditional football tournament and many historical education activities for the younger generation.

In particular, the candle-lighting ceremony at three memorials in the area and the central-level candle-lighting ceremony at the Vietnam-Laos International Martyrs' Cemetery continue to be sacred highlights of July, connecting the past with the present, fostering patriotism and responsibility of today's generation towards those who have fallen.

It can be said that, from gifts handed directly to the recipients, houses renovated or repaired with support, digitized records, DNA samples collected to identify fallen soldiers, to the decision to allocate tens of billions of dong from the local budget, the "Gratitude and Remembrance" work in Nghe An today has transcended the meaning of a mere commemorative activity. It is an expression of gratitude concretized through policies, resources, and the responsibility of the entire political system.

This is also a worthy way to continue the revolutionary tradition in the homeland of President Ho Chi Minh: transforming gratitude into action, transforming tradition into a driving force for development, so that every achievement of Nghe An today carries with it gratitude to those who sacrificed for the independence, freedom, and peace of the Fatherland.
