Responding to a proposal from a provincial People's Council delegate during the plenary session on the morning of July 12th regarding the increase in certain types of crime, Colonel Nguyen Huu Cau, Director of the Provincial Police, stated that according to statistics from the Provincial Police, the crime rate in the province during the first six months of the year was low compared to the national average, and particularly serious crimes decreased significantly.

However, according to Colonel Nguyen Huu Cau, there were three types of crimes that increased: human trafficking, with a total of 4 cases, an increase of 2 cases. The main reason is that some individuals who were previously trafficked to China are now returning to lure people in some localities, mainly in the mountainous and highland areas of the province.

"I urge voters in mountainous areas to closely monitor their children and not be swayed by enticements to send them to work in high-paying jobs. This is a tactic used by human traffickers," Colonel Cau warned.

Crimes involving intentional infliction of injury also increased, with 144 cases, up 32 cases compared to the same period last year. According to the Provincial Police Chief, the cause is the impulsiveness and deviant behavior of some young people, even to the point of challenging each other to fights on social media.

Colonel Cau stated that, in the past period, the 113 police force and the riot police have been deployed very promptly, preventing many fights. However, to prevent this crime, Colonel Cau suggested that voters should follow the proverb: "A moment of patience saves nine troubles," and that conflicts should not be resolved through violence.

Gambling crimes also increased compared to the same period last year. In the first six months of the year, the police arrested 731 cases, an increase of 32 cases, involving more than 2,870 individuals and seizing nearly 5.6 billion VND. According to the Provincial Police Director, the most important reason for the increase in this type of crime is the increasingly relaxed legal regulations on gambling. The 2015 Criminal Law stipulates that only amounts of 5 million VND or more are subject to criminal prosecution.

Colonel Nguyen Huu Cau also emphasized: "In reality, gambling in the province may be even more complex. These are only the cases that the police force has discovered. We propose that this is the responsibility of the whole society; we must all focus on resolving this issue."

Regarding the crime prevention measures that voters believe are still insufficient, Colonel Nguyen Huu Cau stated that crime prevention is carried out in two aspects: social prevention, meaning the entire society must participate, and professional prevention, which is implemented by specialized agencies.

In the first six months of the year, the province organized 800 thematic propaganda sessions, 1,758 crime prevention and drug prevention campaigns; organized 55,000 students to sign pledges not to fall into drug abuse; and printed 1,200 books and more than 500 news articles for propaganda purposes.

In addition, the province has also established 8,400 models to ensure security and order, such as: the Veterans' Club for ensuring security and order in Quynh Luu, the peaceful parish free from crime and social evils in Nghi Quang (Nghi Loc), community cameras in Vinh City, and clubs for preventing human trafficking in mountainous districts...

"It can be said that we have already implemented many preventive measures. However, we need to strengthen them in the future," the Provincial Police Chief affirmed after citing supporting data.
