Nghe An: Key figures and events in 2025
The year 2025 marks historic turning points for Nghe An: Completion of the restructuring of the administrative apparatus and operation of a two-tiered government; successful organization of Party Congresses at all levels; economic growth of 8.44%; budget revenue exceeding 26,000 billion VND for the first time; FDI exceeding 1 billion USD; and leading the country in the high school graduation exam. Overcoming successive natural disasters, Nghe An maintained stability, creating momentum for comprehensive breakthroughs.

Nghe An successfully implemented a revolution in organizational restructuring and the establishment of a two-tiered local government model. Before the restructuring, Nghe An had 21 departments and agencies; after the restructuring, only 15 remained. From 20 districts, cities, and towns (412 communes and wards), 130 commune-level administrative units were established, comprising 119 communes and 11 wards.




Successfully organizing Party Congresses at all levels for the 2025-2030 term. The preparation and organization of the 20th Party Congress of Nghe An province were assessed as systematic, scientific, and modern.

Nghe An province was successively affected by typhoons (numbers 3, 5, and 10), with a wide area of impact causing heavy damage (nearly 9,000 billion VND). In this difficult situation, the direction, response, and recovery efforts following the natural disasters were implemented quickly, promptly, and effectively; organizations and individuals continued to demonstrate the spirit of mutual support and solidarity, joining hands to assist the people in the affected areas to overcome difficulties and quickly stabilize their lives.






The economy continued its growth momentum across all sectors, with some notable highlights. The Gross Regional Domestic Product (GRDP) growth rate is estimated at 8.44% (ranking 3rd in the North Central sub-region and 13th nationwide); State budget revenue is estimated at over 26,560 billion VND, reaching nearly 150% of the projected target, an increase of 3.9% compared to 2024 (the first year exceeding 26,000 billion VND, ranking 17th nationwide and 2nd in the North Central region).

Attracting investment continues to be a bright spot, with the total newly registered and increased investment capital of projects reaching over VND 40.28 trillion (as of November 30, 2025); of which, foreign direct investment (FDI) attracted over USD 1 billion, continuing to be among the localities attracting the most FDI in the country.


Successfully organized many important provincial events: the 135th anniversary of President Ho Chi Minh's birth; the Lang Sen Festival and the inauguration of the statue "Uncle Ho visiting his hometown"...



Many key projects and works have been focused on, basically completed and put into use, such as: the coastal road from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An), section from Km7 to Km76; the second phase of the Nghe An Oncology Hospital; the expansion and renovation project of Vinh Airport…; and the commencement of the Cua Lo deep-water seaport project to accommodate ships with a tonnage of up to 200,000 DVT, with a total investment of nearly 9,000 billion VND.




Cultural, social, and social welfare sectors have received attention and achieved many positive and clear results: In the 2025 high school graduation exam, Nghe An ranked first nationwide; ranked 5th nationwide in the national excellent student competition; the quality of medical examination and treatment services has improved; the health insurance coverage rate is estimated to reach 95%. Activities supporting and connecting labor supply and demand, and job creation have been given attention (in 2025, approximately 49,000 people will find jobs). The program to mobilize and support the construction and repair of houses for the poor and those with housing difficulties has been implemented vigorously (achieving the goal of eliminating 20,802 temporary and dilapidated houses, reaching 100% of the plan).

Administrative reform, linked with digital transformation, continues to receive strong and decisive direction, achieving many positive results. The online processing of applications has been implemented seriously and synchronously on the National Public Service Portal and the province's administrative procedure information system. The entire province has published 2,267 administrative procedures on the National Database of Administrative Procedures (including 1,854 provincial-level procedures and 413 commune-level procedures); 100% of administrative procedures have had electronic processes established and public service configurations established on the province's administrative procedure information system. The reduction and simplification of administrative procedures related to production and business activities have been accelerated, contributing to an average reduction of approximately 35% in processing time and 17% in compliance costs for citizens and businesses.




National defense, security, and social order and safety work continued to be strengthened and implemented synchronously and effectively. Crimes against social order were contained and reduced by more than 11.7% compared to the same period in 2024. 2025 marks the 10th consecutive year that Nghe An Provincial Police has been honored to rank first in the administrative reform index within the entire People's Police force. The all-people national defense posture, linked with the people's security posture, has been firmly consolidated. Localities achieved 100% of their recruitment and troop deployment targets; organized defense drills at the Regional Defense Command 1 - Van An and combat drills in Yen Trung commune within the defense zone, ensuring safety and achieving good results.




External relations activities were implemented synchronously, with a focus on key areas and many notable achievements. Provincial leaders worked with international delegations to strengthen cooperative relations with strategic partners and expand new areas of cooperation. The Provincial People's Committee issued decisions to send 59 delegations with 231 officials and civil servants on overseas business trips; organized meetings with 14 delegations and 160 foreign nationals; and granted permits for organizing 8 international conferences in Nghe An.
