Nghe An leads the country in the results of eliminating temporary and dilapidated houses.

On the afternoon of March 10th, the Central Steering Committee for the nationwide implementation of the elimination of temporary and dilapidated housing held its third meeting.

Comrade Pham Minh Chinh - Member of the Political Bureau, Prime Minister, and Head of the Central Steering Committee - presided over the meeting at the Government headquarters.

Attending the meeting at the Government Headquarters were: Nguyen Hoa Binh - Member of the Political Bureau, Standing Deputy Prime Minister, Deputy Head of the Steering Committee; Do Van Chien - Member of the Political Bureau, Secretary of the Central Committee of the Party, Chairman of the Central Committee of the Vietnam Fatherland Front, Deputy Head of the Steering Committee; and representatives from relevant ministries, sectors, and agencies.

The working session was held online with connection points in 63 provinces and cities. At the Nghe An Provincial People's Committee connection point, Comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Deputy Head of the Standing Committee of the Steering Committee for mobilizing and supporting the construction and repair of houses for the poor and those with housing difficulties in the province (Steering Committee 1838) - presided.

Co-chairing the meeting were Comrade Bui Dinh Long - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, and members of the Steering Committee.

Nghe An province has completed 12,718 houses for poor households and households facing housing difficulties.

Through review and approval, as of March 6, 2025, the whole province of Nghe An has 21,770 households in need of support, including 14,981 households for new construction and 6,789 households for repair, under 3 programs, including: Social mobilization and support program (1838) with 10,854 households, including 8,686 households for new construction and 2,168 households for repair.

Two national target programs: Sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas, benefited 7,081 households, including 4,317 newly built houses and 2,764 repaired houses.

The program to support the construction and repair of houses for people with meritorious services to the revolution who are facing housing difficulties has 3,835 households, including 1,978 households with new houses and 1,857 households with repairs.

As of March 6, 2025, the province had cumulatively built and renovated 12,718 houses, including 10,268 new houses and 2,450 renovated houses.

The total funding for housing construction and repair for the poor and those with housing difficulties throughout the province is over 909 billion VND; of which the central government budget allocated nearly 146 billion VND; the local government budget contributed nearly 4.5 billion VND; mobilized and socialized funds amounted to nearly 366 billion VND; and contributions from families, clans, and villages totaled 393 billion VND. Specifically, nearly 209 billion VND was allocated from the provincial "For the Poor" Fund to localities to implement the program.

Nghe An province aims to complete the remaining 9,052 houses by August 31, 2025, including 4,713 new constructions and 4,339 renovations. Accordingly, the total estimated cost for completion is over 416 billion VND.

Currently, according to the Provincial Steering Committee's report, the total projected budget as committed has exceeded the needs by more than 465 billion VND, of which the central government budget accounts for more than 250 billion VND; the provincial budget accounts for nearly 38 billion VND; and social mobilization accounts for more than 183 billion VND.

With the above results, at the third meeting, Comrade Dao Ngoc Dung - Member of the Central Committee of the Party, Minister of Ethnic Minorities and Religion, in presenting the report of the Central Steering Committee, highly appreciated the results of Nghe An province in leading the country in implementing the elimination of temporary and dilapidated houses (excluding housing support for people with meritorious services and housing under the two national target programs).

No one should be left in temporary or dilapidated housing.

In his concluding remarks at the conference, Prime Minister Pham Minh Chinh, Head of the Central Steering Committee for the Eradication of Temporary and Dilapidated Houses, assessed that this program has profound humanitarian significance for the people; it demonstrates the moral principle of gratitude towards those who have contributed, the spirit of mutual support and compassion, national unity, and fraternal love.

The Prime Minister also emphasized that the program demonstrates the responsibility of the Party and the State towards vulnerable people, those facing difficulties, people with special circumstances, and people in remote areas, border regions, and islands.

At the meeting, the results showed that nationwide, support has been provided for 121,638 out of 223,164 houses (over 54%); of which more than 65,000 have been completed; and more than 56,000 new houses have been started.

On behalf of the Steering Committee, the Prime Minister commended the provinces, cities, ministries, agencies, sponsoring units, and the people for their contributions in achieving the above results, creating a foundation for implementation in the next phase, striving to basically complete it by October 30, 2025 - two months ahead of the plan set exactly one year ago when the program was launched.

Accordingly, from now until the end of October, more than 101,000 houses need to be demolished within a very tight timeframe, averaging 459 houses demolished per day nationwide, and 8 houses demolished per day in each locality.

To achieve the above objectives, the Prime Minister emphasized that this is a very important political task, with the spirit of "only discussing how to do it, not discussing how to back down," and a determination to ensure the quality and progress as set out; if any issues arise, they will be handled according to special and unique mechanisms.

At the same time, with a program implemented on a wide scale, targeting many people, and within a short timeframe, requiring high quality, it necessitates great effort, strong determination, decisive and effective action; assignment of tasks according to the "5 clear principles" (clear person, clear task, clear result, clear progress, clear responsibility); diversification of resources (State, community, businesses, individuals, domestic and foreign); and promoting the spirit of everyone contributing what they can, whether they have a lot or a little, their labor or resources.

The Prime Minister also requested that inspection and supervision be strengthened; that corruption, exploitation for personal gain, and waste be prevented and combated; that communication and propaganda efforts be enhanced; that emulation and reward be implemented promptly; and that the Central Steering Committee and provincial committees be reorganized, as well as the working regulations after the restructuring of ministries, departments, and agencies be restructured…

Therefore, the goal is to ensure that beneficiaries have homes that meet the standards of being "bright, green, clean, and beautiful," in line with regional culture, and connected to healthcare, education, culture, and sports infrastructure.

"Absolutely no one should be left in temporary or dilapidated housing; this is a command from our hearts, our conscience, and the responsibility of the community," the Prime Minister emphasized this profoundly humane task, especially the requirement to complete it in 2025 – a year with many major national celebrations.
