Nghe An has diverse sources of social housing supply.

Facing the risk of a shortage of social housing supply, since the end of 2024, based on support policies from the central government, Nghe An province has called for and facilitated investment projects in the housing construction sector. As a result, from the beginning of 2025 to the present, a series of housing projects have been licensed and commenced. It is expected that within the next year, Nghe An will have nearly 7,000 social housing units completed and put into use.

Proactively expedite progress.

In mid-June, the construction sites of social housing projects in the Vinh urban area were bustling with activity. At the Social Housing Area (NOXH-2) in the urban area of ​​Hung Loc commune, Vinh Loc ward, invested by Hung Son Investment and Trading Joint Stock Company, hundreds of workers along with numerous machines and cranes were working intensively on the 5th floor.

Not far from there, the My Thuong social housing project is also under construction, with the foundation work underway. Across the Van Xuan road, the Hung Loc Homes project, a housing complex for low-income earners and employees in Vinh Loc ward, is also undergoing quite busy construction.

In Vinh Hung ward, the Bac Nghi Kim Urban Project (18 hectares), developed by An Thinh Phat Company, is also under construction, including social housing units comprising 4 five-story buildings with 367 apartments. Despite facing fluctuations in raw material prices, the investor remains committed to ensuring the handover schedule.

Additionally, in May and June, the Nghe An Department of Construction announced the planning for a series of large-scale housing projects: 2,300 units in Truong Vinh ward and Lam Thanh commune; 1,500 units on Ly Tu Trong street (Vinh Phu and Vinh Loc wards); and 1,279 units in the VSIP Nghe An residential area.

Most recently, on June 12th, the Provincial People's Committee approved the Department of Construction to announce information and select an investor for a social housing project covering nearly 4 hectares in Block 21, Vinh Phu Ward, including both social housing and commercial housing.

Currently, the Provincial People's Committee is also actively urging the progress of the construction of the 44-house project by Trong Dong Real Estate Investment Joint Stock Company and the 708-house project by the Trang An - Military Petrochemical joint venture (both in Truong Vinh ward). At the same time, the province requires Dai Hue Construction and Trading Investment Joint Stock Company to fulfill its commitment to the progress schedule for the 304-house project in the Dong Dau New Urban Area.

A representative from the Department of Construction added: To achieve the targets for 2026 and subsequent years, the Provincial People's Committee has continuously established inspection teams to monitor progress since the beginning of the year; and has promptly resolved obstacles and difficulties for investors to ensure that social housing projects are completed on schedule. With the current progress, Nghe An strives to complete the target of 2,000 social housing units by 2026 ahead of schedule to focus efforts on the following year. Of these, six investors with social housing projects, equivalent to 3,000 units, are required to sign commitments to complete them in 2026 and 2027.

Diversify supply sources.

According to the Ministry of Construction, social housing includes social housing apartments in commercial housing projects, independent social housing projects, and worker accommodation in industrial parks. Currently, due to tight public investment, the construction of social housing depends on the capital mobilization capacity of investors. According to a representative from the Housing and Real Estate Market Management Department of the Department of Construction, one of Nghe An's advantages in building social housing is the active participation of FDI enterprises.

These businesses invest capital in building housing for workers and attract labor to work for their companies. Preliminary statistics show that in the period 2020-2025, FDI enterprises built approximately 1,600 units, and in the period 2026-2030, it is expected to build about 2,834 units. This provides a basis for Nghe An to exceed its social housing target for the previous period. In 2026, the province strives to complete the target of 2,000 units early to create momentum for the following year.

However, the reality is that apartments in FDI-funded housing complexes are only accessible to professionals and high-income workers, making them difficult for the majority of factory workers to afford. In fact, the demand for rental housing in wards and communes near industrial zones such as Vinh Hung, Hung Nguyen, and Trung Loc is very high. Therefore, local residents utilize every available space, renovating their homes or, if they have land, building mini-apartment buildings or rows of rental rooms for workers.

Surveys conducted in hamlets near VSIP Nghe An 1 Industrial Park, such as Phuc Dien and Khoa Da, show that each alleyway has dozens of houses built for rent, ranging from 2 to 5 stories high, with 10 to 20 rooms each. Representatives from Hung Nguyen commune confirmed that since the initial investment and construction phase of VSIP factories, thousands of construction workers have sought rental accommodation. Currently, the commune has over 200 establishments and households providing rental services, with over 11,000 people registered as temporary residents.

To meet the growing housing needs of workers and laborers, the Provincial People's Committee has instructed the Southeast Economic Zone to urge investors to construct social housing projects in industrial parks.

Of the three locations planned for social housing in industrial parks, location number 3 in WHA Industrial Park, originally planned for MK Solar Power JSC and comprising 2,880 units, has been taken over by Entiz Construction JSC. Location number 1 (Nam Cam Industrial Park), developed by Kim Thi Real Estate JSC, includes seven high-rise buildings (nearly 600 apartments).

To date, four buildings with nearly 300 units have been completed and put into use, and the investor is continuing to start construction on the remaining three. Location No. 2 in Hai Loc commune: The project, comprising 206 units by Song Lam Cement Joint Stock Company, is facing obstacles. The province is urgently directing the investor to resolve legal issues and complete the procedures for connecting to National Highway 7C to proceed with the project; otherwise, the project will be considered for revocation.

Following the direction of the National Steering Committee on Housing and Real Estate Market regarding the creation of land funds for the construction of social housing projects for rent, the Provincial People's Committee has assigned the Provincial Land Fund Development Center to review and reclaim urban areas and areas near industrial parks that are underutilized or not being developed, and to consider prioritizing them for the construction of social housing for rent.

According to the Government's Resolution on assigning targets for social housing development in the period 2025-2030, Nghe An province has been assigned a target of building 26,825 social housing units, including 2,000 units in 2026 and from 2027 to 2030, with each unit ranging from 5,800 to 5,900, more than double the target for 2026.
