Nghe An has two new Vice Chairmen of the Provincial People's Committee.
Comrades Hoang Phu Hien and Phung Thanh Vinh were elected by the Nghe An Provincial People's Council to the positions of Vice Chairmen of the Provincial People's Committee for the term 2021-2026.
On the morning of February 25th, in Vinh City, at the 27th session of the 18th term of the Nghe An Provincial People's Council (2021-2026), two additional Vice Chairmen of the Provincial People's Committee were elected for the 2021-2026 term.
Attending the meeting were: Comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee; Comrade Nguyen Van Thong - former Standing Deputy Secretary of the Provincial Party Committee, Provincial People's Council delegate; Comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Comrade Vo Thi Minh Sinh - Member of the Standing Committee of the Provincial Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of the province, Head of the Provincial National Assembly Delegation; other members of the Standing Committee of the Provincial Party Committee; leaders of the Provincial People's Committee, the Provincial National Assembly Delegation and delegates of the Provincial People's Council.
Comrades Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Nam Dinh - Member of the Standing Committee of the Provincial Party Committee, Standing Vice Chairman of the Provincial People's Council; and Nguyen Nhu Khoi - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council co-chaired and conducted the session.

At the meeting, Comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee - presented a proposal to nominate the following comrades for the election of additional Vice Chairmen of the Nghe An Provincial People's Committee for the 2021-2026 term: Comrade Hoang Phu Hien - Member of the Provincial Party Committee, Director of the Department of Transport; and Comrade Phung Thanh Vinh - Member of the Provincial Party Committee, Director of the Department of Agriculture and Rural Development.
Immediately afterwards, the Provincial People's Council proceeded with the process of electing two additional Vice Chairmen of the Provincial People's Committee through a secret ballot. With 100% of the attending delegates voting in favor, the Provincial People's Council unanimously elected comrades Hoang Phu Hien and Phung Thanh Vinh to the positions of Vice Chairmen of the Provincial People's Committee.

Subsequently, the Nghe An Provincial People's Council passed resolutions confirming the results of the election of the Vice Chairmen of the Provincial People's Committee for the 2021-2026 term.

Thus, the leadership of the Nghe An Provincial People's Committee for the 2021-2026 term currently consists of Chairman Le Hong Vinh and five Vice-Chairmen: Bui Thanh An, Bui Dinh Long, Nguyen Van De, Hoang Phu Hien, and Phung Thanh Vinh.

Nghe An is the province with the largest area in the country, nearly 16,500 square kilometers.2According to the latest statistics, the province has a population of nearly 3.7 million people; it has a land border of over 468 km and a coastline of 82 km. The province comprises 20 districts, cities, and towns (including 11 mountainous and high-altitude districts and towns) with more than 510,000 ethnic minority people.
The province has diverse topography, harsh weather conditions, frequent floods, flash floods, and droughts; in particular, the vast mountainous region (over 83% of the province's total area) has a fragmented and rugged terrain, causing many difficulties in production activities and posing numerous potential problems for security, national defense, order, and social safety.
The Law on Organization of Local Government stipulates that the Government shall regulate the number of Vice Chairmen of the Provincial People's Committee. According to Decree No. 08/2016/ND-CP dated January 25, 2016, of the Government on the number of Vice Chairmen of the Provincial People's Committee, Nghe An province is stipulated to have no more than 4 Vice Chairmen of the Provincial People's Committee.
However, based on the actual situation of Nghe An province, in Resolution 137/2024/QH15, dated June 26, 2024, on supplementing pilot mechanisms and specific policies for the development of Nghe An province, effective from January 1, 2025, the National Assembly allows the People's Committee of Nghe An province to have no more than 5 Vice Chairmen.
Accordingly, the province has been allocated an additional Vice Chairman of the Provincial People's Committee to be in charge of the mountainous region, in order to strengthen leadership and guidance for the socio-economic development of Western Nghe An province, in accordance with the orientation in Resolution No. 39-NQ/TW dated July 18, 2023, of the Politburo on building and developing Nghe An province until 2030, with a vision to 2045.
