In Nghe An, the Provincial Consumer Protection Association has increased its study of relevant legal documents such as the Consumer Protection Law, the Commercial Law and guiding documents regulating violations in commercial business activities, etc. to strengthen coordination in inspecting and resolving complaints and protecting consumer rights. There are cases where, after inspection and verification, the issue has been clarified.

For example, at the beginning of the year, consumers reported that the Health Care Center at 35 Phan Boi Chau Street, Vinh City, sold salt products with questionable prices and origins. After receiving the information, Market Management Team No. 3 checked and verified that the salt shipments were all domestically produced with proper product labels and the facility listed the selling price. When buying and selling, both parties agreed.

On April 15, 2024, Mr. Nguyen Quoc Dat, Dien Van commune, Dien Chau district reported that the electronics supermarket system in Dien Ky commune sold Sunhaase Apex brand gas stoves suspected of being of poor quality. After receiving the information, the Office of the Provincial Consumer Rights Protection Association worked with the Nghe An Market Management Department to investigate and verify.

Through the inspection of Market Management Team No. 1, the owner purchased and used the gas stove product beyond the warranty period, therefore, the supermarket agreed to repair it for free for the consumer. At the time of inspection, the store owner presented all invoices and documents related to the goods. Through analyzing the above contents, Mr. Nguyen Quoc Dat accepted the inspection results.

In another case, a resident of Nghi Hop commune, Nghi Loc district reported that he bought a Son Ha brand water bottle at a local dealer system. When he bought the product, it had a 10-year warranty, but after only 2 years of use, the product showed signs of damage. Immediately after the complaint, Son Ha company proactively met with the customer to promptly handle the situation.

Recently, Duc Phong Company Limited reported the error of the water meter, requesting to recalculate the amount of water for the Company. After receiving the complaint, the Consumer Rights Protection Association worked with the parties to resolve the matter. On August 31, 2024, Nghe An Water Supply Company issued Official Letter No. 180/CNNA-KH to the Provincial Consumer Rights Protection Association, acknowledging the meter error, agreeing to replace the meter free of charge and pay the customer because the meter ran faster than standard.

However, in reality, when their rights are violated, very few people seek help from the authorities to resolve and protect them; many people still do not know how to protect their rights and interests. Therefore, in addition to raising consumer awareness, it is necessary for state management agencies to intervene, strengthen the role and responsibility of authorities at all levels, in order to promptly detect and thoroughly handle this problem.

Strengthen propaganda to raise awareness

Currently, violations of the law on consumer protection are still occurring. The main violations of consumer rights are the production and trading of counterfeit goods, fake goods, poor quality goods, expired goods, food safety violations, goods of unknown origin, not posting prices and not selling at listed prices... causing property damage and affecting the health of consumers.

With artificial intelligence technology, just say the brand name, then the phone will display a series of advertising pages related to the product. Abundant goods and fake and poor quality goods also "bloom a hundred flowers".

While the market is complex, many consumers are still hesitant, afraid of collision, and do not dare to complain or sue, leading to consumers' rights often being ignored when they are violated. The work of protecting consumers' rights when purchasing goods via e-commerce is also difficult to control and handle effectively. Many people are disappointed when receiving goods because they are far from the advertised image; when requesting to exchange or return goods, the seller gives many reasons, even blocking phone numbers, deleting Facebook pages...

Mr. Nguyen Van Thang - Chairman of the Provincial Consumer Protection Association, said: In the coming time, we will continue to closely coordinate with functional agencies in anti-commercial fraud activities; strengthen propaganda activities, through seminars and conferences to advise on consumer complaints. At the same time, raise consumers' awareness of their rights and responsibilities, guide healthy and economical consumption; encourage domestic consumption, protect the environment.

These activities are very necessary to protect the legitimate rights of consumers and the reputation of genuine production and service businesses in the province. Implementing the Plan of the Vietnam Consumer Protection Association on the Implementation of the "Month of Action for Food Safety" in 2024, the Provincial Consumer Protection Association has developed a Plan to implement the month of action on Food Safety and Hygiene and participated in food contamination risk monitoring delegations organized by the Provincial Department of Food Safety and Hygiene. Coordinated with the Inspection Delegation of the Provincial Department of Science and Technology to directly collect gasoline and gold samples from business establishments in the whole province for quality testing. At the same time, there are many activities to advise consumers when buying and selling goods, with businesses producing goods; Limit the use of plastic bags when shopping to ensure the environment...
