Nghe An province is cracking down hard on gambling.

Recently, authorities in Nghe An province have focused on implementing decisive measures to combat gambling.

Authorities dismantled numerous drug trafficking rings and arrested many suspects.

Nowadays, forms of gambling are becoming increasingly diverse, organized in sophisticated ways and methods, attracting a large number of participants..

A typical example is the large-scale, mobile gambling den operating in the forest, using the dice-shaking method, led by Nguyen Nhuan Danh (born in 1986), residing in Nghia Dong commune, Tan Ky district.

To get money for expenses, Danh collaborated with two individuals residing in Nghia Dong commune, Vo Duy Bay (born in 1970) and Vo Duy Hai (born in 1996), to set up a gambling den and organize gambling activities.

Notably, many members of Danh's gambling ring had multiple prior convictions, including some who had up to five convictions for gambling offenses, such as Nguyen Hai Sang (born in 1976), residing in Nghi Xuan district, Ha Tinh province; and Dinh Quoc Khanh (born in 1979), residing in Quy Hop district.

After establishing a closed gambling ring with his "trusted associates," Nguyen Nhuan Danh organized the gambling sessions according to his own rules, which he set for all participants.

Accordingly, when gamblers wanted to play, they had to park their vehicles at a designated location and hand over their phones. Danh also instructed his subordinates to take the gamblers around to many different places to avoid detection by the police.

For first-time participants, Danh required a guarantee from a previous gambler. Furthermore, this group frequently changed phone numbers, means of transportation, and gambling locations, operating primarily in remote, mountainous areas far from populated areas. Each gambling session lasted only 1.5 to 2 hours. Despite operating for only a short time, Danh's gambling den, due to its discreet and sophisticated organization, attracted dozens of gamblers from the districts of Quỳ Hợp, Diễn Châu, Con Cuông, and Vinh City.

After a period of surveillance, on May 13, 2025, in the rubber forest area of ​​Duc Thinh hamlet, Tan Phu commune, Tan Ky district, Nghe An province, forces of the Nghe An Provincial Police arrested dozens of individuals who were gambling using the dice-shaking method organized by Nguyen Xuan Danh.

Earlier, in late February and early March 2025, the Criminal Police Department of the Provincial Public Security, in coordination with relevant units, successfully dismantled two large-scale gambling rings.

The first gambling ring, involving 15 individuals, gambled using the dice-shaking method. It was led and organized by Vo The Anh (born 1981), Le Van Luan (born 1980), and Ngo Quoc Hung (born 1981), all residing in Vinh City. To evade the police, this group organized their gambling operations in a sophisticated and professional manner. Besides stationing lookouts and transporting gamblers, they frequently changed gambling locations to fortified houses equipped with "tiger cages" and surveillance cameras.

The second gambling ring involved 7 individuals gambling using the "3-card game" and was led by Le Thi Hang (born in 1978), residing in Vinh Tan ward, Vinh city. Hang organized the gambling sessions on the second floor of her house, while also arranging for lookouts and collecting "house money" from the gamblers.

Following the dismantling of the two gambling rings, authorities arrested 22 individuals (18 men and 4 women, aged 24 to 49) residing in Vinh City and the districts of Thach Ha and Can Loc (Ha Tinh province). The total seized items included 2 cars, over 700 million VND in cash; 1 set of bowls and plates, 4 dice, 1 deck of playing cards; 22 mobile phones, and numerous other related items and documents.

According to authorities, in addition to traditional gambling activities (dice games, card games, lottery betting, etc.), they have discovered and dismantled many groups and networks using high technology for gambling.

Typically, in April 2025, forces under the Nghe An Provincial Police simultaneously arrested 12 individuals for "money laundering" and "gambling".

The seized items included 3 computer sets, 15 mobile phones, 1 car, and numerous related documents and objects. Previously, through intelligence gathering, authorities discovered a group of individuals in Nghe An province who regularly participated in gambling on the website “xxx88”.

Nghe An police reported: This is an online gambling website with a domain registered abroad, led and operated by a group of foreign nationals.

In Vietnam, these individuals have intensified their advertising activities for this website as a platform for online electronic games and diverse betting options, with easy registration and quick withdrawals, thus attracting many people to participate in online gambling.

This group's activities involve connections between individuals both domestically and internationally, divided into smaller subgroups, operating in an organized, sophisticated, and dangerous manner, utilizing numerous high-tech applications and techniques.

The ringleader of the aforementioned "money laundering" and "gambling" operation in Vietnam is Dau Trong Giap (born in 1992), residing in Minh Thanh commune, Yen Thanh district (Nghe An province).

Besides Giap, the Nghe An Police also arrested 11 other individuals, including 8 men and 3 women, aged 22-45, residing in Yen Thanh, Dien Chau, Nghia Dan, and Quynh Luu districts, who were directly involved in the money laundering and gambling ring on the website "xxx88"...

In the first six months of 2025, authorities in Nghe An province detected 127 gambling cases, of which 71 were prosecuted and dealt with criminally, accounting for 55.9%.

Resolutely fight

Recently, in implementing Directive 16/TTg of the Prime Minister on strengthening the prevention and fight against crimes and violations of the law related to organized gambling and gambling activities, the People's Committee of Nghe An province issued Directive No. 17/CT-UBND and other guiding documents on implementing solutions to prevent and combat crimes using high technology, including organized gambling, gambling, and online football betting...

Besides stepping up the dissemination and education of legal regulations on handling gambling-related acts in various forms, law enforcement agencies also regularly warn about new methods and tricks, as well as sanctions and the harmful effects of gambling crimes and vices, through the media and social networks.

At the same time, people are advised to be vigilant and cautious when participating in online games, especially avoiding platforms and applications related to predicting win/loss results, reward-based games, or online gambling sites to avoid being lured or enticed.

In case you spot individuals exhibiting suspicious behavior related to advertising, organizing gambling, or participating in gambling, please promptly report the information to the nearest police station for timely action.

Particularly in light of the increasingly sophisticated methods employed by organized gambling criminals, the Provincial People's Committee has requested that functional forces intensify campaigns to attack, suppress, and dismantle organized gambling rings and gangs; effectively handle the reception and resolution of crime reports and denunciations, and requests for prosecution related to gambling and organized gambling activities. They must promptly detect and strictly punish acts of gambling and organized gambling. At the same time, they must leverage the role of citizens as "eyes and ears" in detecting and preventing gambling and organized gambling activities. This will help limit economic losses and social consequences, and maintain security and order in the area.
